IV MINUTES OF OTHER MEETINGS
A. Assembly - regular meeting - January 22, 1970 - Mr. Haney read the portion of the
Assembly minutes under Planning & Zoning Items dealing with the proposed Mobile
Home Park Ordinance. Particular emphasis was placed on that section of the pro-
posed ordinance concerning Fire Protection. Mr. Haney had talked with the City
Fire Chief this date and during their discussion the point was brought out that
one 10-pound fire extinquisher for every fifteen spaces would be like having one
fire hydrant for every fifteen city blocks. The Fire Chief further recacmended
that in a trailer court there be at least one five -pound fire extinquisher at the
front and rear entrance of each trailer. Outside Trailer Courts the Fire Chief
recmmends the same, although under the present ordinance it is un-enforceable
by changing the law it could be enforced. Mr. Haney further felt that the Planning
& Zoning CcmTission should request the Borough Assembly to reconsider this portion
of the ordinance as establishment of this requirement had been the intent of the
Planning & Zoning.
There was considerable discussion on the pros and cons of enforcing a requirement
such as this on private lots, trailers or houses and even in Trailer Courts.
It was pointed out that the amended section on fire protection could be misconstrued
to mean a ten pound pail of water. The majority of the members felt that one fire
extinquisher for every fifteen (15) spaces would not be adequate protection for the
people in the trailer court.
Mr. Haney moved that Planning & Zoning write a letter to the Borough Assembly
recantnending that they require the ire protection and use the requirements as

. Wheeler, the motion was withdrawn and revised by Ms. Raney.
Mr. Haney then moved that a letter be written under John Waller's signature as
Carmission would like the Borough Assembly to reconsider the trailer court fire
protection as recommended by the Fire Chief, seconded by Mr. 17allace.
During the discussion on whether or not this could be enforced, Mr. Wallace requested
that the legality of aperson being able to go into a trailer parked on his property
for the purpose of inspecting for fire, health and sanitation and general protection
of the Trailer Court. This will be done and a report suhmi.tted at the next regular
meeting.
Mr. Haney indicated that the intent of the Planning & Zoning Conmii.ssion,by changing
the fire protection requirements, is that it shall be the responsibility of the
Trailer Park owner to require each trailer placed in his court to have this fire
protection and it shall be the responsibility of the trailer amer to insure that
the extinquishers are kept in safe and operable condition and are refilled when
necessary.

It was suggested that some provision should be made to have the ectinquishers
checked periodically to see that they are in fact in place and that further they
are operable.
Mr. Statter indicated that while he agreed that a fire extinquisher inside the
trailer would be the greatest deterrent of fire, he still felt that it was not
possible to enforce such a regulation. He would agree further that perhaps one
extinquisher for every fiften trailers was not adequate, still an extinquisher
11 located in an easily accesible place would be }getter for everyone in the court.
The question was called for and the roll call vote was as follows: Mr. wheeler -YES;
I1r. Statter - NO; £sir. Wallace - YES; Mr. Haney - YES; Mr. Waller - YES.
Motion passed by four to one vote.
