A regular meeting and budget public hearing was held in the Bayside Fire Hall.
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Chair Richard Carstens called the meeting to order at 6:07pm.
ROLL CALL
Staff Patricia Valerio conducted a roll call. Members present were Chair Richard
Carstens, Vice -Chair John Parker, Mike Dolph, Scott Arndt, and Paul VanDyke. A
quorum was established. Also present was Chief of Bayside Fire Department Scott
Ellis.
APPROVAL OF AGENDA
ARNDT MOVED to approve the agenda. DOLPH seconded.
VOICE VOTE ON THE MOTION CARREID UNANIMOUSLY
APROVAL OF MINUTES
ARNDT MOVED to approve the minutes of the January 23, 2024. PARKER seconded.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY
ACKNOWLEDGE RECEIPT OF FINANCIAL REPORT
ARNDT MOVED to acknowledge the receipt of the Financial Report. PARKER
Seconded.

CITIZENS' COMMENTS (Limited to Three Minutes per Speaker)
FIRE CHIEF'S REPORT
Chief Ellis presented his report. There have been no major events, no major
equipment out of services events, the fire department continues to move forward with
training and with new company structure. It has been a few months with the new
company structure, it is progressing well, and Chief is very proud of his team. Training
has been very successful, the average at the department for probationary fire fighters
is at 190-200 hours. The average Fire Fighter 1 course is 120-160 hours, the average
training hours required for a Carrier Professional Fire Fighter is 240 hours, so Chief is
very proud of his team. Chief is also proud of his team and would like to give a shout
out to those who were involved with the Special Olympics. From January - present
there has been a significant increase in call numbers; fire, car accidents, and medical

assistance. And Chief is happy to report that there has also been a significant
increase in the number of members responding to calls.
CHAIR PERSONS' REPORT
Chair Carstens reported that he is also proud of the Bayside team, they are doing
better than he has ever seen. Comradery and teamwork is phenomenal.
PUBLIC HEARING
Chair Richard Carstens announced that there was a clerical error in the proposed
budget. It has been fixed to the following:
• Change Page 12 of Packet (Page 2 of Proposed Budget) subtotal for
Expenses on this page in red text to the correct amount: $442,993.00
• Change Page 13 of Packet (Page 3 of Proposed Budget) total for
Contingencies to correct amount: $97,007.00
• Change Page 13 of Packet (Page 3 of Proposed Budget) total for Expenses to
correct amount: $727,500.00.
Chair Carstens suspended the Regular Meeting at 6:16 PM and Opened the
Public Hearing.
ARNDT MOVED to approve the Fire Protection Area 1 Proposed Budget
and Submit to the Assembly. PARKER Seconded.
No Public Comments.
Chair Carstens closed the Public Hearing and resumed the Regular Meeting at
6:19 PM.
The Board discussed the recent property assessments that were sent out and what
that means for the Board as whole and their budget plan for this fiscal year.
VAN DYKE MOVED to amend the proposed budget to increase Property Tax
Revenue to $700,000 (increase of $4,000), increase Contingency Expense to
$101,007.00 (increase of $4,000), and increasing the overall budget total to
$731,500 (revenue and expense total to match), and present proposed budget
with changes to the Assembly. PARKER seconded.
Board discussion ensued regarding the mil rates, the Borough tax cap, and how it
effects the budget.
ROLL CALL VOTE ON MOTION TO AMEND PASSED 3 - Yes, 2 - No.
There was some Board discussion regarding the Furniture.
VAN DYKE MOVED to amend proposed budget to remove $15,000 from
494.455 (Capital Projects Non -Borough Building) and move it to 450.160
(Furniture and Fixtures).
MOTION DIED FOR LACK OF SECOND.

PARKER called for the question of the original motion on the floor.
ARNDT MOVED to approve the Fire Protection Area 1 Proposed Budget as
Amended and Submit to the Assembly. PARKER Seconded.
ROLL CALL VOTE ON MOTION to approve budget as amended. PASSED 3 -
Yes, 2 - No.

BOARD MEMBERS' COMMENTS
Scott Arndt - None.
John Parker - None.
Mike Dolph - None.
Richard Carstens - I think it is pre -mature to put lawsuit expense on Bayside. If it
happens again, where the Borough puts that expense on us, then we are getting
bullied.
Paul Van Dyke - Thank to you to the Board and Chief for putting all the hard work into
the budget this year. It helps prove to the constituents that we are not here to make a
