2024-10-08 Regular MeetingKodiak Island Borough Fire Protection Area No. 1 Service Area Board October 8, 2024 A regular meeting of the Fire Protection Area No. 1 Service Area Board was held on October 8, 2024, in the Bayside Fire Hall. CALL TO ORDER/PLEDGE OF ALLEGIANCE Chair Richard Carstens Called the meeting to order at 6:03pm. ROLL CALL Staff Brian Price conducted a roll call. Members present were Chair Richard Carstens, Vice Chair John Parker, and Mike Dolph. A quorum was established. Member Scott Arndt arrived later in the meeting. Others present were Chris Glade and Chief of Bayside Fire Department Scott Ellis. APPROVAL OF AGENDA, MINUTES, & FINANCIAL REPORT PARKER MOVED to approve the agenda, the 7.23.2024 regular meeting minutes & the 10.01.2024 financial report. DOLHP seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY CITIZENS' COMMENTS (Limited to Three Minutes per Speaker) Chris Glade - Shared his experiences during a training conference in Wasilla. Overall experience was said to be positive. The experience of other members was briefly mentioned to illuminate the scope of benefits from attending the training. FIRE CHIEF'S REPORT Chair Richard Carstens acknowledged the Board's vacancy and the process that needs to occur before it is advertised. Business should still be maintained, and the board will get them up to speed when the seat is filled. Chief Scott Ellis began the Fire Chiefs Report. He first thanked the firefighters for the dedication of time to attend the trainings. All around the experience was positive and helped Bayside Fire Department to stand out and represent themselves. Chief Scott Ellis shared a short-term goal to get F1 & F2 course qualifications for all members and that Bayside is an accredited training facility. Long-term goals were shared, and various future trainings were mentioned. Chief Scott Ellis informed the board that the projected cost as opposed to the actual cost for training has been under -budget. Other mentions were made of desires to move forward with addressing fire safety issues that are in other fire protection areas and lending aid or interest to them. Similar ideas such as potential interactions with the college and outsourcing experts were shared. He Kodiak Island Borough Fire Protection Area No. 1 Board Regular October 8, 2024 Meeting Minutes continued and shared that efforts are ongoing to maximize the use of available space within the Bayside Fire Department. r The board asked Chief Scott Ellis various questions pertaining to cost, time frames, & general allocation of resources for these goals. Other questions pertaining to trainings and incident reports were asked. Discussion ensued. Call volume and incident response numbers were shared. By August 9th, Bayside Fire department had exceeded its total incident volume of 190 in the previous year. At the time of reporting in early October, call volume had reached 240. This number supported estimates that call volume is on track to exceed 300 for this year. Figures were elaborated on and given context as to the nature of the incidents. Discussion continued. CHAIR PERSONS' REPORT None. NEW BUSINESS Firefighter Education Plans: FF 1 &, State FF Conference, & FDIC presented by Chief Ellis The Firefighter Educations Plans were largely shared and discussed within the Fire Chiefs Report. The board asked remaining questions and was willing to support these objectives. OLD BUSINESS Update On Bayside's Expansion In The Borough CIP List Chief Scott Ellis shared updates on the Borough CIP pertaining to the fire department. Bayside's Expansion was placed 7th on the CIP list. Chief Scott Ellis took time to explain the other priorities that were placed higher than the Expansion Project. Chief Scott Ellis expressed gratitude for the P&Z board to approve the project. Discussion ensued of the architectural firm that will be used. Chief Scott Ellis shared the next steps of design was to work with needs analysis. CITIZENS' COMMENTS None. BOARD MEMBERS' COMMENTS John Parker - We seem to be in a holding pattern for the addition. It is nice to hear from chief that we have options to go with and move forward with the project. Mike Dolph - Echoing John, we've been discussing the renovation addition for years. There are times where we feel things are moving, but it is good to step back and see our options through planning. We're putting our money where our mouth is with the project. Richard Carstens - I would like to thank the citizens in the audience today. Rarely do we have members of the public sit and join in, and hopefully it creates more attendance. Our doors are always open and we're all available.
