Williams, that the minutes be accepted as shown. Votion carried by unanimous voice vote. Iv ZONING ITEMS - PRELIFITIARY PEVIEIN A. Request for Exception to Build Duplexes in RI Zone - east Blk 40 Lot 12, 13 y. Art Zimmer (Case 161-A) Application letter was read, as well as a previous attorney's opinion that exceptions cannot be granted in residential zones. It vas sested that the entire block be rezoned to however, these lots are too small for duplexes, and it was agreed that a variance should not be granted in this ease. After considerable discussion, r. Zimmer agreed to build the two houses as single family dwellings with basements. PLANNING AND STAFF ITV, A. Ordinance Revision. The Commission discussed with Mr. Best variou items which should be changed in the Zoning Ordinance, such as permitting higher buildings, smaller yard and lot requirements, etc. -r. Best reported that his committee was taking the Zoning Ordinance in three sections at a time for revision work. It was agreed that the trailer park ordinance needs little revision, nor does the subdivision ordinance, except for technicalities suc h as type of monuments, etc. 1r. Best will attempt to attend as many Pfa meetings as possible, and requested further suggestions for revisions in the ordinances. B. Z2Eing_iim. ,4r. :ansen :arse obtained a new city map from olland Jones, and will have the up to date zoning colored in by the next meeting. It will then be possible to color the present zoning rap, so that the present zoning can be shown outside the city limits. Some discussion was held on possibilities of general rezoning. It was generally agreed that possibly Kodiak does not require any r1 zoning. This would enable people to build better homes by renting basement apartments. Those who wished to build strictly single family dwellings could still do so. The great need for more P3 area was pointed out. 'fir. Hansen suggested that when the map is updated by coloring, it will be easier to determine what rezonings should be recommended. Ur. Best described Anchorage's excellent mapping system, and made suggestions for the revision of the Kodiak map, such as including sewer and water lines, lot dimensions and surveying data, etc. This could be accomplished by using a 1" to 100 scale, or a 1 to 50, so that each section of the map would be blown up. Fach sheet could somewhat overlap the others in area. C. Discussion on dew Land to be Sold. Tyr. Best reported that he is making good progress on the surveying work in the new subdivisions. The preliminary plats of these areas were studied, and a discussion was held on possible zoning for the new areas. D. Trailers. It was agreed that a pando trailers should be permitted to be placed on permanent foundations and classified as real property for tax purposes. This also would have to be added to the Zoning Ordinance. .r . Best suggested that two trailers be permitted on one lot, provided the State Sanitary Code would allow it--in this case he meant standard size trailers not on permanent foundations. K1BS272490 rla MEETING - September 28, 1966 E. Sewage Outfall. It was brought out that eventually no outfall into the ocean will be permitted without treatment. The State will require this, as they already have in Anchorage. F. Complaints procedure. Mr. Breckberg suggested that anyone against whom complaint is made should be present at the meeting at which the complaint is discussed. It was agreed that the Zoning Ordinance should require both parties to be present at a meeting before the complaint could be discussed. If the person complained against did not wish to be present after due notification, then the discussion could take place without him. C. catIlm011yLagmlyLenr_15E4DILIEEIsaus. Mr. Welsh suggested that ways be found to shorten the zoning procedures as much as possible so that the applicants would not have to wait such a long period for the outcome of their requests. Mr. Best agreed that his committee would make every attempt to shorten the procedures as much as possible t7iout ignoring the State Statutes. H. Breakwater. Mr. 7ansen reported that he had discussed the seawall project with City Uaager Stockton, and that Mr. Stockton planned to re- activate investigation of the project. It was mentioned that the seawall had been brought up at the marine college hearing, and that if the college should be accomplished here, the seawall would be ensured.
