2024-04-04 Regular MeetingKODIAK ISLAND BOROUGH Assembly Regular Meeting April 4, 2024 A regular meeting of the Kodiak Island Borough Assembly was held on April 4, 2024, in the Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Borough Manager Aimee Williams, Engineering and Facilities Director Dave Conrad, Borough Clerk Nova M. Javier, and Assistant Clerk Irene Arellano. 1. INVOCATION The invocation was given by Major David Davis of the Salvation Army. 2. PLEDGE OF ALLEGIANCE Deputy Presiding Officer Smiley led the Pledge of Allegiance. 3. STATEMENT OF LAND ACKNOWLEDGEMENT We are gathered on the traditional homeland of the Sugpiaq/Alutiiq people, and we acknowledge the 10 tribes of the Kodiak Alutiiq Region. We recognize the Alutiiq culture that enriches our community to this day. 4. ROLL CALL Present were Deputy Presiding Officer Smiley, Assembly Members Steve Ames, Jared Griffin, Larry LeDoux, Ryan Sharratt, James Turner, and Bo Whiteside. SMILEY moved to excuse Mayor Arndt who is attending the Cook Inlet Regional Citizens Advisory Council Meeting. ROLL CALL VOTE ON THE MOTION CARRIED FOUR TO THREE: Ames, Griffin, LeDoux, and Smiley (AYES); Sharrat, Turner, and Whiteside (NOES) 5. APPROVAL OF AGENDA AND CONSENT AGENDA SMILEY moved to approve the agenda and consent agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 6. *APPROVAL OF MINUTES (Approved under consent agenda) A. BOROUGH MANAGER'S REPORT Borough Manager Williams provided a manager's report, and it was included in the meeting packet. 12. MESSAGES FROM THE BOROUGH MAYOR — None. 13. Contract No. FY2024-28 Authorizing The Purchase And Freight Of Playground Equipment For The Sargent Creek Playground In The Amount of $94,590.10 With Aim Maintenance SMILEY moved to authorize the Borough Manager to execute Contract No. FY2024-28 with AIM Maintenance for the purchase and freight costs for the replacement playground equipment for Sargent Creek Playground Park in the amount of $94,590.10. ROLL CALL VOTE ON THE MOTION CARRIED SIX TO ONE: Griffin, LeDoux, Smiley, Turner, Whiteside, and Ames (AYES); Sharratt (NO) 14.13. RESOLUTIONS 1. Resolution No. FY2024-16 Authorizing Disposal By Lease Of Lot 1 And Lot 9 U.S. Survey 2539 To The Kodiak Island Sportsman's Association For The Purpose Of Managing The Salonie Creek Rifle Range And Providing A Range Caretaker's Site SMILEY moved to adopt Resolution No. FY2024-16. ROLL CALL VOTE ON THE MOTION FAILED FIVE TO TWO: LeDoux, Sharratt, Turner, Ames, and Griffin (NOES); Smiley and Whiteside (AYES) 2. Resolution No. FY2024-20 Authorizing The Manager To Accept The Alaska Division Of Homeland Security & Emergency Management (DHS&EM) Grant In The Amount of $99.540 Kodiak Island Borough Assembly Regular Meeting Minutes April 4, 2024 Page 2 of 4 SMILEY moved to adopt Resolution No. FY2024-20. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Sharratt, Smiley, Turner, Whiteside, Ames, Griffin, and LeDoux. 14.C. ORDINANCES FOR INTRODUCTION 1. Ordinance No. FY2024-18 Adopting Changes To The Non -Bargaining Covered Positions Salary Schedules To Match The Bargaining Unit Positions Salary Schedule Changes Approved With The Collective Bargaining Agreement, Contract No. FY2024-06 SMILEY moved to advance Ordinance No. FY2024-18 to public hearing at the next regular meeting of the Assembly. Approval Of A Welcome Letter To The Alaska Daughters Of The American Revolution SMILEY moved to authorize the Mayor to sign the letter welcoming the Daughters of American Revolution to Kodiak. ROLL CALL VOTE ON THE MOTION CARRIED SIX TO ONE: Whiteside, Ames, Griffin, LeDoux, Sharratt, and Smiley (AYES); Turner (NO) 2. Authorization For The Mayor To Travel To The Alaska Municipal League Board Of Directors Retreat And The 2024 National Association of Counties Western Institute Region Conference SMILEY moved to authorize the Mayor's travel to the Alaska Municipal League Board Of Directors Retreat And The 2024 National Association of Counties Western Institute Region Conference. The Assembly requested to divide the motion. SMILEY moved to authorize the Mayor's travel to the Alaska Municipal League Board of Directors Retreat in Girdwood, Alaska. ROLL CALL VOTE ON THE MOTION CARRIED FOUR TO THREE: Ames, Griffin, Smiley, and Turner (AYES); Whiteside, LeDoux, and Sharratt (NOES) SMILEY moved to authorize the Mayor's travel to the 2024 National Association of Counties Western Institute Region Conference in Mariposa County, California. CITIZENS' COMMENTS The following spoke under citizen's comments: • Ron Kavanaugh • Heather Preece • Stephen Faust 16. ASSEMBLY MEMBERS' COMMENTS • Assembly Member Ames voiced his support on the failed Resolution Salonie Creek Rifle Range lease and would like to see the amended lease back for approval. • Assembly Member Whiteside thanked the Kodiak College on their recent scholarship and FAFSA Workshop Session. He also thanked Ms. Nancy Castro, Student Service Admission Staff for her hard work. • Assembly Member LeDoux explained his vote on the Salonie Creek Rifle Range noting his concern with a lack of environmental study on lead contamination area. • Assembly Member Sharratt echoed Assembly Member Ames and LeDoux's comments in support of the Salonie Creek Rifle Range lease. He would like to see the resolution again with the items of concern being addressed first. • The rest of the Assembly members had no comments. 17.
