Present r- John Waller, Chairman Ernie Brothers Wilda Gellis John Welch Ed Haney Harry Wallace Also present a Five people in the Audience III MINUTES OF PREVIOUS I=TING - October 30, 1968 The minutes were approved as written. IV OTHER MINUTES A. Assembly - Regular - October 17, 1968 B. Assembly - Regular - November 7, 1968 C. Assembly - Special - October 31, 1968 There were no continents to these minutes. V COt✓ =ICATIONS AND CORRESPONDENCE A. Letter from Howard Keiser re Plan Approval for Trailer Courts. The letter was read. The main point brought out was that to meet requirements of the Administrative Code, Title 7, Division 1, Chapter 2, all facilities where the sewer system or water system serves more than one unit, plans must be submitted for review to Environmental Health, Juneau. Plans must have seal of registered engineer. This was for information and an endorsement was given by the Comaissi,op�, VI PUBLIC HEARINGS A. Request for Rezoning - Lot 26, Blk 1, Townsite Addn, from Business to R-3, William F. Hartman. The case was reviewed and the map studied. Mr. Haney moved that the rezoning from Business to R-3 be recommended to the Assembly for approval. Seconded by Mr. Welch. The meeting was recessed.& the Public Hearin opened. Mr. Hartman stated that he had nothing to add to his letter. A ques- tion was raised by Mr. Haney as to the size of the lot. Mr. Hartman stated the lot is 10,000 square feet and is irregular. The public hearing was closed and the meeting reconvened. The question was called for; the motion carried by a unanimous roll call vote. The reasons given were that the family has increased and more room is needed to house the family; they can better afford to build larger home than buy a larger one at this time. VII ZONING ITEMS, PREL MZARY REVIEW - None KIBS272612 VIII SUBDIVISIONS, PRELIMINARY REVIEW A. Request for Time Extension on Preliminary Plat - Baranof Heights Subdivisiox Addn #1 (Case 154-A) and Addn #2 (Case 135-A) - Baranof Heights INc. Mrs. Gellis asked if the land is being cleared or if new buildings are being put up. These are lots that have not yet been finalized but are surrounded by lots that have been finalized. fir. Haney moved that the time extension cn Addn #1 and Addn #2 be extended for six months. Seconded by Mr. Welch. Mr. Wallace suggested that the people concerned be called in and asked for a report of the work progress. The question was called for; the motion carried with four voting YES and Mr. Brothers and Mr. Wallace voting N0. B. Petition for Vacation & Replat of Entire Urban Renewal Project - ASHA (Case The case was reviewed. Mr. Haney moved that the petition be approved for public hearing. Seconded by Mr. Welch. Sargent Subdivision, Blk 1, Lots 1-4 (USS 3099 - Lot 19) Neil Sargent, Case 25-B. The case was reviewed and it was noted that the engineer has signed and given his approval. mr. Haney moved that the final plat of Sargent Subdivision be approved. Seconded by Mr. Wallace, motion carried by unanimous roll call vote. X OLD BUSINESS A. Request for Variance - Lots 24 and 25, Block 2, Allman Addn. Ron Chase Case 202-B. The minutes were reviewed. fr. Chase stated that he will be puttiTng in a second floor and not enlarging the building; there will be no apartments whatsoever and therefore there will be no parking problems. Mr. Haney moved that a public hearing be called on Case 202-B, Seconded by was vote. Mr. Chase s 11 call area and they did not want their own property changed to counercial but had no objections to Mr. Chase's property being so zoned. However this would be spot zoning and for this reason the Attorney stated this should be treated as a variance instead of rezoning. The Building Inspector has stated that the building is strong and can handle a second story which is needed for storage. Mr. Brothers questioned if a variance would be required for front set back as building is closer to the street than should be. However this building is set back as far as others and this is a smaller lot.
