2023-10-04 Regular Meetingi� KODIAK ISLAND BOROUGH Solid Waste Advisory Board Regular Meeting October 4, 2023 A Solid Waste Advisory Board Regular Meeting was held on October 4, 2023, in the Kodiak Fisheries Research Center, 301 Research Court. 1. CALL TO ORDER Chair Andie Wall called the meeting was called to order at 5:37 p.m. 2. ROLL CALL Members present were Chair Andie Wall, Vice -Chair Kerry Irons, Doug Hogen and Larry Van Daele. Member Terri Pruitt was absent. A quorum was established. Other members present were staff Brian Price, Environmental Specialist Jena Hassinger, and USCG Representative Jen Nutt. 3. APPROVAL OF AGENDA VAN DAELE MOVED to approve the agenda. IRONS seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY 4. APPROVAL OF PREVIOUS MINUTES IRONS MOVED to approve the minutes from August 30, 2023, and September 19, 2023. VAN DAELE seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY 5. ACKNOWLEDGE RECEIPT OF FINANCIAL REPORT CHAIR ANDIE WALL acknowledged the receipt of the financial report. Kerry Irons handed out a her rough draft of an expense tracking form to the board members. She explained her intentions and ideas behind creating the form. The primary intention of the form is to help board member viewing of financial figures and both past and projected expenses in conjunction with financial reports . Kerry Irons asked Jena Hassinger if this is something that would be the responsibility of a board member or if it could be included in staff duties. It was determined that Staff Brian Price could include the expense tracker as part of his responsibilities for financial reporting. 6. VISITORS' COMMENTS Kodiak Island Borough October 4, 2023 Solid Waste Advisory Board Regular Meeting Minutes I 7. DISCUSSION ITEMS/ACTION ITEMS a. Threshold Services Report (if present) j b. Alaska Waste Report (if present) I c. City of Kodiak Report (if present) d. Engineering & Facilities Report (if present) Jena Hassinger gave her report. The new pretreatment facility startup the following week was mentioned. Details of the upcoming Commercial Hazardous Waste Disposal Event were relayed to the board. She explained US Ecology's participation and schedule for the event. Doug Hogen asked if the event is well attended and what was done for advertising. Jena told him about the flyers given out, the posts made to the website, and correspondence sent directly to anyone who has a commercial account with the Borough. Jena brought up Andie Wall's recent efforts for waste management in the villages. Andie Wall had been working with US Ecology to get hazardous waste items out of the villages and off the island. Chair Andie Wall provided more detail about what US Ecology's operations in the villages will be exactly. She noted how funding for this opportunity was well -leveraged. US Ecology will already be on the island and payment only needed to be made for one-way tickets out to the Port Lions. An additional pilot study is being with US Ecology with additional support from the Kodiak Island Borough. Training analysis will be conducted for the removal of electronic waste and to update inventory of the village. Information on how to properly dispose and transport hazardous electronic waste will be put into a Backhaul toolkit so other tribes can use the information in the future. Brian Price briefly went over the 'SWAB SWAG' items inventory. He noted additions and changes made to the inventory quantities. Chair Ancl e Wall suggested whoever is in charge of an event outlined in the strategic planning should be responsible for coordinating the desired items from SWAB's inventory. If a member in charge of an event needs additional funding or items to be procured, it should be brought before the board for discussion. Kerry Irons suggested expanding inventory to include more than just cosmetic items. Kerry Irons compared the varied needs of these events to provide examples of what should be considered when determining suitable items for a given event. Edits needed to the coloring book were brought up. Chair Andie Wall directed Brian Price to include in discussion items of the next meeting agenda "Edits To The Coloring Book." e. Post -Landfill Tour Questions and Discussion Larry Van Daele had no questions and instead shared his appreciation for the tour and the workers at the facility. Andie Wall asked KIB Staff when the next Regular Assembly Meeting was to be held. Staff Brian Price provided the dates for regular meetings upcoming in October and November. Andie Wall planned to give recommendations for the Assembly to tour the landfill at the October 19th Regular Kodiak Island Borough October 4, 2023 Solid Waste Advisory Board Regular Meeting Minutes Meeting. Larry Van Daele added that it should be mentioned how proud the community should be for the work done at the landfill. Kerry Irons asked what the lifespan of the landfill is as of right now. Jena Hassinger explained to her the annual rate of fill each year. There current capacity of the landfill is somewhere in the 40% range with an annual rate of 1.7% capacity filled each year. Jena added that the recent expansion of cells at the Landfill added an estimated 20-30 years. Doug Hogen brought up outdated information he noticed within the "Residents' Guide to Managing Waste on Kodiak Island" included in the August 30, 2023 SWAB Regular meeting. Jena shared her intentions to have the information corrected. Doug Hogen referenced the landfill that was closed in the 80's for the Coast Guard. He questioned the impact of Coast Guard trash being put into the KIB Landfill facility. Jen Nutt shared her knowledge of the closed Coast Guard Landfill and the environmental monitoring that remains ongoing. A clear distinction was made between the closed municipal landfill and the closed Coast Guard landfill. The FUDS (Formerly Used Defense Sites) program was referenced as an asset in the monitoring, considering the landfill a contaminated site rather than a closed landfill. Further information relating to the Coast Guard landfill closure was requested by the board. Jen Nutt planned to provide additional resources to the board. f. By -Laws Update Revisitation Brian Price went over the revisions to the Solid Waste Advisory Board By -Laws. Chair Andie Wall asked if the updates would appear before the Assembly. Brian Price confirmed that he would follow-up and get the approved By -Laws Update onto the next possible Assembly Regular Meeting Agenda. Dates of the Borough Assembly's meetings were briefly discussed. IRONS MOVED to approve the proposed revision to the By -Laws. VAN DAELE seconded. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY. g. Outreach Reports Chair Andie Wall began the outreach report. Continuing conversations of the landfill tour was a key focus. The proposed presentation outline was discussed. Engineering and Facilities will follow up with updated information to provide presentations. Andie Wall used the new village electronic waste regulations as an example of information for the board to familiarize with. Email -sharing was brought up as a way to share information. Kerry Irons went over her SWAB Pop-up Inventory Draft. She shared the idea behind it and what the use of the pop-up kit would be. Materials for an event could be listed out and prepared in advance with this kit. The goal is to streamline the transfer of materials from inventory to the leading SWAB member for an event. Doug Hogen Kodiak Island Borough Solid Waste Advisory Board Regular Meeting October 4, 2023 Minutes mentioned to Brian Price concerns about signage and wind at events. Doug Hogen asked if Brian Price could look into wind -resistant signage solutions. Chair Andie Wall went over a few more outreach items. Social media posts had been sent to Brian Price for review and posting. Holiday Recycling was discussed. Andie Wall felt that there should be 2 events: One aimed toward kids, and one aimed towards adults. Crafting kits would be put together for the events. VAN DAELE MOVED to authorize the amount of $500 for the Holiday Recycling Event. IRONS seconded. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY. Kerry Irons wanted to share about education before moving to the next discussion item. She had met with the Key Club that is responsible for recycling at the school and asked them if there was anything they needed. One of the members had attended the landfill tour, and several felt that education and information about solid waste disposal needed to reach the students. The multi -media class could be interested in putting together an informational video that could be shown in advisory periods to the student body. The Key Club shared with Kerry Irons they have old, poor -functioning carts that they use in their process of picking up recyclables. Kerry Irons suggested the purchase and donation of a roll cart for the students in The Key Club. Jena Hassinger brought up possible alternatives that would not require expending funds. Larry Van Daele offered up roll carts on his property as an option for Kerry Irons to provide the students. \ h. Strategic Planning & Organization Chair Andie Wall felt that the Strategic Plan kept getting pushed back from one meeting to the next. She asked the board if they wanted to keep including it in the meeting packets or if it needed its own dedicated meeting to divide focus to. Andie Wall would not be in attendance at SWAB's next October meeting and requested it be included for board discussion as it is in this meeting's discussion items. She planned to follow up with the board's discussions. Larry Van Daele stated he felt Andie Wall was integral to the Strategic Planning process. The board agreed and wanted to move the Strategic Planning to a date where she could both attend and participate. ANDIE WALL MOVED to move the Strategic Planning to November 29th. VAN DAELE seconded. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY. Brian Price was directed to follow up with board members for scheduling of the SWAB October Regular Meeting scheduled for October 25th. 8.
