The meeting was called to order by Chairman John Welch, at 8:05 P.M.
in the Courtroom of the State Office Building, Kodiak, Alaska.

III PURPOSE OF SPECIAL MEETMG - REVIEW OF PRESENT ZONING
The Chairman indicated that several individuals have requested that
consideration be given as to changing the zoning, particularly in
the R-1 zones in order that more flexibility can be gained in building.
Due to the high cost of building in this area, many people are not able
to build a home without having some way of defraying the costs.
The zoning map of the area was studied along with the present zoning
ordinances. After discussion it was determined that a portion of
East Addition, in particular Blocks 40, 43, 46, 47, 48, 49, 50 and 52
(in the area of the "I" Street Playground) should be changed from the
present zoning of R-1 to R-2.
The reasons set forth for these chagges are:
1. In order that the Community may be allowed to grow without undue
hampering and
2. In order that hhe residents of the cacmunity may be allowed to build
suitable housing and because of the high cost of building it is
necessary that some way be found to defray the cost of such building
3. Further this rezoning would be in keeping with the Comprehensive
Plan as the area is proposed in the future for medium density.
The present size of the lots would be in keeping with re'ed
size as set forth in the ordinances.
The Commission asked that this be drafted in Ordinance Form and presented
to the Borough Assembly in first reading and that the Borough Assembly
will hold a public hearing on the ordinance as set forth in the Borough's
Code of Ordinances and Resolutions.
The Co cession further noted that the reason for taking only a small
portion for rezoning at this time is to determine the feelings of the
general public and to further determine the nedds of the community.
There being no further business the meeting was adjourned at 9:10 P.M.
