Basically this provide for 50-50 Federal -Local funding of outdoor recreation projects. In response to a. question, It was stated that $750,000 this year and $1.8 to 2.0 million wally will e available in state funds in the future. There is a need for expression of Borough plans so that they can be included in the Mate comprehensive plan. Seconded by Conmdssioner Anderson and carried unanimous ly . Chuck Edris made a verbal request to place a temporary trailer on Lot 26.7 USS 3099, during construction of a house for Mr. Johnson. A sketch of the lot shower a present dwelling and trailer in addition to the trailer in question, all feeding a. single septic tank, was presented. The house to be constructed is on a, different lot. Commissioner Franklin roved that permission be granted on a temporary basis not to exceed two years from "arch 27, 1964., provided that approval of the State Sanitarian is obtained. Conunissioner Felton seconded and passed unanJiMusly. A letter to Darrell Baird from the Hommer County ASC requestIng that a one mile strip around Kodiak Island be reopened to homesteading, farming, ranching and settlement was read. Further letters from the Mate ASc and Kodiak ASC setting forth. their slm' lar stands were read. Honer Stranton requested Commission support. Conmai ssioner puro s roved that the Commission recommend to the Borough that Lot 1 through 6. Block 14 and Lots 16 through 40, Block 19, Kodiak Townsite be rezoned R2. The hearing on Naughton Brothers Inc. request for a variance on Lot 11 USS 3462 to pemit R3 construction was held, Hearing no objections, Commissioner Franklin clin moved that the request for variance be approved. Seconded by Commissioner Cornelius and carried unanimously, The hearing on Dal Valley's request for a. variance on Lot 1,2,13 and 14, Block 6, Leite Addn . to permit R3 construction was held. John Sautner asked about taxes and future variations in the acre a . Commissioner Anderson moved that the variance be approved. seconded by Commissioner Felton and carried unanimously. The hearing on Allen Bayless t request for a variance on Lot 28, USS 3099 to peru t commercial development, Engineer Barr spoke against Jndividual variances instead of zoning changes. The request for variance was approved unanimously. A hearing was held on Dewitt Fields, petition to permit construction of a, construction camp and trailer court on Lot 1 8S 3100. The request for variance was approved unanimously. No hearing was held on Carl Speight's request for a variance on Lots 7, and 8, East Addition Extension, Block 38. Commissioner Anderson moved that the exception requested by Carl Speiht to permit a 15 foot rear yard for Lot 41 Block 52, East Addition be approved. Seconded b Coax mi s s i o ne r Cornelius and carried unanimously. A letter from Claude Koffman, ADL., dated April 23 was read requesting a. waiver on the Borough monument requirements for BSS 3462. Auer discussion, Comnissioner Franklin roved that the variance be granted due to the desire of the community to have these lots available as soon as possible and is because of current lack of monuments and for no otherreason. Seconded by Commissioner Duros and le t. ADL .is to be inf or led , 3 to 2 vote . A discussion of the Alaska Dept. of Highways proposal for a maintenance shop in SS 3469 was introduced by Borough Chai an Powell. The Alaska Division of Lands is proceeding with the preparation for sale and .requests no action. Cow s s loner Cornelius moved that no - variance be granted other than for residential use with the area of USS 3469. Seconded by Commissioner Anderson and carried unanimously. Borough Chairman Powell opened a discussion on moving of buildings from the Urban Renewal area to the East Addition. He also raised the question of mooring of houses from Afognak d Cgborn appeared stating that he had sent a request for permission to build a, concrete block building on Lot 1 , Block 1, Kodiak To n ite for use as a shop and for some reason it was not on the agenda.
