P.me-wrandum from the Assembly, r delegating authority to the Ccrmission for issuing permits for trailer house additions to those persons holding valid building ,'ts for a rersonal residence on the same lot, peas read. The Assembly specified that the additions could have to be constructed according to submitted planc, and removed h.rithin 12 months of the date of permit issuance. Mr. Brothers stated that many trailer parks in the W%Ter Forty -Eight allay leantos on trailers, and since this is private 7ro-erty, the individual shouldhave a greater right to do as he wishes. T'r. T7aller cemented that if a leanto is built without an exit, it creates a hazarO i;, case of a fire. Mr. Brothers suggested includinq an exit in the leanto. "r. T•elch felt that if leantos had 1,een nro_ubited in the past, Kodiak i:ould not have the problem Keith then that it has today. Also, if one is allaled, then everyone will want to construct one. 'r. Haney felt that there should not be so many restrictions, since it will limit Alaska's grarth and construction of housing. !:rs. Longmire felt that one year could not be sufficient time to alla.+ construction of a home, if the individual were doing, his aim work. It h-ras suggested that these rermits be rn-newed after one year, if the individual has made an effort to proceed with construction of his home, and that each case be taken on its o,m merits. After further discussion with ir. Houser, 'lr. Brothers moved,, seconded by 17r. Taney, that a hermit to construct 9r. ?Mouser's trailer leanto be approved for one year, suhiect to B. Mr. Brothers stated for the r- record that he is against changing, the zoning, of Kadiak First Addition from R-3 to P.-2. Haw fran Borough Engineer re Jackson Trailer Court. The memo; returning the latest revision of the trailer court plans to the Borough crithout review, vas read. The memo also stated that 11r. Jackson seldom follw!s the plans that he submits. A letter franr1r. Jackson, stating that he does follae bis plans, was read. ^dr. Haller stated that 1r. Jad-non had been told 1.sv the Public Service Cawdssion that he must get a xk,,rmit if he intends to sell utilities to r the puhlic. Mr. Jackson told him that he would take care of this. ➢7r. Stansbury stated that the problem in reviewing the revised plans is that it is not kwin exactly what 'Ir. Jackson is requesting. There is no data as to ri?at the plans are to be checked for. They shad a small section of sewer line paralleling the back of his property, which may encorcmass three or four future trailer spaces, amounting to 300 or 400 feet of line. But it is not shcF,m - where the line goes from there or ibat its purpose is, since _s. Jackson said he is not planning to expand the court until next year. It needs to be kna:m ,sho this lire is going to serve, and where trey are located. "r. Stansbury suggested that "ir. Jackson disclose to his engineer vhat his overall plans are. A -and B, for Public Use It was explained that %when the original 'filler Point Subdivision hae, been aceorplished, no designation had been given to these tracts.
