The meeting was called to order* at 7-:35 p.m. in the courtroom by Chairman Johnson.

Also present: Attorney Madsen., Ken Hal.lbac , pick Button and chards York of the
State Division of Lands , and Engineer Barr, who arrived after Roll CaJJ.
Mr. Bell f s letter of February 18 was rea.d, relative to USS 3469 and [ASS 3462. Mr. Yqtk
then explained that the State Division of Lands was ready- to follow through on the
original or alternate private development) proposal, A general discuspion followed.
It was suggested that if any of these lands were opened up for prlvte development
that this be done only with strict conditions as to the time when such lots would
be offered to the public and when water, roads and sewer would be installed and
if no developers would accept on these conditions that this area as shown) be
offered in four lot groups to meet the present lot size restrictions. . Throughout
the discussion the time factor wastressed as most urgent and that -the mot
expeditious manner of getting l.a,nd available to the public; be c n .idered favorably,
and that other lots such as along Miller' s Point Road be offered simultaneously
with the offering to private developers.
Herman Vest presented his subdivision :request with a, letter from the State
Sanitarian, Larry Sickles, Comissioner Sutliff moved that the preliminary plat
as presented be accepted subject tQ the requirements contained the letter from
the Sanitarian. Seconded. by Commissioner Juelson and carried unanimously.
Al Dorton, who was present, was asked to clarify his building request submitted
previously. Mr. Borton was requested to prepare a rough skqtch of his lot and
the proposed building and present them to the Borough office the Monday before
the next regular meeting.
ASHA petition for vacation of part of Kodia Townslte with streets and alleys
was read and a request for replat of corresponding new Kodiak Subdivision with
streets, alleys, and walkways shown thereon. Colmulissioner Lwme moved for
acceptance. Seconded by conssiener Franklin and carried.
ASHA preliminary plat of Blocks 10 and 11 were presented by Engineer Barr.
onwdss.ioner Franklin moved for approval of the Preliminary lat as presented
with consideration to be given to provision for additional off --street parking a
required by the zoning ord.inaftce for the businesses to e locatiod there in and
along the contiguous waterfront area. Seconded by Cmunissioner Juelspa.
Motion carried.
The Connnissior concurred that the City Counci l should be made mare of the
requirements for off-street parking for the new businessQs recently located
along the waterfront and to be located along the waterfront including the state
Ferry- landing.
Engineer Barr presented to the Comission for their concurrence a proposed
revision of Bock 2 of the Urban Renewal, Subdivis ,ion . No objection. cotes igner
Lame moved that ASH& proceed with their plans for further* acquisition to implement

the proposed street plan for said Block 2 and that said action be supplemental
to the proposed preliminary plat. Seconded by- Comissioner Juelson. Notion
carried.
The Conuraission concurred that the General Services Administration letter should
be referred by the Borough Assembly to the City for expansion of the Airport.
Commissioner Lame moved that the State Division of Lands be instructed to
reserve the area of the old Russian Mill Site and an area along the Kill Bay
Stream and the point on the beach as public area and as an Historical Site.
Seconded by Conmuissioner Sutliff Motion carried.
There being no further business to discuss, the meeting was adjourned at
