1964-04-22 Special Meetingr KODIAK ISLAND BOROUGH PLANNIPG & ZONING COMMISSION SPECIAL MEETIP:G APRIL 22, 1964 A special meeting of the Kodiak Island Borough Planning and Zoning Commission was i:eld on Wednesday, April 22, 1964 at 7:30 p.m. in the Council Chambers. The meeting was called to order by Chairman A. H. Johnson. The following Commissioners were present: Walter Kraft, Ole Johnson, Harry Felton, Phil Anderson, Bruce Smith, and Bill Lamme. Ott.ers present were City Manager Ralph Jones, City Clerk Doug Prestn, City- Engineer Jim Barr, Borough Chair- man Charles Powell, Assemblyman Russ Wright, and Alaska State r-ousing Author- ity representative Jim Doogan. The Planning and Zoning Commission was presented with three requests re- garding building permits, which were referred to the Commission by the City Council. The requests were as follows: Ben Bolden requested per- mission to move two small houses to the Spruce Street playground; Al Borton requested permission to move a house from Lot 27, Block 1 to Lot 6, Block 1; and Eric Mueller requested permission to erect a 20 X 20 port- able steel building on his office site with the stipulation that he would move the building within 24 hours of request for removal. Chuck Powell asked if the city had any restrictions concerning these re- quests. Ralph Jones, City Manager, stated that the Bureau of Yards and Docks, Alaska State Housing Authority, HHFA, OEP, and the City of Kodiak are in a state of negotiation, however, the City Council agreed to the temporary housing in the City Hall area for immediate need only. He further stated that the temporary housing units are all Base surplus buildings, there had been no requests for trailers, and arrangements such as water were all answered with verbal orders. Chairman Johnson suggested that the Commission request teat the Council grant the use of the temporary buildings for six months and then have them removed. Chuck Powell. suggested that trailers be utilized as offices uinere nec- essary under a 24 :our removal stipulation. Commissioner Ole Johnson said he felt each case should be handled individually. Commissioner Bruce Smith objected to the possible controls and building restrictions outside the city. City Engineer Jim Barr said that any temporary struc- ture should conform to the :,ity building codes. A general discussion followed on the controls set for building codes. Chairman Johnson stated that the three requests for buildings would be reviewed and acted upon. Commissioner Phil Anderson, seconded by Commission Ole Johnson, moved that Ben Bolden's request be denied and that the houses involved be de- clared not habitable. The motion carried. In a review of the request of Al Borton, it was brought out that KEA had given him the house with the stipulation that it be removed by May 1, however, Lot 6 Block 1 alregdy had an existing house on it therefore the move would not comply with the city ordinance. Harry Felton moved that Mr. Borton's request be denied until such time as the already existing ouse was removed and Mr. Borton furnish a plat for the building location. The motion was seconded by Ole Johnson and carried. KIBS272381 L APRIL 22 ?LANNING & ZONII`G MINUTES con't Bruce Smith moved that Eric Mueller's request for erecting a steel building be granted, Bill Lamme seconded that motion which was carried. Chuck Powell gave a report on Port Lions stating that he had written Roscoe Bell of the Division of Lands asking him if the Townsite Dept. had been notified of the laying out of Port Lions as a 4th Class City. Mr. Powell further stated that the Borough would inform the BIA by letter th-at the Planning and Zoning Commission would approve the plat.,if submitted�regard- ing subdividing. Commissioner Bill Lamme moved that the Board call to the attention of the City Council that a quonset exists in the East Addition which is against the City ordinance. Commissioner Phil Anderson seconded the motion which was carried. Ralph Jones brought up the matter of existing burned buildings such as those owned by Ed Pearson, Bill Unger, and Ray Albrecht. Commissioner Felton moved that the Board call to the attention of the City Council the number of burned buildings still existing in the City. Commissioner Lamme seconded that motion. Motion carried. Ralph Jones informed the Board Vat the Council had negotiated with the Corps of Engineers for the removal of the obstructions in the area of the boat -harbor, followed by the rebuilding of the breakwater. The subject of temporary housing was again discussed. Chuck Powell recommended that the Commission leave it up to the City Council regarding any regulations on time or whether or not the buildings should be demolished. Mr. Doogan stated that the OEP had the situation cared for. Mr. Jones then explained the function of the OEP; he further stated that the PHA had sublet to the ASHA to handle the temporary housing. Mr. Doogan des- cribed the temporary units that will be moved to the City Hall area. Commissioner Felton moved, seconded by Commissioner Kraft, that the Com- mission recommend to the City Council that the temporary housing be in existance for not more than two years, meet the minimum fire code, and be torn down at the end of the two year period.
