Borough Office for review.
B. Letter from Iir. Stansbury re Slater Apartrnents. Letter to iir. Slater was read
stating that his 3-unit building is in violation of the zoning ordinance and
requesting him to discontinue use of the third apartment to comply with the
ordinance.
C. Letter from Marie Chanciler re Fire Protection in Trailer Courts. Letter was
Mad by the rear ers of the Camassion individually. It was pointed out that
fire nrotection for the trailer courts would be included in the trailer park
ordinance revision.
D. Letter from Theodore Smith of Parks and! Recreation re Info on Recreation Larttl
Developrelit. Letter was read stating that this information is available.
Copies have been ordered for the ocaaaissioners.

D. Request frcFn Kodiak Disposal Co. to Incinerate Garbage. Letter was read outlining
the requested proposal, iir. 'Best explainei that this is a land use which is '
not covered in the Kodiak Disposal Co.'s lease, and that an exception would
have to be granted for it. The nap was studied. hr. Haney asked how much of
a fire hazard would be involved. It was thought there would be none at all
with the proposed arrangenveat. IIr. Haney moved; seconded by :r. Wallace, to
table action on this recluest until Ix. Stover arrived. Lotion carried by

VIII SUBDIVISIONS,
A. Approval of Advertising for Amenument of Resubdivision of Lots 3, 17 18,
BLc 1, Leite Addn - Roy Edclund - Case 193-A. The petition for amemhent of
the resubdivision was read, and the plat reviewed. Fr. Haney moved, secomled
by lir. Lrothers, that the plat be approved for advertising for a public hearing.

B. First Addn Airpark Blk 1 Lots 33 and 34 -- Argo Corp. (CAse 178-B). The plat was
studied. i4r. Best, representing Argo Corp., explained that this is the area
r- where the warehouses are located, which was recently zoned Business. It is
desired that this area be made into 2 lots, each over an acre in size. After
discussion, Mr. Brothers moved, seconded by ur. Haney, that the plat be approved
subject to the approval of the Borough Engineer. Fbtion carried L,y unanimous

C. Request for Extension of Time to File Final Plat - Holland Acres Subdivision -

have been proceeding with the final platting of the area. Two more lots were
recorded recently. They plan to finish the subdivision this Sumer. Dir. Best
also suggested that the subdivision ordinance be changed to allow preliminary
plats to stand indefinitely, since the Borough is protected by having than on
file. If same preliminary plats on which zoning is based would expire and not
be renewed, the zoning would no longer be logical. After further discussion,
Fir. Haney moved, seconded by Mr. Brothers, that an extension of six months he
granted for the filing of the final plat. I/btion carried by unanimous roll call
vote.

X OLD BUSINESS
A. Resolution 68-10-R Opposing Passage of HB 374 and SB 283. The resolution was
read. k4r. Haney moved for i.ts adoption, seconded by For. Y7allace. lotion carried
by unanimous roll call vote.
XI PLAMENG & STAFF IMB
A. New Area for Sanitary Fill. i-s. Best explained that there have been no serious
discrepancies at the present dump, but it is inside the park and was intended
only as a temporary arrangement, for which one extension has already been
granted by the State. Also, the area is beginning to be developed, and there"
have been some ccmplaints. The area now proposed as a sanitary fill site is
off the new highway beyond USS 1678. The area is well screened from the highway
and the VFv7 recreation site, and is large enough to last for many years. one
objection to the area already received is that it is a beautiful area. However,
all of the outlying areas are beautiful, and possible sites are limited in that
they must be out of range of the watershed drainage. This will be a sanitary
fill which can be reclaimed later. 11r. Uallace moved, seconded by Mr. Brothers,
that it be recommended to the Assembly that the proposed area be used for
sanitary fill. i'iotion carried by unanimous roll call vote.
B. Rezoning of USS 3219. It was pointed out that this subdivision had been done
before the organization of the Borough, but that the zoning, classification had
been overlooked. It was suggested that the area be zoned Unclassified to make
it oonTpatible with the adjacent area. After discussion, Sr. Wallace moved,
seconded by iir. Haney, that USS 3219 be rezoned to Unclassified, and that a
public hearing be held on the rezoning on April 10. 27otion carried by unanimous
voice vote.
C. Volunteer to Serve on Ordinance Ccnudttee. t=s. -0elch commented that everyone
serving on c mLittees should be property amers. The group concurred. mr.
Brothers volunteered to serve on the committee. This representation was
desired in order to keep the Commission informed of the committee's progress.
D. Park Sites at Anton Larsen and Saltry Cove. Lair. Brothers inquired if it would
be possible to have park sites established at these locations, since the State
would maintain roads to than if they were park sites. i&. Best stated that
Rev. Childs is the Chairman of the Parks and Recreation Board and is the
person to contact ooncerning recreation matters. KIBS272572
E. SB 363 and 364. 11r. Dest's letter objecting to passage of these bills was
read. SB 363 would open up land over 25 miles from cities over 3,000 population
to leasing upon entry, application arul survey, each tract limited to 5 acres
and only one issuea to each person. SD 364 would require approval by the

legislature before private recreational lands could be sold. Air. Best felt
that both of these bills, if passed, would hinder the Borough lands program.'
11r. Haney disagreed. He feels that people should obtain land on a first cane,
first serve basis, and that the auction program only hikes prices and is not
satisfactory. Mr. best felt that SB 363 would eliminate the control and
planning of Borough lands, and that SB 364 would delay sane sales considerably.
Ur. Waller suggested that the Ccumissioners study the bills and bring them up
at a later date for more discussion if they wish.

concreteburning pit, 30 feet square. It could later be built up into a
regulation incinerator with a screen and dust collector. It will be oil fired
and have a forced draft. Burning garbage as it caries in will help the rat
problem considerably, since it will eliminate the rats which come in with the
garbage, and will eliminate a source of food for then. There would be no
fire hazard. After discussion, Hr. Haney moved, seconded by 1.1r. GVallace, that
it be recommended to the Assembly that 11r. Stover be permitted to install the
incinerator as planned for the future. 1btion carried by unanimous roll call vote.
XI F. Correspondence File. Mr. Best stated that a file of all incoming and outgoing
correspondence is availble in the Borough office for review.
G. Assessor re Rezoning in Erskine Addition. tor. Welch asked the Assessor if
rezoning to R-3 would affect the area tax -wise. i1r. Valkama stated that the
effect would be minimal. There might be a slight increase in valuation if the
demand for the property increased.
XII AUDIENCE CO 20 PS
A, i4r. Stansbury re Lack of Housing. 1jr. Stansbury felt that the lack of housing
and of new construction is caused by lack of mortgage money, and not by zoning
Problem. Lie cited several examples of building plans which were abadoned due
to lack of financing.
B, tff. Stansbury re Case ainst William Damexy. Mr. Stansbury reported that Ix
DamPry had received a suspended fine for violation of the exception granted him
for a warehouse building which he used as a residence. The judge has ordered
the building to be vacated.
