Capital Improvement Projects (CIP) — Community Development has already started
the CIP process for our village communities for the next year's process. Our permit
technician, Bronwyn Currie has already sent out the messages to village contacts and
the information has been sent again via the Kodiak Archipelago Leadership Institute.

Denali Commission — Congrats to E&F Staff and KANA Staff for successfully winning
a region award for $500,000. Award announcement is attached.
Coast Guard Foundation Dinner — Invitation to attend the CG Foundation Dinner in
Anchorage on August 13, 2024. Flyer is attached.
KISA Lease — Ready for review at the June 25th Work Session and approval at the
June 27th regular meeting.
Emergency Management Training — Kodiak Island Borough will be hosting Texas
A&M Engineering Extension Services (TEEX), Emergency Services Training Institute's
MGT -312- Senior Officials Workshop for All Hazards Preparedness and MGT 340 —
AGENDA ITEM #4.a.
Crisis Management on June 10-11, 2024. All training will be delivered at Bayside
Volunteer Fire Department.

Community Development
PLAN 2045 Comprehensive Plan — The logo contest for the new comprehensive plan
closed on May 17. The contest winner will be selected by Friday, May 31.
Parks & Recreation Committee — The committee met on May 28 to discuss priority
projects, including maintenance of existing park and recreation facilities and the Kodiak
Short Trail Project.
Hazard Mitigation Plan Update — Community Development staff published a version of
the hazard mitigation survey in Tagalog. The survey is open until June 18. The surveys
are located at https://www.kodiakak.us/757/2024-Hazard-Mitigation-Plan-Update
Assessing Department
Field Work — The first round of postcards have received in the areas that Assessing is
reviewing this summer. The review areas this year include Monashka, Bells Flats,
Chiniak, and Pasagshak
Current Projects —
• Property cleanup for Tyler Conversion
• Conversion meetings with Tyler began Tuesday April 2, 2024.
Exemptions - 4 new exemption applications were received by the Jan. 15 deadline for
2024 for either non-profit religious or charitable uses. (KANA Marketplace, KCHC,
Alutiiq Museum and Calvary Baptist Church Bells Flats)
Department Director — On vacation through June 3, 2024.
Engineering and Facilities
Saltery Cove Trail Improvement — Staff has received and is processing the billing from
Island Trails Network for the work performed. Staff has discussed survey of the site with
a local surveyor. A request has been made for ITN Director to contact the KIB to
discuss the required completion survey and who is responsible for hiring the surveyor
for the work. Staff will continue to consult with ADF&G regarding the status of the trail

and any additional work or repair required. A final review and inspection will be
conducted during the survey period with an on-site visit to examine how the repaired
areas are holding up.
TRI -Annual AHERA Inspection Invitation to Bid — Satori Group is the apparent low
bidder for the required inspection. The contract has been placed on the agenda for June
6, 2024.
HFAB — Hospital Facilities Advisory Board — Meeting to be scheduled. Awaiting
information from PKIMC.
Solid Waste Contract Committee — Staff is preparing the language for the second
amendment to the contract.
Old Mental Health Facility — Sampling results received and reviewed. A discussion of
the assembly, specific to the path forward will be required for guidance is required.
Landfill —
KIBSD —
• Overhead hoist repair/replacement has been completed. This was the last
item remaining from the last OSHA compliance inspection. OSHA to be
notified.
Staff is attending webinars specific to EPA Electric Vehicle Grant
programs.
Petersen Roof — Job is progressing. A majority of the ballast insulated
panels are removed and taken off site. Gym roof was stripped, membrane
installed. Site is being cleaned and maintained by contractor. 95% of
required material is on site. The KIB has forwarded an RFP for a square
foot replacement cost for 1/2 inch plywood. This decision was made once
the ballast was removed. Job will continue between the hours of 7:00 am
and 7:00 pm.
• Pool Facility - KIBSD is refilling the pool. Anticipate one week to clear
water and heat to the appropriate temperature prior to opening to the
public. Further repairs are to be planned and discussed. A determination
as to how to pay for needed long term repairs is required.
• Anticipate participation in the development of the CIP list for the KIBSD in
the near future.
Leachate Treatment Plant —Staff continues to process as much leachate as the plant
will allow to reduce the stored quantity. Awaiting timing for the delivery of the new
pumps and various items that require replacement due to mis-sizing of the original
pumps.

Long Term Care — Contact has been made with the Providence real estate division.
R&R discussion and lease update is being started. ADEC has given permission to land
spread treated soils at the site this summer.
Finance Department
Vendor Fraud — Finance staff identified an attempt at fraud and was able to report it to
our vendor. Someone had hacked the vendor's email and requested that payment to
the vendor via an email address that was unfamiliar to staff. Staff contacted the vendor
to let them know that the were hacked and prevented a payment going to an incorrect
location.
Annual Audit — Interim audit is scheduled for June 17th - 21St Staff is providing reports
to our audit firm which will be used for future data sampling requests from the auditors.
Property Taxes —
. Real Property: Final 30 -Day redemption period for those 2022
properties in foreclosure begins May 10th. Currently, only non -voidable
forms of payment (cash, cashier's check or money orders) will be
accepted as payment on those properties. If properties remain
unredeemed on June 10th, staff will be petitioning the court for a Clerk's
Deed to the property.
. Personal Property: Borough staff is continuing to file small claims
documents with the court for delinquent personal property accounts.
Property Assessment and Taxation Implementation Project — Staff is continuing to
meet with Tyler staff to review business rules and processes.
Staffing — We are still advertising for an accountant position.
Bayside Fire Department
Personnel Activity / Professional Development / Training
The Members are continuing to enhance readiness capacity with training on new
equipment and maintaining current equipment.
The Chief will be auditing and instructing a State of Alaska FMO rural firefighter
course in Palmer. All expenses are being covered by the State of Alaska and
this will allow the rural course to be delivered at the BFD training campus for rural
and village firefighters in the Borough.
Lt. Grimes and Firefighter Cunningham will be attending a rural water supply
course at the Alabama Fire College. They will return with this valuable
knowledge and deliver it to department.
AGENDA ITEM #4.a.
Campus Upgrades and Maintenance — BFD Staff has promulgated a draft potable
water policy which has been made available to residents. The policy which for the first
time is in a written form with a defined process for review and alterations will be
reviewed and approved at a fire board meeting.
"Stuff to Just Make You Happy" —
The BFD will be hosting an award and appreciation dinner on June 14th at the
Marketplace.
IT Department
Security Audit - Working on the Security Audit application process — answering
questions from the potential applicants.
Power Outage Protocol - Reviewing and updating KIB's IT power outage procedures --
IT is putting together a step-by-step document that covers how to gracefully shut down
and bring back up the data center and its servers and enterprise storage and
networking.
Website - Working with Meagan Christiansen on the www.kodiakak.us website
redesign.
Network Management - Enabling sflow data from our core switches for network
management purposes.
Security —
• Running Nessus Scans internally on the KIB network to identify any security
risks.
• Initial scans are in and IT is reviewing the results.
• Refining our departmental security processes to ensure that our assets and
systems and the protections we administer are reviewed in a timely manner.
• Reviewing and testing SIEM and Endpoint Security software for a fit with Kodiak
Island Borough.
• Installing and testing ADAudit Plus AD security software from Manage Engine.
Hardware - Reviewing Dell laptop models for the Borough hardware refresh.
Software - Reviewing and updating our internet monitoring software.
Domain Migration - Working with Managed Service Provider GCSIT on technical
advice regarding domain migration.

• Over 400k views of the KIB streeview project so far since September 2023.
Working to get as much of the KIB covered weather permitting.
• Map of the covered areas so far:
• Working with Assessing, Community Development, and Engineering with their
various needs such as large format document scanning, updating the Assessing
Fabric information for accuracy, and making changes to the ArcGIS map website
to improve visibility.

Trident Seafoods to continue operations at its Kodiak, Alaska Plant
through 'B' Season.
The move is part of the company's commitment to supporting fishermen and communities while
executing its strategic restructuring and modernization initiative.
Seattle, WA and Kodiak, AK — May 30, 2024 —Trident Seafoods has announced that its plant
in Kodiak, Alaska, will continue operating through 'B' Season, ensuring local fishermen have a
market for the season and surrounding businesses remain secure. The company will remain the
facility's operator while confidential sale negotiations continue.
"We know how important the Kodiak plant is to the community and the surrounding fisheries,"
said Jeff Welbourn, Senior Vice President of Alaska Operations. "We appreciate that this is an
uncertain time. The decision to continue operations through 'B' Season is tied directly to our
commitment to ensuring the plant remains an important economic contributor to Kodiak and the
surrounding community now and into the future."
Trident announced last year that it was seeking buyers for four of its Alaska shoreside plants as
part of a comprehensive, strategic restructuring and modernization initiative. In April 2024, the
company announced the sale of its Petersburg plant to E.C. Phillips & Son, and its Ketchikan
plant was purchased by Silver Bay Seafoods.
Negotiations with prospective buyers for the company's False Pass and Kodiak facilities remain
ongoing. As the largest and most complex plant, with year-round operations supporting multiple
species, the complexity of the operations makes the sale of the Kodiak plant a lengthier due
diligence process.
"We're currently in the middle of sale negotiations for Kodiak, a process covered by a non-
disclosure agreement," said Joe Bundrant, CEO of Trident Seafoods. "While we aren't able to
disclose more details at this time, we're confident about the plant's future, and we're looking
forward to sharing more details as soon as possible."
