2024-02-13 Regular MeetingKODIAK ISLAND BOROUGH Architectural and Engineering Review Board February 13, 2024 In the Borough Conference Room of the Kodiak Island Borough Building. CALL TO ORDER ROLL CALL Jon Melin called the regular meeting to order at 3:03 p.m. Board Members present were Jerrol Friend, Dan Rohrer, Jon Melin, Ty Swanson, Codi, Allen and Doug Mathers. Jascha Zbitnoff was absent. A quorum was established. Also present were Kodiak Island Borough Assembly Member Ryan Sharratt, Kodiak Island Borough Engineering & Facilities Director David Conrad, and Corey Wall from Jensen Yorba Wall. APPROVAL OF AGENDA ROHRER MOVED to approve the agenda as written. FRIEND seconded. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF MINUTES FRIEND MOVED to approve the minutes from January 22, 2024. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY CITIZENS' COMMENTS (Limited to Three Minutes per Speaker) Patrick Cummings - Had a question about background checks and drug testing for project contractors. NEW BUSINESS a. North Star Elementary Roof & Skylight David Conrad introduced and reviewed the North Star Roof Project and introduced Corey Wall from Jensen Yorba Wall. There was discussion among the Board about KalWall products, removing the skylight and replacing with a solid wood structure, costs of different aspects, and splitting the project into multiple stages. Direction was given to staff to phase the project and return the item to the Board. FIREND MOVED to postpone until staff has split the job into phases. ROHRER Seconded. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY b. Draft Ordinance for ARB Code Changes Ryan Sharrat provided an overview of the changes he would like to make to the ARB Code. David Conrad reviewed the Architectural and Engineering Contract process and how the Engineering and Facilities conducts the bidding and review process. There was discussion Kodiak Island Borough Architectural and Engineering Review Board Minutes February 13, 2024 Page 1 of 2 among the Board about packages and how to split the bid to allow more options. Direction given to staff to work with Ryan to draft a better version of the code to present at the next meeting. BOARD MEMBERS' COMMENTS Dan Rohrer - Thank you and apologize for asking so many questions. Ryan Sharrat - I would like to have the ARB review the Service Area Contracts. I will always vote "No" on things until someone else has their eyes on it. David Conrad - I would prefer ARB review the contractor after a job is completed and vote weather or not the contractor is able to be re -hired. Doug Mathers - None. Ty Swanson - None. Jerrol Friend - None. Codi Allen - None. Jon Melin - None. ADJOURNMENT FRIEND MOVED to adjourn the meeting at 4:56 pm.
