The meeting was called to order at 7.45 p.m. by Chairman Waller in the magistrate's
COurtrocrn, Lonnelley Building, Kodiak, Alaska.

A. Regular - 2/7/68. There were no additions or corrections and minutes were
approved as written.

A. Anchorage Resolution 287 Opposing I� 374 and Resolution 238 Opposing SB 283.

zoning was to cut doom on the number of camussions. He felt that giving
cities control of planning and zoning within their boumx7aries would detract
fran good ocxprehensive planning, since it would create snore than one oormissiop
r-- in an area. The Cacmcission agreed, and also felt tnat FiB 37¢, which would
change the definition of a subdivision, should not be passed, 4r. Haney moved,
seconded by iir. '7allace, that the CaanissiOn go on record as opposing HS 374 aria
SB 283. It was agreed that a resolution should be prepared on this to be sent
to the Local Government Cacmittee of the Legislature, with the reasons the same
as those listed in the Anchorage resolutions. tbtion carried by unanimous roll
call vote.

written in Camuttee and that no action on it was necessary at this time.
C. Selection of Shuyak Timber Sale. The selection was reviewed for information
only. Approximately 5000 acres were selected on a protracted basis. The
timi�er sale is scheduled for April 1. The Commission concurred in the State
classifying the island as timber.

A. Approval of Advertising for Vacation of Taxnmite BIR 3 Lots 10 and 11 -
but the plat and petition had to be re -done because a third party did not wish
to enter into the vacaticn. kept for the elimination of part of Lot 10, the
Plat remained the sane as previously drawn. Three irregularly shaped lots are
to be vacated and replatted into two larger lots. IJr. Raney moved., seconded
by "r. Wallace, that the petition be approved for advertising for public
hearing. notion carried by unanimous voice vote.

X OLD BUSINESS
A. Designgt j of School Site at Chiniadc. The plats sent by the State were
studied. It was agreed that the site should. contain at least 10 acres. Mr.
Best stated that this school would serve as far as where the Pasagshak Road
turns off the Cidniak Road. After ia.scussion, the Camfssion chose a site
which was felt to be the most suitable. dir. ':allace moved, seconded by rr.
U,elch, that the site described as within EM 1/4 Sec 31, T.29 S. ,R.16 U., S.
North of the road to the beach, be reco mended to the Asssnbly for designation
i-- as a school site. The area is larger than 10 acres. .lotion carried by
unanimous voice vote.
Xi PLANNING & STAFF ITEPlS
A. Legislation. Ar. Best omiented that copies of proposed bills are available
in the, Borough Office. If the C=dssion wishes to obtain copies of bills as
a group, they can be requested from Local Affairs. If the members wish to
obtain copies of any bills as individuals, they may write to iir. Powell and
Mr. Boland.
B. Ordinc-aice Committee. ii. Best suggested that a member of the P&Z Cmmdssion
volunteer to serve on the Oruinance Carmittee. There were no volunteers
pending further thought on the matter. The Ordinance Conmittee is now working
on the trailer park ordinance.
C. idr. Haney Medium edium Income Housing. . r. Haney reported that r4 . Gac}= i.nforrsd
him that if a non-profit organization such as a union or a church applied for
financing for medium income housing, it could probably be MA financed. Also,
Urban Renewal would be required by law to give such an organization the property
for a medium income mousing project.
D. Camients on Mr. Gagnon's Proposed Changes in Kodiak's Zoning Ordinance, I'lr.
ddelch stated that he does not agree with a mixture of R-1, R-2 and R-3. I, jr.
Best felt that at least R•-1 could be eliminated. He also felt that the 50
foot setback required in Unclassified Bones is too great. mr. Stansbury felt
that the lack of construction is caused by lack of mortgage money, rather than
the zoning ordinance.
E. Sale of Pre -Subdivided Lanu. Pr. Best suggested that in future sales, 5-acre
tracts be sold as pre -subdivided packages, so that after sewer and water is
available, the laid would have to be subdivided as designed, or else kept as
a 5-acre tract. The Ccf.massion agreed that this would be very helpful for
future planning.
F. High Cost of Land. ,,Ir. Haney cotmented that a developer had inquired if any
land aras available in Kodiak, then lie found out the going prices for lanai,
he felt that they were so high that a developer would not be able to purchase
it.
