Chairman Cornelius ius called the meeting to orde. t at Noon at the Shelikof Lodge
Kodiak, Alaska.

III Review of Proposed P&Z Internal Procedural. Regulations
The meeting was called primarily to review these regulations* The following
charges were suggested:
A. Article 11, Authorization - the addition o "Kodiak island Borough Ordinance
o. 6-1. Nothing in these procedures is intended to supercede these
statutes or the ordinance."
B. Article v. 1, Agenda. - Change to "The deadline for submission of items from the
general public to appear as agenda items shall b : O p.m. on the Friday
preceding the commission meeting, except for sub -division plats, which Faust be
submitted one week prior to the meeting."
Article v1. - Agenda Order. it was suggested that "Audience Comments" e
listed last on the agenda, defined as follows: "Non -Agenda Items - The
Chairman may allot a specific time limit for comments from the audience,"
, Article DTI . , c, Correspondence - Change to "The Chairman shall read general
Correspondence."
E. Article vli, Public Hearings
II.11 - Change t "The Chairman shall entertain a motion to declare the hearing
opens and motion shall be voted upon.
VII.1 .d - Change to "Rebuttal and questioning. The applicant,, protestant, and
any member of the planning and Zoning Commission may question any
Member of the staff, concerning the staff recommendations, The
protesting party, any member of the Commission, or the staff may
question any witness.
VII.l - Change to "The Chairman may equally limit proponents and opponents, and
may rewire that each person speak once only prior to the rebuttal and
questioning."
The Commission members concurred that they should operate with these procedures
including the latest changes) on a temporary basis for four meetings, during
which time further changes may be made.
lv A short discussion was held on the Chris Berg apartments. It was noted that Chris
Berg could apply for are exception to the present zoning; go before the City Council
with an appeal; or ask for a temporary permit to operate during the housing shortage,
