2024-08-27 Regular MeetingKODIAK ISLAND BOROUGH Solid Waste Advisory Board Regular Meeting August 27, 2024 A Solid Waste Advisory Board Regular Meeting was held on August 27, 2024, in the Kodiak Fisheries Research Center. CALL TO ORDER Chair Andie Wall called the meeting to order at 5:20pm. ROLL CALL Staff Brian Price conducted a roll call. Board members present were Chair Andie Wall, Vice -Chair Kerry Irons, Doug Hogen, Terri Pruitt, Larry Van Daele. A quorum was established. Also in attendance were Alaska Waste Rep David Edwards, Engineering & Facilities Director David Conrad, Environmental Specialist Jena Hassinger. Visitors in attendance were Nathan Svoboda, Coral Chernoff, and Judy Philips. APPROVAL OF AGENDA IRONS MOVED to approve the agenda. HOGEN seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF PREVIOUS MINUTES VAN DAELE MOVED to approve the 8.27.2024 meeting minutes. PRUITT seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY ACKNOWLEDGE RECEIPT OF FINANCIAL REPORT The board acknowledged the receipt of the financial report. Staff Brian Price elaborated on the FY2024 final budget figures and noted changes made and other adjustments to entries that were still pending. He continued and briefly addressed the current FY2025 versions of the Accumulated Transaction Report and the SWAB Expense Tracker. VISITORS' COMMENTS Nate Svoboda - Thanked the board for their efforts and contributions. In-depth updates relating to the KHS Welding Class Bear -Resistant Dumpster Retrofitting were provided to the board. The process of certifying the dumpsters through conducting live -bear testing was shared. Nate stated he was feeling optimistic about the next steps. He concluded by sharing his sentiments towards the lack of enforcement and ineffectiveness of the plastic bag ban ordinance. The board shared brief insights that contributed to those outcomes. Kodiak Island Borough August 27, 2024 Solid Waste Advisory Board Regular Meeting Minutes Judy Philips - Voiced her opinions on the plastic bag ban, stating it would be most effective if ail single -use bags were eliminated in some way. She shared her lasting concern of the cumulative effects on the environment even if all single -use disposable r plastic bags were paper bags instead. The board related these points to the section of the strategic plan where focus areas of board members would be delegated. Coral Chernoff - Began to share the long-standing issues she has experienced with the KIB Solid Waste Contract. No resolution had been reached despite her efforts over the span of the last few years. She had thought to reach out to SWAB after seeing the board on the KIB website. Coral hoped that action could be done through the board and urged the members to familiarize themselves with the Solid Waste Contract. DISCUSSION ITEMS/ACTION ITEMS Threshold Services Report (if present) No Threshold Services Representative was present for a report. Larry Van Daele proposed formally inviting the representative to directly request a Threshold Report for another meeting. Alaska Waste Report (if present) David Edwards gave his report. More details involving the KHS dumpster retrofitting & the Solid Waste Contract were shared. Board members voiced concerns about the condition of some dumpster latches and needing to service dumpsters. City of Kodiak Report (if present) No representative from the City of Kodiak was present for a report. The board sharec similar sentiments about representatives attending as mentioned earlier under the Threshold Report. Possibilities to write a letter to the city to request attendance were explored. The board discussed creating another meeting in October to address the single -use plastic bag ban by the City and review related materials such as previous letters sent along with the adopted ordinance enacting the ban. CHAIR WALL moved to set a SWAB Regular Meeting with a focus on single -use plastics for October 15th at 5:15 pm. PRUITT seconded. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY Engineering & Facilities Report (if present) Staff Brian Price began the EF report. The changes to SWAB's inventory of products used for events and other outreach activities were relayed. The largest change was the coloring books that were received in the previous fiscal year. Kerry Irons recounted the last time books were distributed and how there was a lack of planning to distribute. Judy Philips stated she would be willing to lend her assistance for the distribution effort. Chair Andie Wall made sure to acknowledge coloring books being sent to the Village Schools as well. David Conrad was confident that the quantity received would be more than enough to supply copies to the village schools, however Dave further mentioned the current quantity may not be sufficient to supply copies to all schools in town. The board planned to explore distribution methods in conjunction Kodiak Island Borough August 27, 2024 Solid Waste Advisory Board Regular Meeting Minutes with EF in the near future.Jena Hassinger shared information for the upcoming Commercial Hazardous Waste Cleanup event in early October. Dates had been pushed back to provide mariners a more reasonable window for disposal after fishing season concludes. Also mentioned was the first volunteer high school sports group that will assist in picking up trash at the landfill August 31, 2024. Jena Hassinger also mentioned DEC inspections that were upcoming. Chair Andie Wall discussed with Jena Hassinger how she hopes the inspection of KIB's class 1 landfill can be cross compared with inspections of class 3 landfills found at the local villages. David Conrad shared that funding had been provided to different entities including the Borough for the purpose of waste sorting programs. The report concluded with David Conrad sharing information about the ongoing issues post -demolition of the Gibson Cove cannery and a brief address of the bear issues experienced recently at the landfill. Discussion Of Board Member Focus Areas & Priorities Chair Andie Wall began the discussion of Board Member Focus Areas & Priorities. She had produced an updated draft of the Strategic Plan that was distributed to the board and referenced in discussion. Her intentions for the updates were shared. Chair Andie Wall wanted to prioritize delegating members to tasks and focus areas that would work with each member's commitments while also aligning with their motivation and interest. Chair Andie Wall requested that the board members review the document and provide comments to share their individual ideas in preparation for continued discussion of focus areas & priorities at the September regular meeting. Outreach Reports Chair Andie Wall began discussion of the outreach reports. Over the course of the past few months, no outreach events were attended or hosted. Terri Pruitt shared her ongoing efforts to produce articles about Solid Waste Topic for the newspaper. A change from one article every two weeks to one article per month was mentioned. Terri Pruitt and Andie Wall planned to collaborate and get back into coordinating social media posts with the SWAB Newspaper articles. Strategic Planning & Organization Chair Andie Wall began discussion of Strategic Planning & Organization. She clarified the intentions of the edits once more and continued to encourage feedback from board members by the next meeting. Since the updated document of the Strategic Plan Draft had already been addressed in the Discussion of Board Member Focus Areas & Priorities, the board did not expand on this topic. BOARD MEMBERS' COMMENTS Kerry Irons - Thanks visitors. Unsure of how to proceed with the requested actions. Glad to get back in the swing of things and hopes to welcome Judy Philips to the board. Terri Pruitt - Good to meet all together again. Hopes to see KIB Assembly Representative at one of the meetings. Addressed Coral's concerns by suggesting board get familiarize with the old and current solid waste contract. Coral chimed in and said she could send resource to board members. Kodiak Island Borough Solid Waste Advisory Board Regular Meeting August 27, 2024 Minutes Doug Hogen - Suggested that, in addition to outreach, the board should be finding things to focus on and really get involved with; something that can be a lasting accomplishment for the board and the community. Larry Van Daele - Thanks Corol and voices appreciation for her suggestions. Hopes that someone contacts the manager to let her know Coral had attended. Addressed the bag ban enforcement and felt this could be tackled later. Concluded with crediting the Bear Town Hall Meeting as an excellent example of outreach that helped to better the community in an impactful way. Andie Wall - Thanks Corol for sharing her struggles with the board. Appreciates the engagement of the board and hopes members continue to find purpose and fulfilment through being a member of SWAB.
