2024-09-24 Regular MeetingKODIAK ISLAND BOROUGH Solid Waste Advisory Board Regular Meeting September 24, 2024 A Solid Waste Advisory Board Regular Meeting was held on September 24, 2024, in the Kodiak Fisheries Research Center CALL TO ORDER Chair Andie Wall called the meeting to order at 5:33pm. ROLL CALL Staff Brian Price conducted a role call. Members present were Chair Andie Wall, Vice - Chair Kerry Irons, Terri Pruitt, and Larry Van Daele. Doug Hogen was absent. A quorum was established. Other members present were US Coast Guard Representative Jen Nutt, KIB Environmental Specialist Jena Hassinger, KIB Engineering & Facilities Director David Conrad. Judy Philips was present as a visitor. APPROVAL OF AGENDA VAN DAELE MOVED to approve the agenda. IRONS seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF PREVIOUS MINUTES TERRI PRUITT MOVED to approve the 09.24.2024 meeting minutes. VAN DAELE seconded. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY ACKNOWLEDGE RECEIPT OF FINANCIAL REPORT The board acknowledged the receipt of the financial report. Staff Brian Price provided a brief overview. The Expense Tracker was acknowledged. No updates were made since the last meeting. VISITORS' COMMENTS Chair Andie Wall acknowledged Judy Philips as a visitor for the meeting. Her board member application was still pending. DISCUSSION ITEMS/ACTION ITEMS Threshold Services Report (if present) Alaska Waste Report (if present) Jena Hassinger shared details of a recent garbage truck fire caused by a lithium battery. The proper disposal process for these batteries was discussed and how a fire Kodiak Island Borough Solid Waste Advisory Board Regular Meeting September 24, 2024 Minutes may begin from improper disposal. Terri Pruitt and Chair Andie Wall planned to put out a Facebook post and newspaper article that addresses best practices. Andie Wall and Terri Pruitt will get with Engineering and Facilities to discuss revisions. US Coast Guard (if present) Jan Nutt did not have any new developments to share. She shared plans to have statistics on Coast Guard Base Solid Waste Disposal prepared for the next meeting. City of Kodiak Report (if present) No representative from the City was present to give a report. The board discussed their plan for the next meeting in which the City would play a vital role in addressing the issue of plastic shopping bag bans. Suggestions of how to approach the next meeting were shared among the board. The lack of effectiveness of the ban as it stands was revisited by the board. David Conrad shared that trash in a roll cart needs to be containerized within a plastic bag per the solid waste contract. He voiced concerns of a plastic bag ban for all plastic bags creating interference with the contracted waste haulers. Staff Brian Price was directed to contact the City of Kodiak Clerks Office to request records pertaining to the creation of the ordinance passed in 2018 that banned plastic shopping bags under 4mil thickness. Engineering & Facilities Report (if present) Staff Brian Price began the Engineering & Facilities report. Minimal changes to the inventory were noted. David Conrad spoke about the outcome of the recent inspection of the landfill. The bears at the landfill caused a reduction in score but overall the score is anticipated to be high. Plans for upcoming maintenance on the baler floor and rebuilding the strapper were shared. David Conrad shared new developments with grant funding from the Denali Commission and acknowledged Jena's efforts in the grant work. Chair Andie Wall voiced consideration for alerting the public to the ongoing changes and alteration of hours due to maintenance at the landfill. ADJOURNMENT Member Terri Pruitt exited the meeting at 6:38pm. Due to a lack of a quorum, formal meeting discussion could not continue and the meeting adjourned.
