presented, seconded by iir. 1,7allace, motion passed by unanimous voice vote.

A. Variance Request, U. S. Survey 3101, Lot 10, Cmlid (Case 216-A) because of a drop-
off on the lot it was requested to build 25 feet back from the road right of way.
Mr. Haney moved for approval of the variance request on Case 216 A, seconded by
Firs. Gellis. The meeting was closed and the public hearing opened. Mr. Omlid
stated that it would be far too costly to build back 50 feet as fequired by
ordinance due to the large drop-off. There were no objections to this variance
voiced by residents in the area. The public hearing was closed and the question
called for. motion passed by unanimous ,roll call vote. This variance would
fit in with the comprehensive plan and not granting it would place undue hardship
on the builders and the area.
B. Exception request, U. S. Survey 3101, Lot 10, Cmlid (Case 216-B). Requested
in order that a tri-plex may be built in this area as it is now zoned unclassified
and calls for one or two family dwellings. Mr. Haney moved for the approval of
the exception on Case 216••B, seconded by 14r. Welch. meeting was closed -a-n-T—
e public hearing opened. bir. Cmlid stated at they would build'.two small one -
bedroom apartments downstairs and the owner -occupied apartment upstairs. He
further stated that there is ample parking area for the three apartments on the
sides of the building;. There were no objections from the people in the immediate
area. The public hearing was closed and the meeting reconvened. The question was
called for and the motion passed by unanimous roll call vote. This would also
fit in with the comprehensive plan as the area is scheduled for medium density in
the 1999 land use plan and there is a need for additional housing in the Kodiak area.
C. Rezcnirig U. S. Survey 3219, Blk 3, Lots 9, 10, 11 and 12, U. S. Survey 3463, Blk 1,
Lots 1 & 2, Arndt (Case 218-A). The request was made due to the need for expansion
of the business and warehouses now presently located in the area. The Attcrney'S
opinion was read stating that if zoned business, it would fit in with the business
area already established there. Mr. Haneymoved for the approval of the rezoning
on Case 218-A, seconded by Mrs. Gelliis. The meeting was closent, d athe public heariru
opened. There were no oommients from the audience and no objections had been forth-
coming in the mail. The public hearing was closed and the meeting reconvened.
The question was called for and the motion passed by unanimous roll call vote.
Although this will not necessarily fit in with the comprehensive plan, it was felt
that there is an need for additional areas for business expansion that is presently
in that area and further there had been no objections for the surrounding residE,lftts
D. Rezoning U. S. Survey 3098, Lot 11 from Public to Unclassified (Case 214-A) P&R.
This is a City owned lot, however it is being leased to a private concern and the
concern has requested that permission be given to place a trailer there as watch-
man's quarters primarily to protect the large investment in airplanes and to
re!-.%uiate the flow of traffic for safety purposes. Mr. Hanel moved for the approval
of rezoni.,rj on Lot 11, seconded by Mrs. Gellis. The meeting was closed and the
public hearing opened. It was stated that the City had voiced no objections to
this being rezoned but did not want to iratiate the rezoning. This rezoning would
bring the lot into the same zoning category as the two on either side of Lot 11.
There being no comments from the audience the public hearing was closed and the
meeting reconvened. The question was called for and the motion passed by unanimous

A. Rezoning East Addition Lots 7 & 8, Block 48, Huey Devi.11e (Case 217-A) The
Attorney's opinion was read stating that the Cai¢nission should be familiar with
the existing uses in the area and determine if this would fit in with those
areas. Mr. Deville's letter was read, requesting the rezoning due to a need for
storage area for the crab pots. .ir. Deville was in the audience and further
stated that the area was really not good for anything but storage and that he had
acquired the lots about ten years ago and had cleaned than up and had no other
place to store the pots. The map was studied. Mr. Haney moved for a public
hearing on Case 217-A , rezoning of Lots 7 & 8, Block 48, East Addition, seconded
by Mr. welch. Motion passed by unanimous roll call vote. Public hearing will
be held at the next regular meeting of the Planning & Zoning Commission.
B. Rezoning of Surveys 3471, 3472, 3473 and 3474 from Conservation to
(Case 219-A) P&Z. These surveys are now zoned conservation and actually the to
are too small for that zoning, further in conservation a person is required to
build 70 feet fran the front property line and by rezoning to Unclassified this
would allow the limit of 50 feet. Mr. Haney moved for a public hearing on the
rezoning of Case 219 A, seconded by 71r. Welch, motion passed by unanimous roll

IX OLD BUSINESS
A. Ratify work session decision on Bell's Flats Zoning. It had been discussed at the
work session concerning the Amending of the Borrow Site ordinance that an
industrial zone should be near the borrow sites. The map was studied and due to
the fact that additional maps were needed this was tabled until later in the meeting.
B. Open to Entry Program Several persons were present to make recmmendations on
the proposed open to entry program. The reps were studied and after much discussion
Mr. Wallace roved that the Planning & Zoning Camdssioi go on record as whole -
heartily endorsing the areas designated by the State for open to entry and recamvnd
the following additional lands: Whale Island, Long Island, all of Onion Bay on
Rasnberry Islam. 1/2 mile back from the beach; south side of Eagle Harbor and the
A. Bell's Flats Zoning (continued* the additional maps needed were obtained and
studied. At the work session of P&Z on the zoning of this area a portion of lots
near the borrow sites had been designated as business. It was now determined that
these lots should be zoned Industrial to be classified as rural industrial in the
event that the zoning ordinance was accepted as proposed under the comprehensive
plan, bur. Haney moved to ratify the zoning of Dell's Flats as set forth in the
work session of June 4th, with the exception that Tract A-K, Russian:'CzWk Alaska,
vote. The zoning as proposed is: Russian Creek Subdivision - Lots 18 & 19,
School; Lots 1 thru 26 zoned R-3 (under new ordinance rural residential); Tract
A-K Industrial (rural industrial); Tract 0-L Unclassified (rural residential) and
Tracts 11. N & O Parks & Public Use: Bell's Flats Subdivision - Tract C, Blk 6 -
Public Use; Tract G, Blk 4 •- Public Use; remainder to be unclassified (rural
residential). Jaycees' Lease land to be Public Land use; further that the metal
dump be used for the period of one year as a public dumping ground.
