Kodiak Island Borough Fire Protection Area No. 1 Service Area Board April 29, 2024 A regular meeting of the Fire Protection Area No. 1 Service Area Board was held on April 29, 2024, in the Bayside Fire Hall. CALL TO ORDER/PLEDGE OF ALLEGIANCE Chair Richard Carstens called the meeting to order at 6:02 pm ROLL CALL Staff Brian Price conducted a roll call. Members present were Chair Richard Carstens, Vice -Chair John Parker who attended electronically, Mike Dolph, Paul VanDyke, and Scott Arndt. A quorum was established. Also Present was Chief of Bayside Fire Department Scott Ellis. APPROVAL OF AGENDA ARNDT MOVED to approve the agenda. VAN DYKE seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APROVAL OF MINUTES ARNDT MOVED to approve the minutes of the March 12 regular meeting and budget public hearing. VAN DYKE SECONDED. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY ACKNOWLEDGE RECEIPT OF FINANCIAL REPORT ARNDT MOVED to acknowledge the receipt of the financial report. VAN DYKE seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY CITIZENS' COMMENTS (Limited to Three Minutes per Speaker) FIRE CHIEF'S REPORT Chief Ellis gave his report. Emergency response call statistics were shared with the board. Options for bringing in a training instructor are being explored, and Chief Ellis hopes to engage with the hospitals more. Chief Ellis noted that run volume has been increasing and that half the instances were EMS and the other half Fire Response. Kodiak Island Borough Fire Protection Area No. 1 Board Regular April 29, 2024 Meeting Minutes Recent fire response instances were shared where Chief Ellis commended City Fire Chief Steel McNeil once again for seamless joint -response with City Fire. Chief Ellis briefly talked over recent expenses. Of the recent expenses, there were more trainings which resulted in further encumbrance within the continued education and fuel funds. Officers were thanked for their continued efforts. Chief Ellis spoke to concerns regarding turnout gear sets, SCBAs, & volunteer physicals. CHAIR PERSONS' REPORT There was no Chairperson Report. NEW BUSINESS Discussion Of Proposed June 14th Volunteer Appreciation Dinner Chief Ellis began relayed to the board the intention behind and plans for the Volunteer Appreciation Dinner. Concerns for pricing were raised. Chief Ellis estimated it would cost a base $50 per person and that there would be spending limit of $4500 for the event. VAN DYKE MOVED to approve the June 14th Volunteer Appreciation Dinner to be held and to not exceed the sum of $4500 in cost. ARNDT seconded. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY OLD BUSINESS Continued Discussion Of Proposed Bayside Addition Chief Ellis began the discussion of the Bayside addition by presenting a needs analysis and rough concept drawings. The board was asked what areas are truly desired for alterations. Chief Ellis' goal is to sustain things that could be affected by the remodel. The current layout of the station was shared with the board for consideration before further discussion ensued. The board asked questions to Chief Ellis about different aspects for the proposed addition. Not all questions were able to be answered since the concepts Chief Ellis produced were still in their infancy. Scott Arndt noted discrepancies in the design concepts with the bathroom location overlapping with the hose tower. CHAIR RICHARD CARSTENS called a 5-minute recess under general consent to allow Chief Ellis time to get personnel training started. Chair Richard Carstens reconvened the meeting. Paul VanDyke shared to Chief Ellis how the Bayside Addition has evolved over time and displayed the changes to the objectives for the addition over the years. Paul VanDyke felt that the objectives of what the board is designing the addition for have not been explicitly written out and are now being confused every time concepts are brought to the table. Chief Ellis clarified his intentions for the proposed drawings. Scott Arndt proposed getting Kodiak Island Borough Fire Protection Area No. 1 Board Regular April 29, 2024 Meeting Minutes together with Chief Ellis at some point to produce to -scale concept drawings. Paul VanDyke emphasized that the objectives need to all be agreed upon before it can be presented to the Assembly for CIP recommendation. Discussion continued. CITIZENS' COMMENTS Sterling Lewis - Thanked the board for their service as a citizen that lives within the area. From a City [of Kodiak] standpoint, he shared his appreciation to Bayside to maintain their systems in place and that it has been a huge help. He shared with Chief Ellis different entities that may be interested in the trainings being put on by Bayside Fire Department. BOARD MEMBERS' COMMENTS Paul VanDyke - Happy to be moving forward, but wish the process was cleaner. Voiced that he would like to hammer -out objectives before design and thanked the Chief. Mike Dolph - After seeing some of what was introduced tonight, if we [the board] are not careful, things could get exciting. SET NEXT MEETING DATE Chair Richard Carstens set the next meeting date for May 28th, 2024. ADJOURNMENT The meeting was adjourned at 7:36 pm. Z ?.
