2024-02-15 Regular MeetingI KODIAK ISLAND BOROUGH Assembly Regular Meeting February 15, 2024 A regular meeting of the Kodiak Island Borough Assembly was held on February 15, 2024, in the Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Administrative Official Dave Conrad, Assessor Seema Garoutte, Finance Director Dora Cross, Acting Borough Clerk Lina Cruz, and Acting Deputy Clerk Irene Arellano. INVOCATION The invocation was given by Major David Davis of the Salvation Army. 2. PLEDGE OF ALLEGIANCE Deputy Presiding Officer Smiley led the Pledge of Allegiance. 3. STATEMENT OF LAND ACKNOWLEDGEMENT We are gathered on the traditional homeland of the Sugpiaq/Alutiiq people, and we acknowledge the 10 tribes of the Kodiak Alutiiq Region. We recognize the Alutiiq culture that enriches our community to this day. 4. ROLL CALL Present were Deputy Presiding Officer Smiley, Assembly Member Steve Ames, Jared Griffin, Larry LeDoux, Ryan Sharratt, James Turner, and Bo Whiteside. LEDOUX moved to excuse Mayor Arndt who was absent due to his attendance at the NACO conference in Washington DC. ROLL CALL VOTE ON THE MOTION CARRIED SIX TO ONE: Ames, Griffin, LeDoux, Sharratt, Smiley, Turner, Whiteside (AYES; Turner (NO). 5. APPROVAL OF AGENDA AND CONSENT AGENDA LEDOUX moved to approve the agenda and consent agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 6. 'APPROVAL OF MINUTES (Approved under consent agenda) 1. BOROUGH MANAGER'S REPORT Administrative Official Dave Conrad provided a manager's report, and it was included in the meeting packet. 12. MESSAGES FROM THE BOROUGH MAYOR — None. 13. CONSIDERATION OF CALENDAR - UNFINISHED BUSINESS 14. CONSIDERATION OF CALENDAR - NEW BUSINESS 14.A. CONTRACTS 1. Contract No. FY2024-26 With Veolia For Replacement Membranes For The Leachate Treatment Plant In The Amount Of $300,000 SMILEY moved to authorize the Borough Manager to approve Contract No. FY2024-26 with Veolia for replacement membranes for the Leachate Treatment Plant in the amount of $300,000. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Griffin, LeDoux, Sharratt, Smiley, Turner, Whiteside, and Ames. 14.13. RESOLUTIONS —None. 14.C. ORDINANCES FOR INTRODUCTION 1. Ordinance No. FY2024-12 An Ordinance Of The Assembly Of The Kodiak Island Borough Amending Kodiak Island Borough Code Title 3 Revenue And Finance, Chapter 3.35 Real Property Tax, Section 3.35.050 Board Of Equalization SMILEY moved to advance Ordinance No. FY2024-12 to public hearing at the next regular meeting of the Assembly. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: LeDoux, Sharratt, Smiley, Turner, Whiteside, Ames, and Griffin. 2. Ordinance No. FY2024-14 Amending The Kodiak Island Borough Personnel Rules And Regulations To Add A Travel Policy Kodiak Island Borough Assembly Regular Meeting Minutes February 15, 2024 Page 2 of 4 SMILEY moved to advance Ordinance No. FY2024-14 to public hearing at the next regular meeting of the Assembly. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Sharratt, Smiley, Turner, Whiteside, Ames, Griffin, and LeDoux. 14.D. OTHER ITEMS 1. Authorization For The Borough Manager To Reimburse Providence Kodiak Island Medical Center For Sterile Processing Department Design To 35% And To 65% For The Combined Cost Amount Of $143,857 SMILEY moved to authorize the Borough Manager to reimburse Providence Kodiak Island Medical Center for Sterile Processing Department Design to 35% in the amount of $90,649 and Design to 65% in the amount of $53,208, for a combined total of $143,857. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Smiley, Turner, Whiteside, Ames, Griffin, LeDoux, and Sharratt. 2. Authorization For The Borough Manager To Reimburse Providence Kodiak Island Medical Center For Reverse Osmosis And Steam Generator Design To 35% In The Amount Of $29,788 SMILEY moved to authorize the Borough Manager to reimburse Providence Kodiak Island Medical Center for the Reverse Osmosis and Steam Generator Design to 35% in the amount of $29,788. ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Turner, Whiteside, Ames, Griffin, LeDoux, Sharratt, and Smiley. 3. Declaring A City Seat Vacant On The Planning and Zoning Commission (Mr. Dave Townsend) SMILEY moved to accept, with regret, the resignation of Mr. Dave Townsend on the Planning and Zoning Commission effective February 2, 2024, and direct the Borough Clerk to advertise the vacancy per Borough Code 2.100.070 (D). ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Whiteside, Ames, Griffin, LeDoux, Sharratt, Smiley, and Turner. 15. CITIZENS' COMMENTS. None. 16. ASSEMBLY MEMBERS' COMMENTS • Assembly Member Turner had no comment. • Assembly Member Ames had no comment. • Assembly Member Griffin had no comment. He also thanked the Engineering and Facilities staff for their hard work and the Clerk's staff for their thoughtful gestures. Lastly, he wished Manager Williams a happy birthday. • Assembly member LeDoux had no comment. • Assembly member Sharratt spoke on his attendance of the Kodiak Economic Development Forum where they discussed the housing issues, the police force operational capacity, and the interest of the United States Coast Guard to work with the community regarding Coast Guard lands. He urged citizens to make a difference in their community and testify at public meetings. • Assembly member Smiley spoke on the school district budget situation and encouraged Assembly members to take public testimony into consideration when discussing the Assembly's contribution to the school's revenue stream. 17.
