1970-05-13 Regular Meetingr KODIAK ISLAND BOROUGH PLANNING & ZONING CGIIISSION May 13th, 1970 I CALL TO ORDER The meeting was called to order by Chairman John Waller at 7:30 p.m. in the Courtroom of the State office Building, Kodiak, Alaska. COf•IWICATIONS AND CORRESPONDE UCE A. Letter from Port Lions City Council re location of Rock Quarry read by the Chairman, in which it was stated the requirement for the rock quarry would be approximately four to five acres. A map of the suggested location.eas*enclosed and studied, Mr. Statter moved that the Ccrmission re i� mend approval of this location for a rock quarry, seconded by I-:r. Wallace: motion passed by unanimous PUBLIC HEARMGS A. Proposed Trailer Court, = 2739 Mrs. marlene Clark- Allmembers with the exception of Mr. Statter had reviewed the plat previous to this meeting. Mr. Statter was given the plat for review at this time. Mrs. Clark was in the audience to answer any questions that might arise; and indicated in answer to a question that the entrance to the Court would be along the existing road. i1r. Wallace moved for approval of the Clark Trailer Court with the stipulation seconded by Tir. Statter. The regular meeting otas closed and the public hearing Opened. There were no comments fran members of the audience, the public hearing was closed and the meeting reconvened. During the discussion it was noted that the plans have been submitted to Juneau and a public hearing is required by the new ordinance. The question was called for and the motion passed b� unanimous roll call vote. VII ZONING ITIIIS A. to Zcnim, Chapter 5.2.1 Boroucrh Code. Lot 48 tease zzu H)• a nacxgrouna review was given by the Chairman, stating that Mr. Kvalheim was requesting an exception to the zoning in order to place two trailers on a lot that is nae occupied by a one -family a -selling. A memo was read fran the Borough Attorney stating that he would require additional information. It was suggested that this be returned to the attorney for further review. mrs. Kvalheim was in the audience and indicated that this request was due to the fact that the trailer owners are being required to moved fran ACS and there are no spaces available. One court has two spaces, hmiever it has been reported that persons wishing to obtain space must pay six months rent in advance and this would present a hardship in many cases. The size of the lot was discussed and noted that the question here is whether or not three dwellings can be placed on a lot that is zoned `unclassified . It was noted by the applicant that there are several other lots in the area that have three dwellings in areas smaller than the oie under consideration. After discussion it was determined that the case will be returned to the Attorney for further review and the applicant will be notified of further meetings in this matter. KIBS272685 Planning & Zoning Commission May 13, 1970 Page 2 It was noted that the Sanitarian had approved the sanitation facilities with the addition of extra pipe which has been taken care of recently. B. Rezoning Request -- Tract A of USS'444, Standard Oil of California (Case 230 A) From Public to Industrial . This case is presented at this time for infosmatiori purposes only as the Attorney has not had an opportunity to review the request. Further noted that the amer of record must apply for any change of zoning and a letter should be forthcoming shortly concerning this. Standard Oil of California is in the process of buying the land for expansion of tank storage and it would require rezoning for that purpose. This matter was tabled until a letter of request has been received from the a,mer of record. VIII SUBDIVISION, PREL=U;WM REVIEG? NONE IX SUBDIVISION, FINAL - NONE X OLD BUSINESS A. Review of Zoning Ordinance Changes -- The Borough Clerk noted that changes were being made in the format of the ordinance that would enable a person to take a quick look at the requirements to determine the size of residence allarable in any given area. A draft spread sheet had been prepared and copies of the spread sheet will be mailed to the members for further revia,, and recommendations It was suggested that a work session be arranged for review of the ordinance for further changes.
