John Burnham, newly appointed member, whose appointment has not yet been ratified by the Borough P.ssembly. Toted that '1r. Tom Terry has also been appointed to the Commission. City Council fleeting l.linutes/Borough Assembly Minutes re Rezoning of Aleutian Homes presented for the information of the Commission rru that the City Council disapproved the suggested rezoning and the Borough Assembly took no action on this matter. B. Letter from City re Location of Bio-Dry Chemical Plant, read noting that the City has requested the Borough to select a four acres plus portion in the Gibson Cove area for use of the Bio-Dry Chemical Plant. This will be located approximately 1,000 feet from Ma-1 England Fish. .A *retes and bounds descri0ion has been drawn up and the Borough will request that land from the present City Limits to the ;Naval Station Boundary with the exception of land being used by New England Fish and Bureau of Commercial Fisheries. :1r. lblt moved that the Borough's planning & Zoning Commission o on record as being in favor of the proposed land use seconded by ,� Erwin. Survey 1682, Nachttaieh (Case 971-8) The preliminary plat was reviewed, noting that all the lots will have access &nd that the subdivision will have certain restrictions placed on it. Vacation and Replat of Portion of USS 3218 Catholic Church. The purpose of the requested vacation and replat is to consolidate all the church property in one tract (Tract `T11) and to subdivide a portion of USS 3218 for resale. The preliminary plat was reviewed, the lots will have utilities and road access, there will be a restriction as far'. as the zoning in that the Church has requested that this area not exceed 11-2 zoning. Holt moved for approval of the public hearing for vacation and replat, seconded by mr. Enain. 'lotion gassed by unanimous roll D. Preliminary Plat of Daranof Heights Addition '1. The background was giver} on this subdivision; noting that it had been approved once, however the time limit had expired for pre_,entation of a final plat. Now it is necessary to resubmit the preliminary. 'Ir. Fray contacted the Borough Assessor and indicated that he wished thiE. preseaLed to the ;:orough P&Z Commission. The final p�at will slow the change in the road and will show Lot 22 as designated for Public Park. The final plat w_i1.1 further shocv the sewer lines as they exist. 11r. Irwin moved for approval of the preli*ni.naa plat, seconded by Tor. Holt the motion passed by unanimous roll call vote. VIII SUBDIVISIONS, FINAL A. Approval of Final Plat, East PAdn., Block 51, Lots 1, 2 & 3, Breakburg. Final plat reviewed by tha Commtission members. 'Ir. Erwin moved for app of the final plat, seconded by :Ir. Molt. The motion passed by unanimou call vote. B. Approval of Final Plat, Madsworth, Lot 6. Block 1. Tiller Point Alaska Noted that there had been two changes from the preliminary plat, one -a change in the road dedication to the required fifty foot and the encroac1 rent on the State property. Both parties are aware of the encroachment and the seller has agreed to move the house at his expense should this be required at some later date. ilr_Envir. moved for approval of the final plat seconded by i1r. Holt. Motion passed by unanimous roll call vote. IX P & Z ITI11S A. Rezoning Request - U.. S. Survey 1682 from Conservation to Unclassified to allow for Subdivision. The request was read in full stating the purpose. i1r. Holt moved for approval of the public hearing to be held at the next regular meeting, seconded by T1r. Enain. r�VLion passed by unanimous roll c vote (ilr. MLwin indicates his interest in this matter). B. Rezoning Request and Subdivision of Lot 25 and Lot 5, U. S. from requested the vacation ani replat of Lot 25 a_*id requested a rezoning of this lot and lot 5 to allow for s:ch subdivision. it was noted that the property is located in U.S. Survey 3099 winich is presently zoned "Unclassified.' Such subdivision would not meet the necessary minimum lot area. Several maps were shown to the Commission showing other lots in the immediate area which have subdivided below the miniaums. The party seeking the approval has indicated that sewer service is available to this lot through Jackson's Trailer Court. The Commission discussed a work session held previously on changing the minimum lot area in Unclassified if the property had City ?•later; City Water and Server or none of the above services. 1r. If allowed to subdivide down to 10,000 square feet in an unclassified zone, this really is quite small for those area set up for lag density and many problems can result. Further consideration should be given to a solution of this problem. C. S. Survey 3471, Lot 25. The background of the case was reviewed and since the area has been rezoned, the subdivision of this lot would meet the zoning requirements. It will be necessary for a final plat to be drawn and approved. '?r. EnAn moved to approve_ the vacation and reDlat, seconded by ?Ir.. Holt. Welch suggested that a letter be I written to the Borough Attorney to determine whether or not there was any other way in which the rezoning request for Lot 25 of U.S. Survey 3099 could have been handled. It was further suggested that very definite guidelines be established for future cases such as this.
