1964-09-21 Special MeetingPLANNING & ZONING COMMISSION SPECIAL MEETING - SEPT. 21, 1964 The meeting was called to order in the courtroom by Chairman Johnson at 7-36 p.m. with Commissioners Franklin, Felton, Lamme, Kraft, Duros and Anderson present. The minutes of the special meeting of Sept, 11, 1964 were read. Milloy Point was changed to Otmaloi Point and approved as corrected. A petition dated September 7, 1964 from the Island Lake Residents requesting a correction , f the health hazard and a zoning of the area as residential was presented and read. rsons heard were Herman Gillian who objected to the petitioned classification of resi- dential only and to the method proposed by the pttition for correction of the sanitary problem. Carl Brunstead stated that he had put in his sewer system according to the sanitarians instructions, that his well was correctly installed and chlorinated, and further that he intends to only install one or two more trailers. Zola Wheeler stated that Mr. Brunstad:s sewer was not up to standard and that it was the desire of many of the people to have a safe desirable residential area. Claudia Wheeler stated that a water sample taken from the lake last Thursday was tested and found to be heavily polluted although their well was safe enough to use, Mrs. Arndt discussed the cost and problems of a central sewer system if built by the residents. Mrs. Waage stated that the lake was polluted when they moved there. Other parties heard were Mr. Selvog, Jim Wheeler, Ken Anderson, Mrs. Lee Bold, Mrs. Hix, Glenn Evans, Glenn Davenport and several of the commissioners. A show of hands showed r" in favour of Residential Zoning and 4 in favor or Commercial, The Commission stated at the Borough had no authority over the sanitation and that the zoning would be con- s�dered in conjunction with the zoning map. Phil Holdsworth Commissioner of Natural Resources spoke before the group and asked for recommendations on release of state land for sale. Commissioner Kraft moved, seconded by Commissioner Lamme that the Borough Assembly be requested to write a letter to Roscoe Bell, Alaska Division of Lands, requesting that U, S. Surveys 3469, 3463 and a portion of 3462 be subdivided and that Survey 3512 be resubdivided and sold as soon as each becomes available in accordance with the Borough Zoning Map, The motion was unanimously approved and carried. Commissioner Lamme, seconded by Commissioner Franklin moved that the "Unclassified" dsignated in the Zoning Ordinance be changed to "Residential Unclassified". A voice vote was taken and the motion carried unanimously, The Proposed Zoning Map for the metropolitan area was discussed and revised. Jim Barr, Borough Engineer, presented the preliminary results of the airport study by Pacific American Engineering Consultants as shown on the Proposed Zoning Map, rmnissioner Lampe moved and Commissioner Felton seconded that the Zoning Map as amended approved.
