The meeting was called to order by Acting Presiding Officer,
John Burnham at 7:45 p.m., in the courtro-•m cf the State
Office Building.

D. Letter from Lloyd Benton, Building Inspector Re:
Unclassified lot requirements - Mr. Benton stated
that he went out to the Bells Flats area with the
intention of looking over Mr. Greers property, but
he also noted problems that would result from other
lots withii. the area, so he recommended the require-
ments for the whole area. He stated that there is now
a new requirement that septic systems be separated
from water sources by 200 feet. He further added that
the Bells Flats area will present a problem in this
case and also other areas around Kodiak. He also
stated some setback requirements in the letter, should
help on deciding about Mr. Greer's setback requirement
for his lot. These are only suggestions for review
by the Planning & Zoning Commission.
E. Letter from Okey Chandler - Rezone Tracts "B" & "D",
U. S. Survey 1672 from Conservation to Unclassified
Mr. Chandler did not have a letter presented to p&Z
but he was available in the audience for any question*
P&Z might have. Mr. Chandler gave a description of the
area that he wanted rezoned. Mr. Erwin moved that we
have a public hearing on this. Seconded by Mr. Terry.
F. Murl Estes Re: Request for rezoning Lots 8 - 9 -
Block 5, Baranof Heights from R-2 to R-3 - Mr. Estes
stated that the reason he wanted these lots zoned to
R-3 is because he had houses with an area too large
for duplexes and he wanted to make them into triplexe$
He stated that in Anchorage R-2 zones can house 1-2-3
family units. This meets with the Uniform Building
Code. Our present ordinance does not comply with
the Uniform Building Code. Mr. Terry moved that we ha

Industrial. Seconded by Mr. Terry. Mr. Burnham closed
the regular meeting and opened the public hearing.
Mrs. Jussila stated that she believes that since
businesses were heading out that direction, we should
zone the area business instead of light industrial.
Mrs. Meyer stated that commercial was not clearly de-
fined in the code she received from the Borough, she
believes that it should be more so defined so the people
would know what restrictions would be set upon them.
Mr. Burke stated he is not against rezoning to commercial
but if someone ever builds on Feltons' lot, the swamp
area should be drained. This swamp hays a natural flow
of water and should never be plugged up. He further
stated that about six houses drain into this swamp
area. And also he is having problems with rats, which

Mr. Zimmer to vacate and replat this area. The State
Sanitarian is asking that approved engineer sewer
systems be installed on lots that needed septic systems.
The Enviormental Conservation Committee has recommended
that no more building permits be issued in the Island
Lake area. Mr. Burnham closed the regular and opened
the public hearing no comments being voiced, Mr.
Burnham closed the public hearing and reconvened the
regular meeting. Motion passed by unanimous roll call v

the back lot is zoned unclassified and must be rezoned
to business if it is to comply with the Montmartre Inn.
Mr. Burnham closed the public hearing and reconvened the
regular meeting. Motion passed by unanimous roll call

that is similar to the bakery. Mr. Benton does not know
if it qualifies with the fire code, but he believes t4at
there is no problems with the inside wall, just the out-
side wall. He does suspect it will qualify. Mr. Erwin

mr. Larnair stated that he went to Roy Ecklund with the
problems of parking spaces and Mr. Ecklund stated that
he had an area sufficient to 14 1/2 parking spaces.
Mr. La[;air stated that he had an area of 7,200 sq.ft.
He stated that he could have his employees park in front
of the building. A question was brought up about the
hazc.",d of people backing into traffic. It was noted that
the customers could go around the building and come out
facing traffic, but this would interfer with coming onto
Kodiak Motors property. Mr. LaMair asked how much
parking space does the Kodiak Inn cover, it was noted
that the Kodiak Inn falls under a different circumstance.
Mr. LaMair was asked to designate the areas as customer
and employee parking only. Mr. Erwin amended'his.motion to in -

recreation area. Also if there is a herd law, what
protection does the owners have on shooting the animals.
He also believes that Monashka should be outlawed for
shooting guns. Mr. Erwin also stated that we recommend
to the Borough to control hunting and shooting in the
immediate area of the city. We should check with the
State Troopers on the'law of shooting guns, what the
restrictions are,etc.
ZONING ORDINANCE
Mrs. Holt asked that they look over the present ordinance
and make the necessary changes and perhaps schedule
another work session to complete our zoning ordinance
Some problemg are clearing up the differences on Light
Industrial and Service recreation areas which are not
designated in our code but are in the Comprehensive
Plan for Kodiak. A work session was scheduled after
the special meeting of March 7, 1973 to finish up com-
pleting the study of our zoning ordinance.
