V COMUNICATIONS AND CORRESPONDENCE
A. City of Kodiak - Vacation of Utility easements, re:
Sunset Dvelopment Company. Mr. Williams read a letter
from Herman T. Beukers, Acting City Manager dated February
14, 1977 regarding request to vacate certain easements no
longer needed by the City. This matter to be taken to a
sandy sc;sion before making a decision.
VI PUBLIC HEARN:NIGS
A. Unzoned portion of USS 1682 to be zoned R-3 with R-1
Buffer Zones (L. L. Russell). Continuation of January 19th
public hearing. Chairman Williams closed the regular meeting
and opened the public hearing. Testimony was encouraged, how-
ever, asked that after the initial input, only new points be
brought up. There were no comments from anyone opposing the
rezoning. There weee no comments from anyone in favor of the
rezoning. Public Hearing was closed, regular meeting reopened.
Mr. Erwin moved that the proposed zoning to R-3 with R-1 buf-

B. Request to rezone USS 1396, Tract G-A and Lot G-1 from
R-2 to R-3 (Rolland A. Jones). Mr. Erwin moved to rezone
USS 1396, Tract G-A and Lot G-1 trom. K-2 to K-J. Mr. use
seconded. ..airmen Williams closeclosea the meeting and opene the
wring. The following comments were made in opposition
of the requested rezoning:
Craig Bishop: (Lot 7, Block 1, Russell Estates) Expressed
his awareness of the demand pressure now being placed upon R-3
zoning; feels there will be sufficient R-3 zoning in the re-
mainder of Russell Estates; owns an R-2 lot in the area and
feels the value would be in jeopardy with R-3 zoning; this
zoning would be spot zoning; is opposed to the request.

Stan Baltzo: (Lot 10, Block 7, Baranof Heights) Purchased
his lot specifically for the quiet and secluded location;
concerned about the heavy demand further R-3 development
would put on the present sewer system; read a letter concern-
ing this sewer system's back water valves directed to L. L.
Russell dated March 22, 1976 from Mir.' C. Estes, builder,
On March 25, 1976 Mr. Baltzo wrote to Mr. Lee Russell charging
Mr. Russell with rL::p:::;ibility for any damage that might occur
in the future as a result of the sewer system. There is also
a problem with traffic and parking congestion, overfilled
dumpsters creating an unsightly situation, the road way is
.under level; requested denial of the rezoning.

Stan Baltzo called attention to the question of aviation on
Lily Lake as related to the su.rro,_.Zding area.
Chairman Williams a-ked for testimony in favor of the proposed
rezoning request. There were no comm^_nts. Mr. Russell stated
that on the sever question, the City was originally to provide
a manhole at the other end of the lake but this never devel-
oped. This scer�r system was only to be a temporary situation.
He stated that ~-he majority of the people against the rezoning
are already In R-3. Mr. William^ introduced Mr. Lutena Mulitalp,
the Borough Zcn4.n- Official. Mr. Mulitalo called attention to
the fact thct the property in question is zoned R-2 and most
of the people giving testimony is zoned R-3 already. Mr. Baltzo
stated that even thengh the land across from the property is
question is zoned R-3, most of the owners have chosen of their
own free will to develop it as R-1, single family dwellings.
Chairman Williams clo^ed the public hearing; opened the regular
meeting. A `iv2 minutes recess was c^.'_led. Meeting was reeon-
vened. The motion was denied by unanimous roll call vote.
VII ZONING ITEMS
A. Rezone Lots 4, 5, 6, 8, & 9, Block 1, S. E. Addition,
USS 2910 AB (Ru^sell Gallagher), and Lots 1 & 10, Block 1,
S. E. Addition, USS 2910 AB (John Gibbons). Mr. Williams
read a letter dated February 15, 1577 to the Planning and
Zoning Commissicn free Mr. Gallagher stating his request to
rezone. Also read was a letter from John Gibbons dated 2/3/77
to the Planning and Zcnigg Commission setting forth his request
to rezone. Mr. Busch moved to hold a public hearing on the

read a letter from Ti=. Gu enau requesting variance in order to
construct a parking deck. Mr. Holmes stated that in this area
it is very difficult to obtain space for parking of vehiclws;
other structures have been erect^_d to nll_v_ate the parking

road were to be widened, he agrc^_d. Motion carried bya

X OLD BUSINESS

A. Further discussion of the R-1 - R-2 consolidated zoning
district. Mr. Williams stated that some wort: has been done
at the work session, but there is still much to be accomplished.
Mr. Busch suggested that within the next two weeks there should
be a work session in order to have something final to present
at the next meeting. Mr. Williams stated there was comment
earlier from the audience on the proposed consolidation of the
P & Z COMMISSION MEETING - FEBRUARY 16, 1977 PAGE 4
R-1 - R-2. Mr. Fields asked if the consolidation were in
effect, "What would this do?" Mr. Williams responded that
this is a study and will be approached from all sides bringing
out that the size of the lot involved might have a bearing on
whether it should be developed R-1 or R-2. Where residential
unclassified is concerned there is a consideration to be made
as to whether there is water and sewerage provided or whether
only water or neither is provided. Mr. Fields noted that it
is more costly to build two single unit homes than to build
r— a two-family dwelling because of such items as electrical
wiring and heating systems.

B. A worksession has been set for March 10, 1977 at 7:30 pm
in the Conference Room.
XI PLANNING AND STAFF ITEMS
A. Mr. Williams stated that the major part of the Kodiak
Island Borough, outside the Kodiak general area, is presently
unzoned. The Commission should consider zoning, perhaps con-
servation category, that part of the Borough in question. The
other Commissioners were in agreement. The Secretary was re-
quested to obtain a map that outlines the entire Borough to
be available for the worksession.

Mary Gallagher stated she thinks the Commission is doing a
wonderful job.
