2025-01-16 Regular MeetingKODIAK ISLAND BOROUGH Assembly Regular Meeting January 16, 2025 A regular meeting of the Kodiak Island Borough Assembly was held on January 16, 2025, in the Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Borough Manager Aimee Williams, Community Development Director Christopher French, Finance Director Dora Cross, Deputy Clerk Lina Cruz, and Assistant Clerk Irene Arellano. 1. INVOCATION Cadet Joe Duran of the Salvation Army gave the invocation. 2. PLEDGE OF ALLEGIANCE Mayor Arndt led the pledge of allegiance. 3. STATEMENT OF LAND ACKNOWLEDGEMENT We are gathered on the traditional homeland of the Sugpiaq/Alutiiq people, and we acknowledge the 10 tribes of the Kodiak Alutiiq Region. We recognize the Alutiiq culture that enriches our community to this day. 4. ROLL CALL Present were Mayor Scott Arndt, Assembly Members Steve Ames, Jared Griffin, Dave Johnson, Larry LeDoux, Scott Smiley, and Bo Whiteside. LEDOUX moved to excuse Assembly member Sharratt who was absent due to personal leave. ROLL CALL VOTE ON THE MOTION CARRIED FOUR TO TWO: Ames, Johnson, LeDoux, and Smiley (AYES); Griffin and Whiteside (NOES). 5. Mayor Arndt opened the public hearing. Hearing and seeing none, Mayor Arndt closed the public hearing. Ordinance No. FY2025-14 Amending And Redirecting Funds From The Previously Authorized American Rescue Plan Act (ARPA) State And Local Fiscal Recovery Funds (SLFRF) For The Benefit Of The Residents Of The Borough GRIFFIN moved to advance Ordinance No. FY2025-14 to public hearing at the next regular meeting of the Assembly. State Of Alaska Alcohol And Marijuana Control Office, Restaurant Or Eating Place License Renewal Application For Second Floor Restaurant (License #3293 Combined Renewal Notice) Kodiak Island Borough Assembly Regular Meeting Minutes January 16, 2025 Page 3 of 5 GRIFFIN moved that the Kodiak Island Borough Assembly objects to the renewal of Restaurant and Eating Place License #3293 for the reasons outlined in the Clerk's investigation and letter of protest to the applicant, and directs the Clerk to notify the Alcoholic Beverage Control (ABC) Board of the objection. ROLL CALL VOTE ON THE MOTION CARRIED FIVE TO ONE: Griffin, Johnson, LeDoux, Smiley, and Whiteside (AYES); Ames (NO). 2. Mayoral Veto On Contract No. FY2025-36, Authorization For The Design Of Needed Pool Repairs With Water Technologies Inc. In The Amount Of $88,900 No motion was made to override the Mayoral Veto On Contract No. FY2025-36, Authorization For The Design Of Needed Pool Repairs With Water Technologies Inc. In The Amount Of $88,900. The Contract Was Vetoed. 3. Confirmation Of The Mayoral Appointment To The Solid Waste Advisory Board Of Mr. Dennis Irwin GRIFFIN moved to confirm the mayoral appointment to the Solid Waste Advisory Board of Mr. Dennis Irwin to an At -Large seat for a term to expire on December 31.2025. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Johnson, LeDoux, Smiley, Whiteside, Ames, and Griffin. 15. CITIZENS' COMMENTS — None. 16. ASSEMBLY MEMBERS' COMMENTS • Assembly Member Whiteside thanked the community members for attending the School Board meetings and he announced the upcoming Kodiak Island Borough and City of Kodiak Joint Fisheries workgroup meeting on January 22, 2025. • Assembly Member Griffin expressed his gratitude and congratulated Dennis Irwin, the newly appointed member of the Solid Waste Advisory Board. He also thanked all those who participated in the School Board meetings. He shared the exciting news that enrollment at the Kodiak College has increased and classes have resumed. • Assembly Member Johnson expressed his disappointment regarding the vetoed contract design for pool repairs. He looked forward to a fully comprehensive pool repair plan contract in the near future. Additionally, he was pleased to learn that airport parking enforcement will be implemented soon. Lastly, he mentioned he will keep advocating for regulations concerning Airbnb rentals. • Assembly Member Ames thanked the public for their participation in the Assembly meetings. He also thanked the Assembly for their dedication and effort in making decisions. • Assembly Member LeDoux expressed his gratitude for the insightful discussion regarding the restaurant eating place license renewal protest letter, acknowledging the challenging and intricate nature of the decision. He extended his thanks to the Borough Manager and the staff for their thorough reports. Additionally, he took a moment to read out the list of projects outlined in the a Kodiak Island Borough Assembly Regular Meeting Minutes January 16, 2025 Page 4 of 5 Ordinance No. FY2025-14, which reallocates funds from the American Rescue Plan Act. r Assembly Member Smiley pointed out his thought on issues causing the decline I in student enrollment in the school district. He also expressed his concerns that Charter Schools are not required to test their students, making state -mandated testing optional. He believes that the State of Alaska would greatly benefit from requiring all students, regardless of their school type, to participate in these assessments noting that this would be a crucial step in evaluating whether children are truly learning. 17.
