I CALL TO ORDER
The meeting was called to order by Chairman John Waller at 7:30 p.m. in
the Courtroom of the State Office Building, Kodiak, Alaska.

A. Subdivision - Lot 1, Block 2 - Shahafka Acres, Neel - Case No. 227-A.
Mr. Waller read Tirs. Neel's letter requesting the subdivision as
they wished to sell their portion of the lot. The question is that
with the subdivision, the lots would fall short of Borough require-
ments. btr. Grafe read Section 21, Chapter 5, Paragraph A, la, b,
and c of the Kodiak Island Borough Code. mr. waller then read the
letter from the District Sanitarian, R. E. DeVol, stating he had no
objection from a health standpoint. Discussion follaged with
Mr. Grafe stating that this actually is a proposed subdivision;
nothing has been finalized yet. 11r. *Haller pointed out to the mem-
bers that if this request was approved, there would be more
requests and the lots would becane smaller and smaller. 11r. Haney
and 11r. Statter pointed out that the lots proposed were bigger
than a city lot and 11r. Statter said the lots were high for what
they actually were and this could be a hardship case. It was felt
that as long as the Sanitarian approved the request, it should be
passed. Mr. Statter moved to pass the request seconded by
P1r. Wallace. The question was called for and passed by unanimous
roll call vote.

X OLD BUSINESS ---
A. Rezoning Request - Tract A - USS 444 - Catholic Church - Case No.
230-A from Service Recreational to Industrial. 1.1r. Grafe reported
that he had talked with FIr. Hughes, Attorney, and received a letter
from him representing the Church, stating that the Catholic Arch-
diocese requested a change in zoning fran Service Recreational to
Industrial in order that the Archdiocese may convey the property to
Standard Oil Company of California. The transfer is contingent

on the rezoning of this property. P1r. Grafe stated that if the Com-
mission approves the rezoning, it would then go to the Assembly for
approval. 11r. Wallace motioned that the request be approved, seconded
by B1r. Hanev. The question was called for and nassed by unanimcms
B. Exception Request - USS 3099, Lot 8 - Kvalheim - Case No. 228-A.
Mr. Grafe stated that firs. Kvalheim was requesting the exception
to the zoning in order to place two trailers on a lot that is now
occupied by a one -family dwelling. I,lr. Grafe also commented that
the attorney did not see has we could grant this exception.
r Mr. Waller read a letter from R. E. DeVol, District Sanitarian,
regarding his inspection of the septic system on the property in
question. He recommended that the lines in the leeching field be
extended another 100 feet with a maximum slope of 6 inches per 100
feet and that when the extension is installed, it would be necessary
to inspect it before the drain field is covered. 11r. DeVol said
that from the standpoint of septic tank size, the second trailer
could be put on the lot, but he questioned the lot size. Mr. Grafe
reported that one trailer is too close to one lot line. 14r. Grafe
also felt this request may be in conflict with the Mobile Home
Ordinance. He read the ordinance to the members, which says that
no more than two trailers may be permitted on one subdivided lot;
and there is already one dwelling and two trailers. PIr. statter
motioned that the members act favorably if the Rvalheim—'s --Met
health and sewer standards. 'Jr. g1ler again read Mr. Dell s
letter as Jr.IHaney and Mr. Wallace requested it. Mr. Statter again
motioned that the Commission act favorably if they meet the health
and sanitation requirements. Mr. Haney pointed out that we reccan-
mend passing the request; Planning & Zoning does not approve it,
the Assembly does. All members agreed that the work would have to
be done anyway to meet health and sanitation requirements.
1,r. Haney seconded Mr. Statter's motion. The question was called
for and passed by unanimous roll call vote.
C. Zoning Ordinance - 11ork Session. Mr. Waller pointed out that the
r legalities in the ordinance should be taken care of before it goes
to the Borough Assembly. The work session is scheduled for Tuesday,
June 2, 1970, 7:30 p.m. in the Borough Office.
