I CALL TO ORDER
The meeting was called to order at 7:45 p.m, in the Magistrate's Courtroom,
Donnelley Building, Kodiak, Alaska, by Chairman Arnie Hansen.

III MINUTES OF PREVIOUS MEETING - January 11, 1967
Mr. Williams moved that the minutes be accepted as shown. Seconded by Mr.
Breckberg and carried by unanimous voice vote.
A. Assembly - January 19, 1967. There was discussion on Item VII-C concerning
the Baranof Heights Rezoning. The Commission agreed to come to the next
Assembly Meeting to support their recommendation in the matter.

A. The Harry Feltons re Proposed Rezoning to Business. The Feltons expressed
their objections to the proposed rezoning to Business of Erskine Subdivision
Blocks 1 and 2, since they are residents in the area adjacent to this.
VI PUBLIC HEARINGS - None
A. Request for Permanent Trailer Court Permit - USS 3099 Lot 3 -- Chuck Powell
(Case 99-C) - P.acamendations to be Made to Assembly for Public Hearing
Scheduled for February 2
Sanitarian's letter to Mr. Powell stating that the sewer and water construction
does not meet code standards but would be acceptable until problems occur
was read. There was a discussion on whether it would be advisable to issue a
permanent court permit when the construction has not been done correctly. Mr.
Williams made a motion that it be recommended to the Assembly that the permit
not be granted until improvements are made which brings the construction up to
Code standards. Seconded by Mr. Waller and carried by unanimous voice vote.
A. Proposals from State Division of Lands for Subdivision of Monashka Bay Area
(Case 170-A)
The two plats were studied and discussed. Mr. Waller made a motion that it be
recommended to the Assembly that the plat containing 118 lots be chosen.
Seconded by Mr. Breckberg and carried by unanimous voice vote.
IX SUBDIVISIONS - FINAL APPROVALS - None
A. Ordinance 67-2-0 Amending Zoning Ordinance to Include Service Recreational
Uses in Any District - Presented for Info Only

consideration to this matter. P¢r, Williams felt that the Zoning Commission
should have someone who could help them by obtaining the necessary facts for
each case coming before then, as well as in long range planning. It was
suggested that someone was also needed for planning capital improvements as
money became available. The concensus of opinion was against hiring a

Planner from the outside, since he would first have to become acquainted with
Kodiak before he could be effective in planning, and because if he were here
only temporarily, he would not be interested enough in Kodiak to do a good
job. It was also felt that if a Planner had to answer to the Assembly, that
nothing further would be accomplished anyway, since the Assembly must turn
down rezonings, etc, if people object to them, and ,-people usually think only
of themselves in such cases, and not of the good of the whole town. Without
the support of the Assembly and people, money would be wasted on a Planner.
It was suggested that a Borough Manager, similar to the City Manager, might
be more effective than a Planner.
