2024-05-02 Regular MeetingKODIAK ISLAND BOROUGH Assembly Regular Meeting May 2, 2024 A regular meeting of the Kodiak Island Borough Assembly was held on May 2, 2024, in the Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Administrative Official Seema Garoutte and Borough Clerk Nova M. Javier. 1. INVOCATION The invocation was given by Major David Davis of the Salvation Army. 2. PLEDGE OF ALLEGIANCE Mayor Arndt led the Pledge of Allegiance. 3. STATEMENT OF LAND ACKNOWLEDGEMENT We are gathered on the traditional homeland of the Sugpiaq/Alutiiq people, and we acknowledge the 10 tribes of the Kodiak Alutiiq Region. We recognize the Alutiiq culture that enriches our community to this day. 4. ROLL CALL Present were Mayor Scott Arndt, Assembly Members Steve Ames, Jared Griffin, Larry LeDoux, Ryan Sharratt, Scott Smiley, James Turner, and Bo Whiteside. 5. Declaring A Seat Vacant On The Architectural and Engineering Review Board/Building Code Board of Appeals (Mr. Codi Allen) SMILEY moved to accept the resignation of Mr. Codi Allen on the Architectural and Engineering Review Board/Building Code Board of Appeals effective May 3, 2024, and direct the Borough Clerk to advertise the vacancy per Borough Code 2.100.070 (D). ROLL CALL VOTE ON MOTION CARRIED SIX TO ONE: LeDoux, Sharratt, Smiley, Whiteside, and Ames (Ayes); Turner (No). 15. CITIZENS' COMMENTS — None. 16. ASSEMBLY MEMBERS' COMMENTS • Assembly member Smiley reminded Assembly members regarding the performance evaluations of the Borough manager and clerk. • Assembly member LeDoux voiced concerns regarding the location of the Salvation Army Food Bank and the need to develop an emergency comprehensive plan which includes rural Kodiak locations. He thanked Assembly member Ames for attending the City Council meetings in Old Harbor. • Assembly member Whiteside reminded everyone about the Joint Fisheries Group meeting that is scheduled on May 8. • Assembly member Griffin said that CDD Director French and Associate Planner Grochmal did a wonderful job with their interview at KMXT. He recognized the Clerk's Office Staff in celebration of Clerk's Week. He voiced his excitement for Codi Allen beginning his employment with the Borough. He advocated for the needs of the rural schools. He noted that his son who would be graduating soon from the University of Alaska Fairbanks also benefitted from the jumpstart program. • Assembly member Ames thanked Clerk Javier for expeditiously sharing information regarding the All -Hazards Preparedness Training to the Old Harbor Village Public Safety Officer. He suggested that Mayor Arndt connect with the school maintenance person in Old Harbor regarding maintenance needs at the school there. He voiced his concern about noise and pollution that may be coming from the Alaska Center for Marine Debris on East Point dock. 17.
