Jim Stansbury, Building Inspector III 14MYMS OF PREVIOUS P1EETING - 7/24/68 Mr. Haney moved, seconded by Mr. Brothers, that the minutes be approved as written. Motion carried by unanimous voice vote. A. Assanbly 1. 8/1/68 2. 8/15/68 There were no co mnents. B. Camprehensive Planning Camuttee - 7/31/68. There were no cam ents. C. Ordinance Committee - 7/30/68. There were no comments. A. Letter from Borough Chairman to Erdmans and Pratts re Trailer Courts. Letter was read for information only, stating that the Pratts and Erdaans had agreed to have prepared by Septa-Ler 2 rlan.G for icxr-aa,.Llnq the courts, or have decided by then not to continue with the courts. Also, it —as agreed that all trailers and leanto structures that do not provide a minimum separation of 15 feet for adequate fire protection must be removed by September 2. B. Letter from Neil Sargent re Alvin Sargent Building. The letter was read for information only, requesting certain exceptions from the requirements of the Building Cade. VI PUBLIC hTARINGS - None VII ZONING ITFS'S, PRELDMUM REVIM A. Request for Rezoning Allman Addn Blk 2 Lots 24 and 25 from R-1 to Business - Ron Chase. Application letter was read, requesting that these lots be rezoned to Business in order to add a second floor to this building, which has always been used for commercial purposes.It 17as the Attorney's opinion that this applicati< could be considered as a variance under Sec. 21.C.1(A) of the Zoning Ordinance, if the application were re -submitted in the proper form. Mr. Stansbury felt that this section of the ordinance might permit alteration of a building, but not enlargement, such as this request. The map was studied and it was suggested that the Comnission attempt a rezoning of this entire area on its own initiative, since it is already zoned Business across the street from the Chase building, and there are already many businesses in the area. It ivras pointed out that the pranosed' zoning for the area under the Comprehensive Plan is R-3. Further discussion was held as to the availability of sewer and parking. Resignation of Edith Longmire. Mrs. loncQnire's resignation letter was read. Mrs. Longmire stated that she would be out of town on vacation for three months, and she felt it was unfair to the people of the community to hold a seat vacant for that time, especially since at times it might cause lack of a quorum tD be present. The Commission felt that rather than require '•Trs. longmire to resign, an additional member should be appointed to the Commission. Mr. Haney moved, seconded by Tir. Welch, that Firs. Longnire's resignation be turned down,' and that the Borough Chairman be requested to appoint a seventh member to the Commission. Motion carried by unanimous roll call vote, with r1rs. Longmire abstaining. A list of suggested names for a new member was submitted for the Borough Chairman's perusal. B. Expiration of Commissioners' Terms. A chart was distributed to the Commissioners which outlines the expiration date of each term. The terms of Mr. Waller and Mr. Eelch expire on August 30, 1969. The terms of Mr. 9allace and Mr. Brothers expire on August 30, 1968, and they will he re -appointed for three years. Mr. Haney's and Mrs.Langmire's terms expire August 30, 1970. i4ii1C-03 -04ioxtW)toia`/IL`J A. TW. Stansbury re Chris Berg Apartments. Mr. Stansbury reported that a temporary injunction, effective September 1 or 5, had been issued against the units that were in violation of the ordinance, and that they would have to be vacated by that time. On September 15 the Judge will decide whether or not to r— issue a permanent injunction. Mr. Stansbury felt that it was not reasonable to have to wait two and one-half years to see the ordinance enforced, as happened in this case, since it jeopardizes the integrity of the ordinance. B. Housing in Kodiak. Mrs. Longmire asked if there was still such a critical housing shortage. Mr. Stansbury felt that it is not as bad as it was one year ago. The list of applicants for Aleutian Homes is now down to 60 names. He stated that there has been considerable interest by developers to construct multip&e housing units here. The Investment Development Corp. of Seattle, which recently purchased Cedar Hanes, has expressed an interest in the R-3 area of Kadiak Subdivision. Also, ASHA has approaced the City Council about constructing middle or low income housing inside the project area. They are able to borrow money at 4% interest.
