John Lucas, Borough Assessor III MINUTE- S OF PREVIOUS 14ELTING A. P&Z - regular meeting - Decmmber 30th, 1970 - there were no carments concerning the minutes; the Chairman noted they would be approved as presented. IV MINUTES OF CMER MEETINGS A. Assembly - regular meeting - January 7th, 1971 - Mr. Erwin asked whether or not the Assembly had taken action on the recoamendation concerning the lakes in the Bells Fiats' area and it was noted that the recommendation had been read and would be kept in mind should that area encompassing the lakes be sub- divided in the future. V COIM MICATIONS ACID CORRESPONDENCE A. Letter fran State Sanitarian re Inspection of Clark's Trailer Court - as a result of a request from a member of the audience at the last meeting this letter was submitted. The Sanitarian noted that the court is connected to both �r City water and sewer aril no plastic pipe was used in the construction. The Court is clean, neat and well maintained and recoYmends that a permanent permit be granted. Mr. Welch moved that P&Z mane the recommendation to the Borough Assembly to grant a permanent trailer court permit to the Clark Trailer Court seconded by Mr. Constance. Motion passed by unanimous voice vote. VI PUBLIC HEARDTG A. Public Hearing on acation of Lot 3, Block 1, Miller Point Alaska Subdivision into Ints 3A and 3L, Welford Smith (Case 235-A) ^Ir. Welch moved for aooroval mir, uonsrance. me regular meeting was closed and the public hearing opened. There was no one to be heard on this particular case; however it was noted that the property owners in the area had been notified of the public hearing.- Furth( noted that the lots would be of the size required for Unclassified zoning. € The public hearing was closed and the regular meeting reconvened. The question was called for and the motion passed by unanimous roll call vote. vII ZamiG ITEMS A. Memo from the Borough Office re revised Zoning Map - noted that the required check had been made on U. S. Survey 3099 'HET —requested a rec mnendation from the Planning & Zoning conceering the Kodiak Subdivision. The Planning & Zoning Camrtnission concurred in the replacement of the proposed subdivision with the last recorded subdivision of the Kodiak Subdivision. This change would then show the subdivision as it actually stands at this time. B. Rezoning Request Block 1, Lots 1 through 4, Allman Addition, Markham (Case 236-A The location of the lots were discussed and noted that two of the lots are presently vacant and the third one will soon be vacant. The owner of the proper wishes to remodel the present business and would like the zoning changed in orde to accomplish this. Ar. Erin moved to hold a public hearing on the proposed rezoning at the next regular meeting, seconded by Mr. Welch; motion passed by unanimous voice vote. E'XCLPTION Inquest, Block 19, Lot 31, Ililliam Lamne (Case 237-A) Short resume given in that the request was submitted to enable the occupant of the house to operate a candle shop from his residence. It was noted that in an R-2 zone according to the Borough Code of Ordinance no consideration was given for such an occupation. Further noted that no other employees will be employed and that there is �anple parking for any customers that would be visiting the shop. The Commission felt that the exception should be opened for a public hearing prior to any decision. i•:r. I?elch moved for a Public Hearing on this matter to be held at the next regular meetina, seconded by fir. Constance. motion nassed D. Zimmer Subdivision - it was noted that 'Mr. Zimmer withdrew his request at this time and after securing additional land will again apply for the subdivision. VIII SUBDIVISIC11, PRELIIIINARY REVIL17 - WONE IX SUBDIVISION, FINAL -NONE, X PLANNING & ZONING ITB14S A. i4r. Lucas asked if the Planning & Zoning Commission had an overall plan for rezonings or were these done only at the request of individuals. It was noted that there is an overall plan for the development of the Community and that the Commission has the responsibility to insure that the rezonings would fit into this Comprehensive Plan. B. Resignation of the Commission Chairman - fir. Buer submitted his resignation as Chairman of the Commission at this time due to additional responsibilities in business that would prevent him from attending the meetings. It was noted that the Borough Chaic--man has indicated he will be making a new appoint- ment prior to the next meeting.
