2023-08-30 Regular MeetingKODIAK ISLAND BOROUGH Solid Waste Advisory Board Regular Meeting August 30, 2023 A Regular Meeting of the Solid Waste Advisory Board was held on August 30, 2023, in the Kodiak Fisheries Research Center. 301 Research Court. CALL TO ORDER The meeting was called to order at 5:18 p.m. 2. ROLL CALL Members present were Chair Andie Wall, Vice -Chair, Kern Irons, Terri Pruitt, Doug Hogen. Member Larry Van Daele was absent. Others present were staff Patricia Valerio, Engineering and Facilities Director David Conrad, Environmental Specialist Jena Hassinger, Alaska Waste Location Manager David Edwards, and Mayor Scott Arndt. Visitors present were Nicole Baker of Net Your Problem and Stephanie Mason of Backhaul Alaska. 3. APPROVAL OF AGENDA IRONS MOVED to approve the agenda. HOGEN seconded. VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY. 4. APPROVAL OF PREVIOUS MINUTES PRUITT MOVED to approve the minutes from May 24, 2023, and June 21, 2023, meetings. IRONS seconded. VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY. 5. ACKNOWLEDGE RECEIPT OF FINANCIAL REPORT CHAIR ANDIE WALL acknowledged the receipt of the financial report. 6. VISITORS' COMMENTS Nicole Baker, Net Your Problem — provided handouts and made a small presentation/discussion with Board. Summary: generally asking for help to get the word out about net recycling. Net Your Problem has a storage location of about 3000 sq. ft. and materials get cycled through regularly. Stephanie Mason, Backhaul Alaska - small presentation/discussion with Board. Summary: Backhaul Alaska is having an event in September 22nd and 23rd for Hazardous waste materials. Staff Patricia presented the spreadsheets and explained where they come from. There was discussion among the Board. The Board requested that staff provide the spreadsheets on a quarterly basis and if possible, fix the big spreadsheet with the summaries of all the years. B. Alaska Waste Report (if present) David Edwards was present but did not have much other than to add that cardboard is an issue everywhere. If the cardboard collection dumpsters are full then the cardboard gets tossed into the solid waste dumpsters next to it. There is also very little, if any, aluminum can recycling available. Board discussed future of other containers and what that may look like. C. City of Kodiak Report (if present) D. Engineering & Facilities Report (if present) David Conrad passed out a Residents Guide to Managing Waste that he found on the Borough drive. He thought it would be a good idea for the Board to grab a hold of it and update it. Dave made an small announcement about the Landfill tour with the high school students. He said that he was pleasantly surprised at how interested the students were in the operation. The Board discussed doing another Landfill tour for members and tentatively set the tour for September 19th at 5:OOpm. It will be advertised as a special meeting. Jena Hassinger announced that the Borough is hosting their fall commercial hazardous waste event on October 5th and 6th. And that the Borough has already been contacted by a few businesses looking to dispose of hazardous waste. By -Laws Update - Revisitation CHAIR Andie Wall proposed moving item to next meeting. No Objections. Outreach Reports Kerry Irons announced that the Downtown Block Party is Saturday September 9th and is still looking for some more volunteers to help man the booth. Booths will be up from 12-4pm and live music will be from 4-8pm. She will take a few SWAB Swag items and maybe do a drawing for a prize or two. No Objections. 8. BOARD MEMBERS' COMMENTS Doug Hogen — none. Kerry Irons — Dave and Aimee brought up last meeting that SWAB needs to find a way to share information with the Assembly, and I would like to get guidance on how to do that. Terri Pruitt — I will work on the November recycling week and business super star idea. Andie Wall — It is hard to get a quorum for our meetings, we have some open seats please encourage folks to apply. - There was a small discussion about the retailer seat and maybe adding the bylaws alternate seats. 9. NEXT MEETING SCHEDULE Special Meeting (Landfill Tour) — September 19th at 5:OOpm at the Landfill Regular Meeting — September 27th at 5:15pm at the KFRC Large Conference Room. 10.
