1970-02-12 Regular MeetingKODIAK ISLAND BOROUGH PLANNING & ZONING COI9PIISSION - FS:BRUARY 12, 1970 I r- Yi JOINT MEETING WITH CITY COUNCIL - The first part of this meeting was conducted by Honorable Pete Resoff, Hayor, in conjuction with the regular city council meeting. The Borough Clerk, Robert Grafe, introduced the Planners from the Federal Housing Administration, Mr. Jim Tveit, Department Director; Mr. Ray Ross, Site Engineer, and Mr. Richard L. Dieore, Urban Planner. Mr. Tveit stated that the two gentlemen with him were able because of their background and experience to give assistance in planning of many different areas. It was their hope that develoonents would result from the suggestions and ideas giver, by their deparinent. The discussion on the trailer park ordinance and the proposed zoning ordinance hinged on the need for a control of the density. The planners felt that perhaps 12 units per acre would be tk; many; because of the physical features of the land it might not be possible to have this many units on an acre and still maintain the needs of the occupants. It was suggested that perhaps 8 units an acre would be better. It was further pointed out many of the requirements that FHA has set forth in order to insure a trailer park. Areas discussed in relation to the trailer parks were roads inside the park, parking of vehicles, storage spaces, play areas, sanitation facilities and sane manner of keeping down the dust inside the court. People everywhere have the sam basic needs and everyone has the right to expect a reasonable place to live. The main concern as far as the proposed zoning ordinance goes would be the control of density also. As set forth in the ordinance the criteria would be the coverage of the lot and this would allow the density to be as high as 34 dwellings per acre which is too high. It was suggested that the ordinance should establish a minimum footage per lot for one family dwelling and add additional footage for two, three and four-plex buildings. The planners were asked about the row -houses being built in Anchorage. This allows more housing for less cost as the houses have a comamon wall on the lot line, each individual house would have individual yards, heating and sanitary systems. By building these in a cluster -type arrangement, one could utilize the level ground for buildings and retain the wooded areas and open spaces for play areas. Roy houses are different from condanin3Wr in that each individual owns the house and lot where in the condominium the individual owns just the inside of the house and the exterior and grounds are owned by the co-op along with the heating and sanitary systems. FHA does not have a minimum cost house that it will insure, although the house must have a living room -dining room combination, bath, kitchen, bedroom and closet space. The nembers of the P&Z retired to the Law Library for further discussion with the FHA Planner. Asserbly - regular meeting - February- 5, 1970 - Mr. Statter cemented that on page one, paragraph 2 under VII A - he had been misquoted and that he did not call the State Fire Marshall, this had been done by the City !y:ire Chief. This was noted as a matter of record and should be brought up before the Borough Assembly when they approve or correct the minutes. There were no other comments. P&Z CMIISSION - February 5, 1970 Page 2 V. 0CM3NICATIONS AND CORRESPONDENCE - The representatives from FHA and the members of the Commission continued their discussion of both the trailer park ordinance and the proposed zoning ordinance. The P&Z members noted that the density for trailer parks had been set at a maximum of 12 per acre but other requirements as far as spacing of the trailers uvuld have to be met regardless of the size of the units. The FHA Planners had other suggestions; the use of a grid sheet to show the permitted uses in all areas rather than repeating the permitted uses in each section of the zoning They further recommended that consideration be given for a storage area of off-season equipment in order that it would be out of sight and stored away from the main residence r— There was a lengthy discussion on how best to govern the density of the areas which seemed to be what the Commission was striving for in the ordinance. The intent of the ordinance would be to encourage the development of the community but not development in the wrong direction. The Planners suggested that a minimum size lot should be established particularlyin the urban areas and that another look should be taken as far as the line be%,�n urban and rural areas. Mr. Ross, Mr. Lloore and Mr. Tviet were thanked for taking the time to make the trip to Kodiak and meet with the Planning & Zoning Commission. VI PUBLIC HEARINGS •. Mr. Haney presented a copy of the fire Protection regulations procured fron the State Fire marshall and since these would supersede the Borough's regulations, he moved that these be sent to the Borough Assembly and recomamesd they be added t- thd Borough's ordinance under fire protection, seconded by Mr. Wallace. Mr. Haney felt that the State regulations should be in the Borough Ordinance in order that the people would be aware of the state requirements, which r— are law and cannot be changed. Haney - re Zoning Ordinance - it was suggested that the Commission request the zoning ordinance be returned to P&Z for further work session on the areas suggested by the FHA Planner and a closer look at the rural section. Mr. Hang moved to recall the zoning ordinance and set up a work session seoonded by Mr_ Pilch; Motion _passed by nnanim is cminc �mi-c It was mentioned that this zoning ordinance has gone to the Borough Assembly and is out of the Commission's hands, that further an ordinance committee has been established and will be working on the ordinance. The secretary was instructed to check with the Borough Chairman to see if he has objections to the ordinance being reviewed by the Commission and that if not a work session be set up and the members notified of the time date. C. bir. Statter re Leave of Absence - Mr. Statter notified the Commission that he would be away from Kodiak for a period of five weeks and requested a leave of absence during that time.
