A. - PEOPLE TO BE FMARD and dal Mr. Chapman pointed out the following zones on the local zoning zap to be adopted under the Comprehensive Plan 1. Rural Open Land. This is lard i4hich is not likely to develop by the year 2000. 2. Public Lands and Institutions. 3. R-2. R-1 zoning has been eliminated. 4. R-3. Part of the Ieite Addition has been suggested for R-3 zoning.bv the planners; hor, ever_,.;the newly sold area on Spruce Cape and the present R-3 areas in Baranof Heights were not included as R 3 zones. ls. Best stated that this might present a problem, since this land has been sold as R-3 property. This will be checked out with the attorney. The possibility of zoning the Island Bay Subdivision as Public H.as discussed, since the Borough offered this area for the riarine Institute. 5. Neighborhood Commercial. Part of the Island Bay Subdivision is recanmended for this zoning. 6. B-2 (Central Business). The question of rezoning areas inside the Urban Renewal project was raised. Ps. Chapman will discuss this with the A.S.H.A. authorities in Anchorage. DY. Chapman suggested that the Central Business r zoning be used only in the present downtown shopping area. He explained that the Neighborhood Cam ercial areas are only to locate stores conveniently for new outlying population centers, an$ not to provide cheaper land for development outside the Urban Renewal area. 7. General Industrial (Light Industrial). The present da•mtaom airport has been remanded for this zoning. The planners feel that an effort should be made to obtain use of the Navy airfield for future airport facilities. If the old airport area is not large enough to provide sufficient light industrial zoning, there is an area at Bells Flats which could be so designated. KIBS272594 8. Water Oriented Industrial. This is the proposed zoning for cannery raw, Gibson Cove, and a portion of Near Island. T9r. Chapman then reviewed the following zones to be included on the man of rural zoning around the City of Nodiaka r I PLAMnr4 & ZOiTDn CM14ISSION -- July 10, 1968 2 1. Rural open. Explained under #1 above. 2. Public. Includes the "Iilitary bases. 3. Rural Industrial. The Sargent Creek and Russian River areas were included in this classification. There is a public zone along Sargent Creek separating the residential area there from the industrial area. 4. Rural Residential. Includes areas in Dells Flats, Holiday Island, Crooked and Popoff Islands. B. Letter from Port Lions City Council re Zoning Under Comprehensive Plan. The letter was read for information only. It had been previously d cos sled by "Ir. Best and n% Chapman, and 11r. Chapman had been given a copy and will take care of the changes requested by Port Lions. C. Jim Barr re Exchange of Lands Betz:+een t?akefield Fisheries and State Division of Lands. The letter *vas read explaining TTake`ielc.-✓ obtaining their present land from the State in exchange for their former site on Raspberry Island, including the old improvements. The State negotiated this exchange with T?akefield in order to keep the industry in the State and especially to locate it at Port Lions, in order to help their economy. T.-?akefield has produced a land use plan for the new property, dedicating the prettiest area to public use as a park, The el.-`•=je has been approved by the State and the City of Port Lions and must now be approved by the Borough. After further discussion, Mr. Haney moved, seconded by t1r. Wallace, that it be recommended to the Assembly that approval be given on this exchange of land. Motion carried by unanimous roll call vote. VI PUBLIC HEARIN GS None VII ZONING ITUIS, PREL]IMP y RiUlEf'1 A. T. T. Jackson re Alteration of Trailer Court Plans. t1r. Faussett,representing Barr and Associates for Mr. Jackson, nrezcH Revision #4 of the Jackson Trailer Court plans and explained that the follomring changes had been made: 1. A nee sewer line is being constructed which was not previously sham on__:__ the plans since they were as-builts, as requested by the Assembly. The line is being constructed in order to connect neighbors of the court in order to solve the raw sewage problem. The line -rill not be used in connection with the court until next year. 2. A roadway eras changed to allow for some trees to be left standing. 3. A lot line was changed to allow for a lean-to on a trailer. 4. A new crater line was added. 5. Water and sewer specs were added. If these plans are accepted by P&Z, the Assembly, and the Borough Engineer, construction will be acamplished according to them. After discussion, tor. Haney moved that subject to the Borough Engineer's the reomrmdatiou be made to the Assembly to approve the plans as prese , btioi was seconded by Mrs. L ongmire . Mr. Best stated that construction of the semar line will also need the annroval of the Sanitarian and the Public Service Camsdssion, since if individuals are served by the line who are not in the trailer court, it will be subject to the rules and regulations of the Public Service Commission and a Public utilities permit must be obtained in order to serve these other individuals. Mr. Best' stated that it should be made clear that approval of the plans is not approval for actual construction of the lines. t1r. Best asked 11r. Jackson if he was planning to expand the court TV.to this new area, and 11r. Jackson replied it would not be until next year. Mr. Jackson stated that he has furnished water and sewer lines to his neighbors for 20 years and there has never been any question of obtaining permission from the Public Service Commission. motion carried by unanimous roll call vote. The Engineer°s recommenctaticris weze mad. The lot frontage requirement in the ordinance is 60 feet, and the subdivider has provided only 56.4 feet for each lot frontage. However, the total square footage requirement has been met. The ordinance was reviecred, and it was found under Sec. 9.A that strict application of the ordinance may be maived in some cases upon recommendation of the Planning and Zoning Camd.ssion. The plat was studied and a discussion i•ras held. 11r. Haney then moved, seconded by Fr. Welch, that it be reoommended to the Assembly that the lots of this subdivision be approved under Sec. 9.A of the Subdivision Ordinance for less than the required 60 foot Adth. Motion carried by unanimous roll call vote. The app cation letter was read. The attorney had found no reason why this area could rot be legally rezoned; since it is contiguous to another R-3 area. The plat was studied and discussed. Mr. Wallace moved, seconded by Mr. TAalch, that it be reoamanded to the Assembly that this rezoning be acccrnplishd.
