Design Fee Proposal & Scope REVISED
Please find attached a fee proposal for design work for the concrete slab replacement in the Baler Building.
This work is a continuation of the site investigation work that Brian Neilsen from PND performed in July.
Work in this proposal will include full design to allow for coordination with the local concrete contractors.
Work will also include full design documentation in the form of drawings and material specifications. Please
see PND's attached proposal for more detailed deliverable information.
Exclusions:
• Cost estimation is not included at this time.
• Since the project may not need to proceed into a low bid, bid documents, including front end
specifications, are not included at this time.
• Bidding and construction administration services are not included at this time.

Structural Engineering Fee Proposal

PND Engineers, Inc. (PND) appreciates the opportunity to assist Jensen Yorba Wall QYW) on the Kodiak
Baler Building project. We understand that the owner, Kodiak Island Borough (KIB), would like to retrofit
the concrete slab in front of the baler. You would like PND to provide structural engineering design
services.
KIB would like to retrofit the existing concrete slab in front of the baler due to the wearing down of the
top of the slab. The extent of the retrofit is shown in the attached conceptual plan. This slab was
previously retrofitted in 2015, but has worn down to the existing embedded beams in the slab since then.
The top flanges of the embedded beams have been cut due to the wear. The intent is to demo the top
layer of the slab and pour a new overlay. PND will investigate durable mix designs that can be utilized
effectively in Kodiak.
PND's scope of work will include the following:
1) Develop a durable mix design that the local batch plant can supply. We anticipate a meeting
with the batch plant to discuss potential admixtures. We expect that the mix design will include a
dry shake hardener for the surface. The mix design will be included in a concrete specification.
2) Develop demolition specification
3) Develop drawings including a plan with demolition and overlay extents and details denoting the
demolition and overlay thicknesses.
4) Remotely attend a demolition and a concrete preinstallation conference. Two one-hour
meetings are assumed.
5) Respond to questions from contractor during construction. Four hours for answering questions
is assumed.
PND will provide a 65% design submittal for review. Following KIB review of the 65% design submittal,
PND will prepare a 100% design submittal.
Plans will be prepared in AutoCAD and will be suitable for building permit application, soliciting quotes
from material suppliers, and for construction. Specifications will be included as structural general notes
shown on the drawings.

PND's scope of services will not include:
A) General Condition specifications.
B) Surveying. We assume KIB can provide spot elevations of the top of the slab at the limits of the
demolition.
C) Cost estimating.
D) Site visits. A fee proposal can be provided for this service if desired.
E) Construction administration and special inspection. A fee proposal can be provided for these
services if desired.
Fees
PND proposes to perform the above outlined services for a fixed fee of $8,500.
Schedule
PND can commence work within one month of approval of our fee proposal. We anticipate our services
for each submittal will take 3 weeks, not including owner review time.
