1971-09-29 Regular MeetingKODIAK ISLAND BOROUGH PLANNING & ZONING COMMISSION SEPTEMBER 29 1971 I CALL TO ORDER The meeting was called to order by Chairman John Welch at 7:30 P.M. in the Courtroom of the State Office Building, Kodiak, Alaska. II ROLL CALL Present Absent John Welch, Chairman Coleman Constance Jim Wheeler Eugene Erwin Charles Edris Jerry Holt III a Also present: Six people in the audience MI14MS OF PREVIOUS MEETING MINUTES OF OTHER MEETINGS r. Holt moved . Motion passed A. Assembly - regular meeting - September 2nd, 1971 - No comments. V COMMUNICATIONS AND CORRESPONDENCE A. Letter from Quality Plumbing and Heating requesting vacation of 25-foot easement between Quality Plumbing and Old Dump Site, read in full. The re- quest was made in order that the area could be used on a permanent rather than a temporary basis. The Dump Site is no longer used. Mr. Holt moved for approval of public hearing on the request seconded by Mr. Edris. Motion passe d by unanimous voice vote. (Case 253-A B. Letter from State Environmental Conservation read in full for the informatiI of the P & Z member. In answer to questions submitted to the State Sanitarian the letter set forth minimum lot size for lot with on -site water and waste disposal, said minimum size 40,000 square feet. This will be discussed further at a work session. C. Review and Approval of Trailer Court Plans, Bundy - (Case 254-A) A preliminary plan was presented to the Commission along with a e er from the City Council noting that they have approved the plan and location subject to the approval of the Planning & Zoning Corudssion. Mr. Bundy was in the audience and explained the proposed construction, noting that there will be a buffer zone maintained between the Trailer Court and the R-1 Zone in East Addition. Mr. Bundy requested at this time that he be allowed to rezone'nthe area to allow for multiple dwellings and a laundrymat. There will be one change on the preliminary at this time, the location of the playground will be near the entrace of the court and closer to the "I" street playground. Mr. Holt felt that the plans could not be approved until the members had had an opportunity to look over the area and to further examine the plans. It was noted that a public hearing will be held on the proposed court and that the com¢dssion will have a change before the hearing to go out and inspect the area. Mr. Wheeler moved for approval of the preliminary plans for a public hearing, seconded by Mr. Edris. Motion passed by the following vote: Mr. Wheeler - YES; Mr. Edris - YES; 11%1r. Erwin - YES*Mr. Holt - abstained; Mr. Welch - YES. The public hearing will be held on October 2 th, 1971 . D. Review and Approval of Trailer Court - Bardot_(Case _255-A).__A preliminar plat was presented and area and location noted. mr. baraot was in the aualencg and noted that the area will be filled once the City has completed the installer tion of the new culverts which will lower the lake. The court will be tied in with the City sewer and water and these lines will not change even though the lot or space lines may change with the acquisition of an additional lot for access. City Rr-Ccnveyance of Lot 17A, Block 3, Leite Addn., requesting that this lot be conveyed to the City for use of proposed sewer facilities. The Commission reviewed the map and location and felt that this should be so granted. Mr. Holt moved for approval of conveyance of Lot 17A, Block 3, Leite Addition. seconded by Mr. Edris. Motion passed by unanimous roll call vo PUBLIC HEARINGS A. Vacation and Replat of Lots 9 10 and 11 Block 3 Leite Addition (Smith & Bryant -.The map of proposed vacation was studied. Mr. Bolt moved for approval of the vacation and replat, seconded by Mr. Wheeler. The regular meeting was closed and public hearing opened. Mr. Bardot asked the location of the lot, location noted as being on Mission Road and further noted that this would make two lots, one of 60' width and the other 90' rather than three of 50^' width each. The public hearing was closed and the regular meeting reconvened, The question was called for and motion passed by unanimous ROLL•CALL VOTE. ZONING ITEMS A. Request for Rezoning of Portion of U.S. R-2 to R-- to allow for develonment of lots from (Case 25b-A) The request was read and maps of the area distributed for the members of the Commission. Mr. Holt noted that consideration is being given to the improvement of the lake for float planes and felt that nothing should be done that might jeopardize that project. Mr. Hickman answered that the boundaries of the approach requirements have not been determined and for that reason the rezoning request included all the land so that the R-3 area would abut the approach area when set up. He indicated that the rezoning should have no affect on the City's plans for the improvement of the approach to the lake. Mr. Holt moved for approval of public hearing on the rezoning reauest. seconded SUBDIVISIONS, PRELIMINARY REVIEW - NONE SUBDIVISIONS, FINAL - NONE PLANNING & ZONING ITEMS A.
