2024-10-16 Regular MeetingKODIAK ISLAND BOROUGH Planning and Zoning Commission Regular Meeting October 16, 2024 A regular meeting of the Kodiak Island Borough Planning and Zoning Commission was held on October 16, 2024, in the Borough Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Community Development Director Christopher French and Community Development Permit Technician Bronwyn Currie. CALL TO ORDER PLEDGE OF ALLEGIANCE ROLL CALL Present were: Christopher Paulson, Cort Neff, Linnea Johnson and Craig Dagen. APPROVAL OF AGENDA Neff moved to approve the agenda. Dagen seconds motion. VOICE VOTE CARRIED UNANIMOUSLY 4/0 APPROVAL OF MINUTES Dagen moved to approve the September 18 meeting minutes. Neff seconds motion. Comments are for general topics only. There were none. PUBLIC HEARING Ordinance FY2025-09. Rewrite of Chapter 17.205. Dagen moved to recommend approval of Ordinance FY2025-09 a repeal and replace of Chapter 17.205 KIBC pertaining to rezonings and code amendments. Neff seconds motion. This ordinance repeals the existing regulations in Chapter 17.205 and replaces it with a rewrite of the chapter that separates the rezoning process from the code amendment process. In addition, the rewrite provided additional review criteria to be used by the Community Development staff and the Planning & Zoning Commission in the review of rezonings and code amendments. The rezoning process at the Borough Assembly would be altered to require a public hearing at the introduction as well as at the second reading of the rezoning ordinance. Lastly, the proposed Kodiak Island Borough Planning and Zoning Commission Regular October 16, 2024 Meeting Minutes ordinance allows special limitations to be added to rezoning cases by the Commission or the Assembly. The Community Development staff has written a memorandum that outlines the changes and provides a version of the ordinance with comments that outline each section of the rewritten chapter. These documents are attached to this agenda item. Chris French delivered the staff report.
