1964-07-16 Regular MeetingPLANNING & ZONING COMMISSION REGULAR MEETING JULY 16, 1964 The meetingwas called to order by Commissioner Lamme in the Courtroom at 7s50 p.m. Commissioners presents Lamme, Parker, Smith, Anderson and Sutliff. r Commissioner Lamme was nominated Temporary Chairman. (1) The minutes of the meeting of July 1, 1964 were read and unanimously approved as corrected. People to be heard (2) Mr, A. Dickow asked if the present Zoning Laws prohibited building of multi -dwelling units on Lots 6 through 10, Block 34, East Addition. It was pointed out that under the existing Zoning laws he could now build a multi -unit dwelling. However, under the Proposed ZoniXig Ordinances any new buildings in this area would be limited to two units, Mr. Dickow was also concerned with the widening- of Mission Road, it will put the road at his doorstep. (3) Max Thorkelson complained of the approval given to Chas. McLinn at the meeting of June 3, 1964, to move his home, claiming it is to close: to his lot line. Commissioner Smith, seconded by Commissioner Parker moved that consideration of Mr. Thorkelsonos complaint be held until the next meeting at which time Mr, Jim Barr will report on the matter. r (4) A petition was received from Mr. Gerald W. Redick to rezone Lots 12 through 19, Thorsheim Subdivision and Lot 18, Block 16, U.S.S. 2537B Kodiak Townsite. Commissioner Parker moved that Mr. Redick circulate a petition among -the surrounding property owners and report back to this body at the next meeting. Seconded by Commis- sioner Smith and unanimously carried by a voice vote. (5) Robert Norman submitted a preliminary plat for the subdividing of Lot 23A, U.S.S. 3099 into four lots. Commissioner Anderson, seconded by Commissioner Smith moved that the proposal be rejected dut to the fact that under the Proposed Oridnnances the area of the 4 lots are to small and there is not sufficient land for proper sewage disposal. 3_s (6) Mr, H, 0, Olsen submitted for approval Lot U.S.S. subdivided into two lots. Commissioner Anderson moved that the proposal be rejected due to the fact that under the Proposed Ordinances the area of the lots are too small and there is not sufficient land for proper sewage disposal, (7) Mr, Bob Hubbard presented a Proposed Subdivision of Block 1, Baranof Heights Sub- division for approval, Commissioner Anderson moved that the request be approved subject to the proper Bond r being posted with the Borough Clerk and that no building be occupied until roads, water and sewers be provided as determined by the Borough Engineer, The motion was seconded by Commissioner Smith and unanimously carried by a voice vote. (8) Regarding the Cross runway of the Airport, Jim Barr sta.ed that. the City may have approximately $500.00 for a Preliminary Survey for it. No action was taken. (9) Commissioner Parker moved to eliminate last minute submission of requests to the Planning & Zoning Commission and follow the procedure as stated in Ordinance 64-4. Seconded by Commission Sutliff. The question called for, a voice vote taken and the motion carried unanimously. KIBS272393 (10) The first reading of the Proposed Zoning Ordinance 64-5 was read to the Borough Assembly July 16, 1964e (11) Mr, Breckburg stated gas tanks above the ground were fire hazards and wanted to know if something could be done about it. It was suggested Mr. Breckburg contact the Fire Chief to determine whether or not this was hazardous. (12) Commissioner Smith, seconded by Commission Parker moved to adirise the City to enforce the Junk Yard Ordinance, The question called for, a voice vote taken and the motion unanimously carried, The meeting adjourned at 10:45 p.m. KIBS272394
