Paul stover also spoke in favor of the Alaska Division of Higluirays request for
variance. Ile discussed. the need for expansion of maintenance facilities and the
desirability of the site lying on the primiary road system. Ile also stated that
there ifere tentative plans for extension of the new state highway and that it
would save the state money to acquire this fron, themselves rather than from
private oiiners . This ivould require about I acre of theirrequested acre site.
Joe Ke n=, Alaska Division of Lands, reviewed the joint planning action of
Alaska Division of Lands and Kodiak Island Borough Planning and Zoning CoAmlission

Lot 8, USS 3103 for Don Arndt. Conmiissioner Cornelius moved that this request
be tabled until a written report from. the Mate Sanitarian is received. Seconded
y Conmdssioner Felton and carried unanimously.
request for a resubdivision variance for riot 16, USS 3098 owned by 1hr Burke
was presented. A portion was previously transferred by deed containing 5000
square feet and the question was raised as to the legality of this prior subdivision.
The proposed subdivision did not meet the rAnimum requirements of the Ordinance.
Commissioner Felton moved that the variance be approved. COM ssioner Cornelius
seconded. Covm'ss.oner Anderson moored to amend that it be subject to aaprovl
by the State Sanitarian- Seconded by onmssioner Cornelius s and carried unanimously'.

The final inked prints.of Now Kodiak Subdivision,, Blocks 4,5.,6,7,, and 8 were

presented to comply with the ordinance since they were approved as pencil copies.
A request by Kodiak Bible Chapel to lease Borough lands for use as a church
site was made by Rev. Phillips. Connilssioner Comelitis moved that Rev. Phillips
confer with the Borough Erigineer � select several specific sites for recommen---
dation by the Commission io the Assembly. Se'conded by Conanissioner Anderson
and carried os1.
A building pert request b1dred Markham:to move a small warehouse from
Lot 3, Block 2 to Lot 3, Block I Allman Addition was reilid,' Connissioner Feltoft
moved that it be approved on a temporary basis for not longer than 1 year.
CONVissioner Anderson seconded and carried unanimously.
A request by DeWitt Fields for rezoning of Lots 7 and 8, Block 38, East Addition
from R2 to R3 as changed verbally to a variance request. The hearing is to be
scheduled for June 11 and the necessary property owners are to be notified.
The final plat for resudbdivision of Lots 17, Block 16, Kodiak Towns.1te, by
James Eggemeyer was presented. Commissioner Cornelius moved for final approval
subject to presentation of all proper affidavits, certif icates and dedications
prior to recording. Seconded by Felton and carried unanimously.
Commissioner Anderson moved for approval of it Berestoff Is request for a
temporary trailer to be located on Lot 3, USS ;aprovided that approval of the
State Sanitarian is obtained. The approval to be on a temporary basis not to
exceed two years from liarch 27,, 1964. Conunissioner Felton seconded and
carried unammiously.
A request for a variance of zoning for Lot 15, Block 16, Kodiak Townsite by
Don Higgins from R3 to Comerical was read together With a petition signed by
the adjoining land owners. roved by Connissioner Anderson that this be approved
for public hearing. Seconded by Conza*ssioner Cornelius and carried .moo sly.
Commissioner Felton moved that the request of T.T. Jackson for two temPorary
trailers on Lots 1 and 4. USS 3233 be granted on a temporary basis not to exceed
tAiro years from "arch 27, 1964, provided that approval of the State Sanitarian
is obtained. Seconded by Commissioner Cornelius and carried unanimously.
Commissioner Anderson moved that the T.T. Jackson request for a trailer court
be approved for public hearing. Commissioner Felton seconded and carried unanimously.

A discussion of the one mile strip around the liodiak Wildlife Refuge was held.
Conmssioner Felton moved- that the Commissioner favor the request of the Kodiak
Island Stockgroivers. Seconded by Commissioner Cornelius.
Commissioner Cornelius moved to amend that the results of this discussion be
directed to the proper authorities for study of the highest and best use. Lost

A letter from Ralph Jones., City Manager, informing the Conmu*ssion of availability
of Federal 701 funds for comPrehensive plarming was read. Commissioner Cornelius

for Borough plaming. Seconded by Conmissioner Franklin.
