Assembly meeting - May 16, 1968 B. Special Pcsably meeting - May 27, 1968 C. Ordinance meeting - May 21, 1963 A. Geo=re Vet re Trailer Court (formerly Naughton's). Since this matter was tabled at the last Planning & Zoning crxmattee meeting May 8, 1968, it was moved by 1.4r. Raney and seconded by 14-r. Welch to remove this from the table. A letter was read by Mr. Waller frem Mr. Vogt requesting a six months extension of time to file a plan for the Borough's approval. A letter fram ar. Vogt to Mr. Stansbury was also read 1— stating that h^_ had no objections to presenting a plan for the future trailer park, however, since the State of Alaska is condaming the largest portion of the park for highway use and irs not given notice of date of Declaration of Taking, it is diffi- cult to conte aplate what action should be taken. sir. Vogt did not appear at the meeting, but mar. Harold Naughton and Mr. Ed Naughton appeared in behalf of the exten- sion. Mr. Forney made motion that the six month extension be granted and seconded by Mr. Welch. The meeting was receseed and a public hearing opened. Mr. Naughton stated that titil is Lio•.an what the State is going to do and where the road is to be put in exaYtly, there is no Gray of planning the trailer park. He said that the state should have the infonration available sorreti m. in June. It was suggested that instead of the six months extension, a reasonable time after the property has been . taken, be extended to IIr. Vogt. Jura Stansbury stated that all samples of the water" that was sent in to be analyzed were negative. The hearing was closed and the meeting reconvened. ASHA dousing survey request-. 111r. i;aller read a letter frcro Foy (==man along with a letter from the State Housung Authority vequesting information regarding housing for laa i.neame families that is now available in Kodiak. i•Irs. Longmire stated that we do not have any such low rental housing other than the Aleutian Homes. All agreed that there is a great need for lay cost housing. It was also agreed by the Camattee that since the information needed to prop- )erly conplete the said request is not kna.n, Es. Stansbury obtain the information and submit it when canpleted. The principal function of tie Housing Authority is to furnish good housing in the areas for familes of low incase who are unable to provlQe themselves Frith adequate housing at rentals they can afford. (Case 112-B) Lour. i7aller read the Notice of Public Hearing giving notice to all interested partues that the ASHA and the City of Kodiak have petitioned the Kodiak Island Borough Assenbly and the Kodiak Island Borough planning anti Zoning Cacstussion for the Vaca- tion and replatting of the above. It was stated tLat the vacation and the replatting is necessary to provide access to the state highaay fraa these lots by eliminating the slope which presently exists. Ir. iIaney made motion that the Vacation and Re - platting the New Kaiak Sub-tiv:sion Blk 3 Lots 1-6 MIA be approved; and it was seconded by Ins. vlelch. Referral from Assembly re: Miller Point Blk 7 Lot 7: A letter from Mir. Fields was read by Fir. Waller requesting that this lot be reclassified and put up for sale. It is presently reserved for recreational use by the Borough in conjunction with the Old Russian Mill Site. I$. Fields stated that he had bought the building on this lot in 1956. The building on this lot had been oondermmd and was vacated by the residing tenants. Mr. Best informed the ccinittee members of the exact location of said property and after some discussion, it was moved by mrs. LonTaire and seconded by Fir. Welch that the Borough retain use of this land for recreation use in the future. Motion carried unanimously by roll call vote. VII SUVDIVISION, PRr"LIiiM ARY A. Approval of Advertising of Vacation & Replatting of Monashka Bay Sub -division Blk 1 Lots 7&8: Iir. Hest said that a provision should be made for another access to this subdivision. on. A Public Notice of Hearing was read by I+r. Taaller to vacate and. replat Sub --division Blk. 1 Lots 7&8 in order to provide a continuation of Bay View Drive through the Finashka :ay subdivision. This hearing will be heard at the P & Z Committee meeting on r)ki esday June 26th, 1968. Mr. Haney moved to approve the final request of Vacating and Replatting of the lbnashka Bay Subdivision Blk. 1 Lots 7&8, and was seconded by Mr. Pilch. IDtion carried unanimously by roll call vote. B. Corrected plats of Nbnashka Bay Subdivisions A revision of the original plats of the ibnashka bay Subdivision was visaed by the comti ttee members. Mr. Best stated that the reason for a request for this newly revised plats presented to the Ccamittee again was due to some drafting errors, anu should be corrected. Mr. Haney made a notion, seconded by Mr. Welch, to approve the technical corrected replat of the Pbnashka Bay Alaska Subdivision. IX SUBDIVISION, FINAL ME RLi , FiS. A. Request for Exception in Bells Flats Mr.°Taller read a letter from the Canna permission to leave the stockpile aggregate where it it can be transferred to Navy property. lir. Waller gardi � Iand Use. After discussion, iir. Haney made a nti stockpiling of aggregates, athe exceptions to all Bells Flats. Motion carried unanimously by roll call XI PLAMu�dG & STAFFING ITFrs�S ow aerial Sites: (Case 203-A) if the Naval Station requesting now stands until such time that also read ordinance 68-8-0 re- motion for the approval of Lorough Material Sites in vote. A. Resolution 60-21-R revising Zoning flaps. A letter was read by Mir. Waller from James Barr informing the Borough that in order to utilize the revised zoning map it is necessary that a resolution be adopted. It was also stated that Jr. Barr expects to revise this inap at approxurately six months intervals for which there will be no cost to the Borough. Resolution 68-21-R was then read. Mr. Raney moved, seconded by i-ir. 74elch that the Resolution be adopted as read. i1otion carried by Ulanirmus roll call vote.
