PLANNING & ZONING COMMISSION MEETING
MARCH 22. 1972
I CALL TO ORDER
The meeting was called to order by Chairman John Welch at 7:35 P.M. in the
Courtroom of the State Office Building, Kodiak, Alaska.

III MINUTES OF PREVIOUS MEETING
A. Planning & Zoning - regular meeting - February 16, 1972. Mr. Holt raved
for approval of the minutes as presented, seconded by PBr. Erwin. Motion
IV MINUTES OF OTHER MEETINGS
A. Borough Assembly - regular meting - March 2 1972. Mr. Hinkle asked that
the Conudssion bring whatever pressure to bear that it can to insure that
the new high school will be constructed during this building season. He
felt that another building season would be lost if this is not watched.
In answer to question concerning the title of Lilly Lake, the Clerk noted
the Attorney is out of town and nothing has been received on this as of
this date.
V COMMUNICATIONS AND CORRESPONDENCE
A. Mr. Royal V. Large re Land Use, Bells Flats. A plat of the area presently
under lease to I,Zr. Large was studied, the Borough Clerk pointed out the
area which Mr. Large wishes to purchase or lease under a long term lease.
A member of the Commission pointed out that this is a matter that must be
taken up with the Borough Assembly as the Planning & Zoning Commdssion has
no jurisdicti.cn in this matter. Mr. Holt moved that the Commmission go on
record as voicing no obiection_ seconded by Mr_ Hinklp. Mnt;nn n=QcaA h
B. Letter from State Division of Lands re: Lease of Land to University of
Alaska, read by the Borough Clerk setting forth the intended use and improve-
ments that will be constructed on the land. This is in the area of Kalsin
Bay, a portion of the old Rock Grazing Lease. The Commission expressed
concern over the possibility of this development preventing fishermen from
using the river area and requested that there be a stipulation placed in
the lease by Division of Lands that a fifty -foot strip for access to and
from the fishing area be required. All members were in favor of this course
of action.
C. Letters from State Sanitarian re Trailer Courts, read by the Borough Clerk.
Noted that the location of three trailers at Wakefield Fisheries has been
approved with the stipulation that prior to installation of any more the
Sanitarian's office will be notified.. An inspection has been made on the
new court being constructed by Bill Bardot and the Sanitarian noted that
he has one of the finest water and sewer systems of any court on the island.
The system was approved by the Sanitarian.

A. Vacation and Replat of Aleutian Homes Subdivision - Sam Graber (Case 258-A
A letter from the City pointing out a few requirements was read . The
letter stated: (1) Retain origiaal dimensions of property under ownership
other than the Kodiak Island Properties; (2) Set 2" brass cap monuments at
block corners and intersections, or as an alternative, set the above

monuments at street intersections and angle points. (3) The City anticipates
that P&Z will require justification of proposed lot dimension changes, locations
of easements and computation submittal for checking repiat accuracy, The engine;
was present and noted that he would have no objections to the above and that
there should be no problem except with placement of the easements on the plat
which might make it ve 1-7 difficult to read, The Commis --ion was in agreement that
the easements could be shown on a separate sheet, Mr. Hinkle moved that the
plat be accepted with the !tipulation that the letter from the City be followed
and adding to No. 1 in the J^tterl retain original dimensions of property under
ownership other than the Kodia'.o IIsland Procerties unless reauested otherwise
by the present owners_, and that No. 3 read. that water easements must be drawn on
the plat or added as a separate page., seconded ly r�Lr. Holt. The public hearing
was opened, several people were in the audience to discuss this matter. Questions

B. Public Hearing - Vacation and Rerlat oz' U. S. Survey

opened. Mr. Ecklund was in the audience and answered questions of the Commission
concerning the iepiat. Ths preliminary map was studied, noting that the subdivisioi
does give access to every lot. The public heard.ng was closed, the regular meeting
reconvened,. The question was called for and the motion passed by unanimous roll
call vote,
VII ZONING ITEMS
A. Rezoning Request, - Aleutian Homes; LawyerIswritten opinion read in full noting
that he felt this rezoning was based on conjecture and that any rezoning should
be done on factual matter &nd there should be justification for change. The
Commission noted that in the Comprehensive Plan this area is zoned for medium
density and that the future development of the community would be served by
such rezoning. Mr. H:i.n'_cle moved `hat the rezoning be accepted for public_hearin!
at the next regular F1&Zning & Zcn:,rig Commission meeting, seconded by Mr. Erwin.
The question was called for and motion passed by unanimous roll call vote..
FVIII SUBDIVISIONS, PRELIMINARY
A. Vacation & Repla`, Lac 25,_1J. S, Survey *71 - 0. B. Parker (Case 260-A) At the
last Planning & Zoning meeting it was requested that a. letter be written to Mr.
Parker setting June lst, 1972, as the date when NLo. Parker should comply with the
Borough Code of OrLlnances concerning subdivisions. Mr•. Parker has made applicatior
for such a vacation and the application fee has been paid. However, the Commission
voiced concern over the fact that the lot size does not meet the requirements for
the zoning in that area, Mr. Hinkle moved that the secretary be instructed to
write a letter to :fr. Parker, . I n;,,r that he re nest an exception to the zoning
because of his subdivision is in viola''.ion_with the law, seconded by Mr. Holt.
Motion passed by unanimous roll call vote. The Commission members also requested
the secretary contact �;he Borough Attorney to find out if the Commission can grant
an exception to the lot size in this a°ea. It was further requested that Mr.
Parker be asked to attend the next meeting.
IX SUBDIVISIONS, FINAL
A. Approval of Final Plat, Urban Renewal Project (Case 210-A) ASHA. The Commission
reviewed the plat, noting that the monumentation will be completed by this week
and that all the exterior boundaries have been monumented. Din,. Holt moved for
approval of the final plat, seconded. by Mr. Enwin, motion passed by unnnimnuc
roll call vote,.
FK PLANNING & ZONING ITEMS
A. Mr. Hinkle again voiced concern of the sale of Bonds, and feared holding up
the school construction beyond the present building season.
