REGULAR MEETING November 23 1966
1 CALL TO ORDER
Chairman Hansen called the meeting to order at 7:35 .x. in the Magistrate's
Courtroom, Donnelley Building, Kodiak, Alaska.

111 NINUTES OF PREVIOUS MEETING - November 9, 1966
Mr. Waller moved that the minutes be accepted as presented. Seconded by Mr. Welsh
and carried by unanimous voice vote.
IV OTHER, MINUTES
A. Borough Assembly - November 17, 1966
Mr. Earr's suggestions that the area above Tagura Road should remain Industrial
rather than become Business was pointed out. The Commission felt that Industrial
zoning should be re- defined in such a way in the ordinance as to also permit
water oriented businesses. The area above Tagura now zoned industrial would
then be able to accommodate industry, but would not preclude water oriented
businesses locating there.
B. ordinance Committee - November 15, 1966
There was some discussion on the recommendation for inclusion of clinics and
professional offices in R -3 areas. It was pointed out that even in R -1 areas,
Anchorage permits schools, churches, and home occupations.
V CORRESPONDENCE - PEOPLE TO BE hEARD
A. Dr. McKinley re Dental Office - East Elk 35 Lots 8 and (Case 166-A)
Dr. McKinley was not present. Mr. hansen reported that there is a possibility
that the occupancy of the present Aleutian Home may be extended. He further
stated that an exception could not be granted to Dr. MciUnley for a dental
office in East Addn, which is now zoned R-2, per a previous legal opinion.
The problem could be solved by flloing through on one of the recommendations
of the Ordinance Committee--to amend the mooning ordinance to allow churches and
home occupations in all residential zones. The dental office would fit the
ordinance definition of a home occupation since Dr. McKinley would also live
there. After further discussion, Mr. Faller moved that it be recommended to
the Assembly to amend the zoning ordinance immediately to include the following
in all residential zones, per the Ordinance Committee minutes of October 18:
a) Truck gardening, the raising of bush and tree crops, flower gardening, and
the use of green houses; b) home occupations; c) Accessory buildings and uses
not used or operated for gain and not including guest houses or accessory
living quarters; d churches, provided that no part of any building be located
nearer than 30 feet to any adjoining lot or street line; e) required off-
street parking. Seconded by Mr. Williams and carried by voice vote as follows

Williams - Yes.
VI PUBLIC HEARINGS - None
VII ZONING ITEMS - PRELININARY REVIEW
A. Vacation of 4th Avenue - East Addn Bak 30 Lots 1 -4; Elk 31 Lots 8-12; John
Butler - ease 165-A)
Plat was studied and Mr. Butler explained the vacation. After a discussion,
Mr. Ereckberg moved that the vacation be approved for the required advertising
and public hearing. Seconded by Mr. Waller and carried by unanimous voice vote.

B. Request for Rezoning from Unclassified to R-3 - 3aranof Heights Addition #2,
Blk 1, Lots 1-6; Blk 2, Lots 1-5; Blk 3, Lots 8-14 - Baranof Heights, Inc.
(Case 135-C)
Application letter was read. The Commission concurred that this area would be
suitable for R construction. After further discussion, Mr. Williams moved
that a recommendation be made to the Assembly that this rezoning be accomplished.
Seconded by r . Waller and carried by unanimous voice vote.
VIII SUBDIVISIONS - PRELIMINARY APPROVALS
A. USS 3099 Lots 3A and 3B - Chuck Powell (Case -
Plat was reviewed and there was a question concerning sewerage requirements of
the trailer court after the lot is subdivided. It was felt that the Sanitarian
would limit the number of trailers permitted if the new lot line required this.
After further discussion, Mr. Waller moved that the preliminary plat be approved,
subject to the approval of the Borough Engineer. Seconded b ► Mr. Welsh and
carried by unanimous voice vote.
IX SUBDIVISIONS - FINAL APPROVALS - None
OLD BUSINESS
A. Kodiak Bible Chapel Exception -- Baranof Hghts Subdivision Blk Lots 6-
Kodiak Bible Chapel (Case 160-A)
It was reported that Sam Best, representing the Bible Chapel, had been contacted
per the Assembly's request, and asked to itlitiate a request for a rezoning of
these lots. Mr. Best stated that the church had proceeded to clear the lots
before the exception had been discovered invalid, and that a previous attempt
at rezoning the lots had failed. Also, Nr. Madsen had been contacted regarding
the problem, and he suggested that since recommendations have already been
made that the ordinance be amended to include churches in all residential
zones, that this amendment be accomplished right away, if desired. Action on
the recommendation taken earlier in meeting.
XI PSIS AND STAFF ITEMS
A. Recommendation for Ordinance Committee. It was the consensus of opinion that
parks, playgrounds, schools, hospitals and clinics should be specifically
permitted in Residential zones. As the ordinance stands now, these items
are petted only as exceptions in Unclassified zones.
B. ,Parking, Mr. Val Lama brought up the fact that parking would be a problem if
churches were allowed in residential zones. It was pointed out that off -
street parking for churches and other bodies is specifically required in the
ordinance, but that the parking requirements have never been enforced.
C. Tnin Recommendations. There was further discussion on the zoning of the
Tagura Rd. area. It was again concluded that the best solution would be to
create an industrial zone which would include water - oriented businesses. This
would include the area above Tagura now zoned Industrial.
It was also noted that the remainder of Block 14 of the New Kodiak Subdivision
which is now zoned residential under Urban Renewal, and Lots 3-7, Block 8,
Old Kodiak Towns ite , should all be included in the proposed rezoning to Bus Ines .

unanimous, to adjourn (10:00 p.m.).
