1964-05-06 Regular MeetingPLANNING AND ZONING COMMISSION REGULAR MEETING MAY 6, 1964 The meeting was called to order at 7:40 p.m. in the Courtroom by Chairman A.H. Johnson. Commissioners present: 0. Johnson, Anderson, Felton, Smith, Kraft, and Lamme. Mr. Bob Hubbard, representing Air Park Sub -Division, was present, at the Commission's request, to present his corporation's case in giving a 60' right-of-way through the sub- ;ivision. After discussion, Commissioner Johnson moved that the Commission ask Air Park ub-division to provide a minimum of 60' right-of-way through the sub -division. Comm- ssioner Smith seconded the motion which was unanimously carried by voice vote. Mr. Hubbard was asked if the properties involved were to be multi -purpose and if they planned on sewers. He answered that they had planned on the properties being multi- purpose but did not plan on a sewer system. Henry LeGure presented the preliminary plans for his bar and restaurant for which he had obtained more land for parking. Commissioner Anderson moved that the Commission accept his preliminary plan. Commissioner Kraft seconded the motion which was unanimously carr- ied by voice vote. A letter from the Rev. John Marx was read stating that the St. Mary's Church and School, representing the Corporation of the catholic Bishop of Juneau, wished to go on record as opposing such development of the Air Park Sub -Division because, without an adequate sew- age disposal system, the possibilities of surface drainage from a system of cesspools would result in a serious unsanitary situation. Carl Rodli submitted a request for a temporary permit to use a quonset on the lot adja- cent to Jerry's Garage in order to carry on his business. Commissioner Anderson moved, seconded by Commissioner Felton, that the Commission recommend to the City Council that the Council accept Mr. Rodli's proposal with the stipulation that the building be occup- ied not longer that two years and be destroyed on seven days notice. The motion passed y a 5 to 1 voice vote. request for a building permit from Marian Lynch was submitted together with the plans .or the building. Commissioner Felton moved that the Commission accept her request. Commissioner Kraft seconded that motion which was carried unanimously. Al Borton requested permission to move a shop building now located on Lot 27, Block 1 to Lot 6 of Block 1. After a discussion involving a question of the deed, Commissioner Anderson moved, seconded by Commissioner Smith, that the Commission dissaprove the re- quest to put the shop on the same lot as the house. The motion was unanimously carried. A request to vacate the unnamed street lying between Lots 35, Lot 3 and Lot 36, Block 4, all of the Erskine Sub -division, U.S. Survey No. 562 in the City of Kodiak. After a dis- cussion Commissioner Johnson moved, seconded by Commissioner Felton, that the request be denied. A request from the City of Kodiak to extend the present airport runway another 1000' was presented by Engineer Jum Barr. Commissioner Johnson moved that the application be app- roved but that serious engineering consideration be given to miss the property facing Mill Bay Road on the northeast end of the runway. Commissioner Kraft seconded the motion which was unanimously carried. Chairman Johnson asked that the minutes of the previous meeting be approved as read. The Commissioners unanimously approved. Ft iak Electric Association submitted a request for building permit together with the ns for the building. Commissioner Anderson moved, seconded by Commissioner Kraft, t the Commission approve the building permit. The motion was carried unanimously.
