Edris. motion passed AND CORRLSPOUD0140, were no comments made on A. Letter from Mr. Beukers, Superintendent of Public `forks, City of Kodiak, stating that the City of Kodiak is currently planning to number the houses :hi Kodiak and requesting that the Commission develop a street naming plan for those streets that do not naa have names. -It was further recacmended by the City that several streets be redesignated so they will be through streets instead of running into each other as they nao do. i1r. Beukers - presented a map for the Cacmiission's use on which were colored the streets, needing names (shades: in brawn) and also indicating those streets which should be redesignated and: are listed as follmis: HIllside should continue through the la•7-rent housing to the Pillar mountain Road. Tagura Road should be the hill only and be redesignated Marine [gay as this road will eventually continue to Father Herman Street in the Oceanview Subdivision. Redesignate mill Bay Road from Center Street to the "Y" belay the I1igh School as Benson Avenue. Redesignate Benson Avenue from the Rezanof intersection to the Tan Stiles Road as Rezanof Drive. Redesignate either North Blvd, or Hill Crest Avenue one or the other as it is a continuous. Redesignate Venimidnof to sore other name which will not be as difficult to pronounce or spell. Mr. Constance moved that the streets as 141r. Beukers be incor- The question was raised as to whether or not the Pillar Mountain Road oras officially so named and ha-7 far this road extended. 'The road was never officially named but everyone usas.; this name. 1°r. Public hearing on Vacation Request of Fred Brechan and Louis Iani - vacation of portion of L:rskine Avenue between Block 1 and 2, Erskine Subdivision (case 241-A). The letter requesting the said vacation was read in full. Mr. Constan moved that the regular meeting be closed and a public hearing be opened on the vacation request, seconded by ir. Edris. No objections were voiced the Cha:ixman so ordered. There were two people in the audience that wished to ask questions concerning this vacation. One individual lived on uppper Erskine and was questioning the Type of structure that would be placed there and whethe or not this would be a ttr!o-story building. it eras noted that the plans for the building have not as yet been received; this is taken care of by the City, hawever the building will conform to the present building code and could not be more than 35 feet high. The other individual lived below Erskine Avenue and oras concerned with the amount of fill that would be placed above their property and further questioned the problem of drainage. The problem of draina will be taken care of at the time of a final plat which will shay all the utility easements and it was noted that the drainage cannot by law be allowed to spill over onto anther's property. The Ccnmission noted that the question before them at this time was for the vacation of the lacer avenue and that the final plat will show all the necessary water and seems easements as required by the City. TtLe public hearing was closed and the regular meeting reconvened. 1,1r. Holt moved for approval of the vacation of that portion of lower Erskine Avenue, seconced by b1r. Constance. 11otion passedby unanimous roll call vote. VII ZCNNG ITEISS A. Vacation Request - Block 47 East Addn., Wright and Arndt. A resume was given. on the background of this case, apparently several years ago this had been approved but was never recorded. The block is carried on the Borough Zoning F map with the proposed revision which gives each lot the required 7200 square feet as required for P,-1 zoning. The Borough Attorney has not given an opinion as to whether or not this must be reviewed again at a public hearing. mr. Holt moved for approval of the preliminary plat and for a public hearing if Teter -min, necessary, seconded by is. Constance. Passed by unanimous roll call vote. B. Vacation Request - Dennis Cessna, Block 51, Lots 16, 17, 18 to be Lots 16A and 18A - The letter was read requesting said vacation in order to sell a single family dwelling now -�-cupying portions of two of the lots. The request has been seen by the Borough Attorney, City Manager and Kodiak Electric Associations and no objections were voiced. The City recommended approval of the request. iIr. Constance moved for a public hearing to be held on the reque; at the next regular meeting, seconded 'by iir. Edris. Motion passed by unanimou! roll call vote. C. Vacation Request and Replat of Lots 33 & 34, Airpark Subdivision - to be Lots 3A,34A, 35, 36, & 37, Billimeck (Case 245-A). Letter stating the request was read in full. The area is zoned business/commercial and the subdivision of the lots will still leave each lot. with an area of 20,000 square feet with the exception of one lot that will be about 19,000 square feet. Mr. Constance moved for a public hearing to be held at the next regular P&Z meeting, seconder by Mr._ Holt. i;otion passed by unanimous roll call vote. D. Variance Set -Back Request - Block 55, Lot 4 - William Russell (Case 244-A) A letter was read from Mr. Russell stating that due to the physical features r of the lot it would require a large amount of money to develop that area for building. I1r. Russell asked that a variance be given to allow him to build closer to the road -right-of-way. The request had been submitted to the lawyer, and he had several points in question, concerning the side yard and the front yard on a state highway. Further information will be gained from the lawyer concerning this, Mr. Holt moved for a public hearing to be held at the next regular meeting, seconded by mr. Constance. Final Apnroval - Vacation of P1leyway - Leite Addn., Block 7, Lots 3-9 and 18-24 (Case 97 A) Damery. This case was approved several years ago with stipulations prior to recoraing. The Attorney reviewed the recent rec_uest and noted that the same holds true at this time, the previous stipulations will hav( to be taken care of - those are approval of the City Engineer, signatures of the new owners of the Franklin lots, a plat, resolution and then recording. The Cacaussion had no objections to this being continued at this time and it was noted that the signatures of the new owners have been obtained and that the plat will be presented and resolution drawn. F. Review of Tidelands Application - North Pacific Trucking and Contracting - Roy Jones. The plat was presented for review by the Commission in order that. they were aware of the application and the location. No objections were voiced on either the application or location in Kalsin Bay. G. Exception Request - Block 3, Lot 8, Leite Addn., Michael and Kathleen May. A letter was read requesting an exception to the minis mt lot wudth and noting that the original home located on the lot had burned and the owners wanted to rebuild at this time with the placement of a modular unit. The lot does have the required area but is 50 feet wide rather than the required 60 foot width. Mr. Edris moved for approval of the exception request, seconded by fir ConstancE Motion passed by unanimous roll call vote. IX SUBDIVISIONS, FI1,ML A. Subdivision, final review and approval - Tom Felton - Tract B. U. S Survey 2735 - il?b� plat was reviewed by the Ccamiission. The purpose of t$e subdivision of this survey was for sale of the forty acres. Mr. Constance moved for approval of the final plat of Tract B.. U. S. Survey 2735. second X PLAMI[NG & ZObIIIdG ITM ZZ A. Mr. Constance re Building in Urban Renewal Area - Mr. Constance stated that he has had many problems in setting up EFe nee bakery and that word has been received that the set back must be more than first anticipated. His plan calls for parking space for 26 cars and would allow plenty of space for the trucks. He wondered how other business buildings had managed to overcorm some of the obstAcles and regulations placed on the lots by Alaska State Housing. It was suggested to Mr. Constance that he seek a letter from the City of Kodiak in which a request would be made for an exception to the regulations. B. Mr. Elelch re Changes in the Zoning Ordinance. Mr. Welch mentioned the fact that he has been approached by many people concerning the zoning regulations. There have many requests to have the R-1 Zones cut back in order to allow persons to build duplexes and thereby gain some assistance in meeting the high cost of building. During the discussion it was brought out that there is a definite need for changes; hawever, the entire R-1 zoning should not be done away with carpletely. It was suggested that a very close look should be taken on this matter and a work session date was set for June 2nd, 1971, at 7:30 P.14. in the Offices of the Borough.
