I CALL TO ORDER
The meeting was called to order by Chairman John Welch at 7:30 P.M. in the
Courtroom of the State Office Building, Kodiak, Alaska.

approval of the vacation and replat request, seconded by Mr. Erwin. The regular
meeting was closed and the public hearing opened. Mr. & Mrs. Ward were in the
audience, noting that this was necessary in order to obtain clear title to their
land. It was fLLther noted that Mrs. Short has agreed to remove the structure
on the fare-er's land and this will be done prior to a certain date. There being
no further corrnnents, the public hearing was closed and regular meeting reconvened.
The question was called for and the motion passed by unanimous roll call vote.
ZONING ITEMS
A. Memorandum from Borough Clerk re Rezoning Request of Portion of U. S.
Survey 1396 - John Fray, S.M. Corp., Baranof Hghts. 2
read in full noting that
the Borough Clerk recommended approval of the rezoning after having talked the
matter over with the individuals involved. During the discussion the members
of the Commission voiced concern over the possibility of the swampy area of
the lake being filled and structures being built. It was pointed out that there
had been a recent ad in the local paper offering the land under Lilly Lake for
sale and development. After considerable discussion, Mr. Holt moved that the
Commission approve the proposed rezoning with the exception of that area ch

B. Memorandum from Borough Clerk re Appeal to Assembly - Vacation and Re -plat
of Lot 2 U. S. Survey 3099, Quality Plumbing, read, stating that Mr. Jackson
had appealed the action of the Commission in approving the requested vacation.:.
The Commission was requested to list their reason for the approval, noting
that access was available to the back lot and that there was very little left
of the roadway easement as erosion had taken much of that area in the back of
the lot. Mr. Holt moved that the portion of minutes that contained the reasons

X PLANNING & ZONING COMMENTS
A. Mr. Holt re Burned & Damaged Buildings. Concern was voiced over the
number of burned or otherwise damaged buildings that are left standing to
present hazards to children and provide a haven for rats. During the discussion
r— the Commission asked that a research of the ordinances be done to ascertain
whether or not an ordinance is presently on the books that would provide for
removal of such buildings. It was thought that the owner should be given a
specific length of time in which to remove the property and if this is not done
then either the City or Borough could have it removed or burned at the expense
of the owner. This would be done only on those buildings where it is not
economical -to replace or rebuild. A check will be made of the City and
Borough ordinances.
B. Mr. Hinkle re Rat and Dog Problem - It was noted that there is quite a
problem in Kodiak with rats and despite the fact the State Sanitarian is supplying
rat poison the problem still remains. It was suggested that a program similar
to the one used several years ago in Unalaska be incorporated. Mr. Hinkle noted
that there are especially large groups of rats at the City Sanitary Fill.
Another member mentioned the fact that the garbage is to be covered over rather
than burned to help prevent the rats; however there has been some burning being
carried on at the dump. The Commission recommended that a check be made to
insure that the garbage is being covered over.
The problem of stray dogs was discussed and it was pointed out that the City
does have a dog catcher and that the situation has improved somewhat. There
is a leash law within the City but there always remains the problem of enforce-
ment.
C. Mr. Erwin re Trash and Garbage along the roadways - Mr Erwin wondered if
r perhaps under the emergency employment act something could be done to hire
several people to clean up the area. Several suggestions were offered in this
matter; that of giving first offenders the choice of a fine or several hours
cleaning up the community, a suggested program for the high school students as
a means of earning money for student travel and a means of enforcing the fine
for littering. It was decided that this eras a problem that needed more study
for the right solution.
