1964-09-02 Regular MeetingPLANNING & ZONING COMMISSION REGULAR MEETING - SEPT. 2, 1964 The meeting was called to order at 7:46 p,m, in the courtroom, by Chairman Johnson, Commissioners present: Franklin, Duros, Lamme, Felton and Kraft. Commissioner Anderson arrived at 8 00 p.m. Also present was Jim Barr, At 8:05 Attorney Madsen arrived and C. LaPage arrived at 8D10 p.m, Naughton Bros, presented for discussion a proposed subdivision of Lot 1 U.S.S. #3462. The layout of the subdivision was studied by all the Commis- sioners and all the members concurred with the possible subdivision of Lot 1 U,S,S, #3462, Jim Barr suggested that charges should be made to persons submitting subdivision plats. The fees collected could go toaards paying some of the costs involved in paying an Engineer. A fee will be collected as stated in Section V1, of Ordinance 64-4 as soon as this Ordinance becomes effective, Mrs. Don Smith called Chairman Johnson (9-1-64) about moving trailers into the Island Lake area and that they were not taking proper care of their sewage disposal. She suggested that they might be endangering the fresh water supply at Island Lake, Attorney Madsen suggested that we must have a land use plan for the Borough so that we can take care of these matters. Commissioner Felton, seconded by Commissioner Anderson moved to have the State Sanitarian check into this matter, Commissioner Lamme made the motion to have maps of the Kodiak Island Borough available for the Commissions use in order to start a Borough Land Use Map. Commissioner Anderson seconded the motion which was unanimously carried by a voice -vote. Jim Barr presented a subdivision of Lot 17, U.S.S. 3098 which is owned by Clinton and Bernice Rosegren. Commissioner Anderson made the motion to approve the subdivision subject to the approval of the State Sanitarian of the proposed septic tank and drain field. Seconded by Commissioner Lamme and the motion carried by a vote of5tol, Yea Nay Franklin Felton Duros Lamme Kraft Anderson Commissioner Felton suggested that the commission give more definite answers like "yes" or 'Ino° to people submitting subdivisions so that the area could r develop faster. The other commissioners felt that the commission was doing all that it could. There was a discussion on the Airport.
