1972-04-19 Regular Meetingr- KODIAK ISLAND BOROUGH PLANNING AND ZONING COMMISSION - APRIL 19 1972 I CALL TO ORDER The meeting was called to order by Mr. Holt in the absence of the Chairman of the Commission, at 7:45 P.M. II ROLL CALL Present Mr. Jerry Holt Mr. Jim Wheeler Mr. E. E. Planning & Zoning - as MINUTES OF OIHER MEETINGS - March 22 A. Assembly meeting - regular - April 6 1972. B. Assembly meeting - special - April 14, 1972 . There were no comments. MIME I�i1:31➢(�7:I�I:4ihCtl - NONE A. Rezoning Request - Aleutian Homes Subdivision - Sam Graber, R-1 to R-3. A request has been received to have the Aleutian Homes Subdivision rezoned from the present R-1 to R-3 which would allow for the future development of multiple dwellings in the area. The regular meeting was closed and the public hearing opened. Only one comment from the audience was in favor of the pro- posal. The public hearing was closed and the meeting reconvened. A memorandum was read from City Manager to the City Council, stating that it was felt the City should go on record as being in opposition to this rezoning. It was pointed out that the R-3 zoning would mean heavier population than called for in the Comprehensive Plan as interpreted by the City. Mr. Hinkle stated that not only should this be R-3 but felt there should be an area for business also. Mr. Hinkle moved for approval of the rezoning. seconded by Mr. Wheeler VII Wi NG ITEMS A. Letter from Citv of Zone to Allow ng a public hearing being held. A memorandum from the Borough Clerk pointed out the time requirement for notice of public hearings. The Commission members were in agreement that the public hearing should be held at a Special Meeting of April 28th, 1972• * B. Request for Rezoning of Lots 15 through 22, Block 1, Allman Addition from R- to Business, Harold Sargent & John Fray. The map of the area was studied, request being submitted for purpose of sale of property and to extend the present business zoning toward town and another business area. Mr. Hinkle expressed the opinion that this rezoning should be started near the downtown area and extended all the way out Benson and Mill Bay. After discussion Mr. Wheeler moved for approval of the public hearing to be held on the reaue seconaea py Ivir. minx -Le. Vacation and Replat of Allman Addition, Block 1, Lot 15 through 22, Harold Sargent and John Fray. This request was being made in order to replat the smaller lots, adding additional land in the back that would extend the lot line to the proposed City easement along the lake and to allow for developme, of business lots. Mr. Erwin moved for approval of a public hearing on the request, seconded by Mr. Wheeler, motion passed by unanimous roll call vote. B. Subdivision of Portion of U.S. Survey 3066 and Survey 2739, Bill Bardot. The preliminary plat was studied and it was pointed out the three lots and the boundary lines. It was stated that this was a subdivision rather than a vacation and replat as the streets, water and sewer lines are already in this subdivision. Mr. Wheeler moved for aooroval of the preliminary plat, seconded IX SUBDIVISIONS, FINAL A. Approval of Final Plat, Wright/Welborn, U.S. Survey 3218. The final plat was studied. Mr. Hinkle moved for approval of the final plat of U.S. Survey 3218 Vacation and Replat, contingent upon the approval of the Borough Engineer, seconded by Mr. Wheeler. Motion passed by unanimous roll call vote. X PLANNING & ZONING ITEMS A. Letter received requesting a Setback Variance was read, Mr. & Mrs. May request a setback variance for placement of modular unit which would be in line with the other residences and Mr. Hinkle moved for approval of public hearing to be held at the special meeting. seconded by Mr. Wheeler. The area in ouestion B. Mr. Hinkle asked for discussion on the possibility of the Commission requesting the rezoning of those lots that border on Benson & Mill Bay road from present zoning to Business. This would allow the expansion of the business area and would encourage out of town business interest to develop in Kodiak. He was interested in the area contiguous to the Thorsheim Subd., that area just past the library and teen center as well as the lots bordering the road. Mr. Hinkle moved that the Commistion rezone to Business the following lots: Aleutian Homes Subdivision, Block 8. Lots 1 through 8 and Lots 16 through 29: 0 1110)11zccnN ON40 Y One member in the audience voiced the opinion that this was the logical step to take as there are presently very few business lots available in downtown Kodiak. A call was made to the members of the Commission and the date of Public Hearing changed to May 2, 1972, at 7:30 P.M. in the Courtroom of the State Office Building. The published notice to be prepared for this date.
