CALL TO ORDER
The Meeting was called to order by Chairman, John Burnham, at 7: 30 p.m.
in the meeting room of the Kodiak Island Borough Office Building.

III MINUTES FROM PREVIOUS MEETING
A. P&Z - Regular - January 22, 1975 - Mr. Holt moved for approval of
the minutes of January 22, 1975 Seconded by Mrs. Gellis. Motion passed
by unanimous roll call vote.

A. Assembly -Regular -February 6, 1975 - No Comments
V COMMUNICATIONS & CORRESPONDENCE
A. Letter from Mike Shockley - Re: Rezoning and Subdivision of Lot 24,
U. S. Survey 3098 - Mr. Burnham stated that this item will be moved down on
the agenda until r. ShockleTis present.
B. Letter from Frank Van Hulle Re: Armor Rock for Dog Bay -
Mr. Holt asked what armor rock was? Mr. Selvog stated that it was a
heavy rock, like rip rap. Thc. Commission again suggested to use the rock
located at Monashka of which the Borough owns, and this way a road could
be developed through this area to the existing road. Mr. Selvog stated that
he didn't think the Commission could act on this matter until it is known how
much rock is needed. Mrs. Gellis stated that she would be interested in the
reply Mr. Van Hulle receives from the Corps of Engineers. The Commission
recommended that the Borough Engineer look into what kind and how much
rock is located In the Monashka Bay area and at Gibson Cove also.
C. Letter from Island Resources Re: Rezoning of U. S. Survey 1682 from
Conservation to Unclassified- After some discussion as to the location of this
area, Mr. Terry moved for a public hearing on this rezoning. Seconded by
Mr. Erwin. Motion passed by the following roll call vote - Mr. Selvog - YES,

VI PUBLIC HEARINGS
VII SUBDIVISIONS, PRELIMINARY KIBS272851
A. Mr. Hal Lincoln , representing Glacier State Telephone Company, stated
that problems are arising concerning telephone service within new subdivisions. The
Alaska Utilities Commission states that extensions to and within tracts or sub-
divisions will be made L•y the utility provided the entire cost of such extension is
advanced to the utility by the subdivider. The amount so advanced will be
refunded to the subdivider as prescribed by contract executed between utility
and subdivider. He was asking the Planning and Zoning Commission to adopt

MEETING AS OF FEBRUARY 19, 1975 PAGE 3
plan. Mr. Perez stated that the City would like approval before putting the sewer
line in. The Commission recommended that the Planner and building inspector
go over this plan with Mr. Perez and see if it is up to code and bring -it back for
public hearing at the next meeting. There was a question of having trailer parks
located within a business zone.
A worksession was scheduled for February 26, 1975.
